How Singapore connects is not only about jobs.
A labour market also needs a system that connects employers, workers, skills, salaries, quotas, fair hiring, immigration status and legal permission to work.
Did you know that a foreign professional can have a signed employment contract with a Singapore company and still be unable to start work until the correct work pass is approved and issued?
The employer sees a candidate.
MOM sees an occupation, salary, company profile, local workforce, sector, quota, levy, qualifications and immigration status.
Different jobs enter different pass systems.
An Employment Pass is not an S Pass.
An S Pass is not a Work Permit.
This article follows Singapore’s foreign-workforce connection layer: MOM, Employment Passes, COMPASS, S Passes, Work Permits, MyCareersFuture advertising, quotas, levies, applications, issuance, digital work passes and the way an overseas worker becomes legally connected to a Singapore employer.
Business identity is explored in How Singapore Connects | ACRA, UEN and Business Registration. Payroll and CPF are explored in How Singapore Connects | Payroll, CPF Contributions and Retirement Savings. Here we ask the workforce question: how does a job offer become legal permission to work in Singapore?
Did You Know? MOM Uses Different Work Passes for Different Workforce Segments
The Ministry of Manpower’s current Work Passes and Permits framework includes several pass types for different circumstances.
The three most familiar employer-sponsored categories are:
- Employment Pass for qualifying foreign professionals, managers and executives;
- S Pass for qualifying skilled workers in associate professional and technician-type roles; and
- Work Permit for eligible migrant workers in specified sectors and source-country arrangements.
The job and candidate determine the route.
The Employer Usually Applies
For standard EP, S Pass and Work Permit pathways, the employer or an appointed employment agent generally submits the application.
The worker is the beneficiary.
The employing entity carries much of the regulatory responsibility.
The Work Pass Connects a Person to a Specific Employment Relationship
Who is the employer?
What is the job?
What is the salary?
Where will the person work?
For most employer-sponsored passes, the legal permission is tied to the approved employment circumstances.
Changing Jobs Can Require a New Pass
An S Pass holder moving to another employer needs the new employer to apply for a new pass.
EP holders changing employers likewise enter a new employer-sponsored application process.
The pass is not simply a general licence to work anywhere.
The Employment Pass Is for Professionals
MOM’s current Employment Pass key facts describe the EP as a pass for foreign professionals, managers and executives who meet the qualifying criteria.
There is no foreign-worker quota or levy for EP holders.
Instead, eligibility focuses on salary, professional profile and the COMPASS framework.
Did You Know? The Current EP Minimum Starts at S$5,600
For applications before 1 January 2027, MOM’s current general-sector EP minimum qualifying salary starts at S$5,600 per month and increases progressively with age.
For financial-services roles, the current minimum starts at S$6,200.
The salary threshold is benchmarked to the top third of local PMET salaries by age.
The EP Threshold Is Age-Adjusted
A 23-year-old candidate and a 45-year-old candidate do not face the same minimum.
MOM raises the qualifying salary progressively with age to reflect higher expected experience and local salary benchmarks.
Did You Know? EP Minimums Rise Again in 2027
MOM’s current eligibility page says new EP applications from 1 January 2027 will use a general minimum of S$6,000, rising with age to S$11,500 at age 45 and above.
Financial-services minimums will start at S$6,600 and rise with age under the 2027 schedule.
Renewals transition on a later timetable according to MOM’s published rules.
Salary Is Only Stage One
Meeting the EP qualifying salary does not automatically produce an EP.
Most candidates must also pass COMPASS unless they fall within an exemption.
COMPASS Means Complementarity Assessment Framework
MOM’s current EP eligibility framework uses COMPASS as a points-based assessment.
It evaluates both candidate-level and firm-level attributes.
Did You Know? COMPASS Normally Requires 40 Points
MOM’s current framework says most EP applications need at least 40 COMPASS points to pass.
The points system provides more structure than a purely discretionary assessment.
COMPASS Looks at More Than Salary
Foundational criteria include:
- salary relative to sector and age benchmarks;
- qualifications;
- nationality diversity within the firm’s PMET workforce; and
- the firm’s support for local PMET employment.
Bonus criteria can apply for selected skills or strategic economic priorities.
The Candidate and the Company Are Assessed Together
A strong candidate enters a real organisation.
COMPASS asks whether the overall employment relationship complements the local workforce.
Did You Know? Some High Earners Are Exempt from COMPASS
MOM currently exempts candidates from COMPASS where they meet specified conditions, including a fixed monthly salary of at least S$22,500.
Certain overseas intra-corporate transferees and very short-term roles can also qualify for exemptions under the published criteria.
The Salary Exemption Does Not Remove the Basic EP Salary Requirement
The exemption removes COMPASS assessment in specified cases.
It does not mean the role falls outside all Employment Pass rules.
Employers Must Consider Local Candidates Fairly
Before most new EP or S Pass applications, employers must advertise the role on MyCareersFuture and consider candidates fairly under the Fair Consideration Framework, unless an exemption applies.
The Job Advertisement Is Part of the Work-Pass Process
The pass application therefore begins before the foreign candidate’s form is submitted.
The employer first demonstrates a fair hiring process in the local labour market.
MyCareersFuture Connects Labour Demand to Local Supply
Employer posts job.
Local candidates can apply.
Employer considers applications.
Foreign work-pass application follows where the role and candidate meet the rules.
The job marketplace and work-pass system are connected.
The Self-Assessment Tool Helps Employers Check Before Applying
MOM provides an enhanced Self-Assessment Tool, or SAT, for employers and employment agents to assess likely EP or S Pass eligibility before making the formal application.
The SAT Is a Pre-Flight Check
Salary too low?
COMPASS score insufficient?
Candidate not eligible?
Better to know before paying fees and entering full processing.
The S Pass Serves Skilled Workers
MOM’s current S Pass guidance describes it as a pass for skilled foreign workers meeting the qualifying criteria.
Unlike the EP, the S Pass sits inside quota and levy controls.
Did You Know? The Current S Pass Minimum Starts at S$3,300
For current 2026 applications outside financial services, the S Pass minimum qualifying salary starts at S$3,300 and increases progressively with age up to S$4,800 at age 45 and above.
Financial-services candidates face higher thresholds.
The S Pass Minimum Rises in 2027
MOM says the general S Pass minimum will rise to S$3,600 for new applications from 1 January 2027, with age-adjusted increases up to S$5,100 for candidates age 45 and above.
Renewal transitions begin later according to the published schedule.
Quota Controls the Number of S Pass Holders
An employer can have an eligible candidate and still be unable to hire if the company has no S Pass quota available.
The firm’s local workforce composition affects capacity to employ S Pass holders.
The Levy Prices Foreign Workforce Use
Employers pay a monthly S Pass levy for each S Pass holder.
Quota limits quantity.
Levy creates a recurring cost.
The S Pass Is Therefore a Company-Level Resource
Hiring one S Pass worker consumes part of the employer’s quota.
The decision affects future hiring capacity.
Work Permits Use a Different Model
MOM’s current Work Permit framework covers eligible migrant workers from approved source countries or regions in sectors such as construction, manufacturing, marine shipyard, process and services.
There is no one universal Work Permit applicable to every role.
Did You Know? Work Permits Have No General Minimum Qualifying Salary
MOM’s current migrant-worker Work Permit key facts say there is no minimum qualifying salary requirement of the same kind used for EP or S Pass.
Instead, eligibility relies heavily on sector rules, source countries, quotas, levies, age and employer obligations.
Work Permit Applicants Must Be at Least 18 and Below 62
MOM currently states that migrant-worker Work Permit applicants must be at least 18 years old and below 62 when the application is made.
The pass can be granted for up to two years, subject to passport, security bond and employment-period constraints.
Work Permit Employers Face Quota and Levy Rules
The employer’s sector determines the Dependency Ratio Ceiling and applicable levy framework.
The workforce system manages not only individual eligibility but also sector-level reliance.
Approved Source Countries Matter
Work Permit eligibility can depend on nationality and sector.
A worker eligible for one sector may not automatically be eligible for another.
The Employer Carries Additional Duties
Depending on pass type and sector, employers may need to arrange:
- medical insurance;
- security bonds;
- Primary Care Plan obligations where applicable;
- acceptable accommodation;
- medical examinations; and
- other employment and welfare requirements.
The work pass is part of an employer-responsibility system.
The Pass Is Both Work Permission and Stay Permission
For many foreign workers, the work pass also underpins lawful residence in Singapore for the employment period.
Job status and immigration status are therefore tightly connected.
A Cancelled Job Can Trigger a Pass Cancellation
When employment ends, the employer generally has to cancel the work pass according to MOM’s process.
The worker then follows the applicable departure or new-pass pathway.
The Work Pass Does Not Last Forever
First-time EP and S Pass durations are generally up to two years.
Renewals can be up to three years.
Work Permits are generally up to two years subject to the applicable constraints.
Expiry Dates Create Workforce Planning
The employer cannot wait until the last day.
Renewal windows, salary changes and policy thresholds need to be checked in advance.
2027 Threshold Changes Affect 2026 Hiring Decisions
An employer recruiting late in 2026 may need to consider not only today’s salary floor but the renewal and future-application framework.
Workforce planning has a policy time horizon.
The Application Is Digital
Employers and employment agents submit applications through MOM’s online work-pass systems.
Documents, company information and candidate details enter one regulated workflow.
The Application Can Ask for More Information
A case may need verification of qualifications, business activity, job duties or company information.
An application submitted does not mean a decision is automatic.
MOM Publishes Indicative Processing Times
For example, MOM currently says an online S Pass application is processed or given an update within about ten business days in most cases.
Different pass types can have different processing expectations.
Approval in Principle Comes Before Final Issuance
For many pass workflows, MOM first issues an In-Principle Approval, or IPA.
The candidate then completes arrival, medical, verification or other steps before the pass is formally issued.
The IPA Is Not Yet the Final Work Pass
The candidate may still need to enter Singapore, complete medical requirements, verify documents, arrange insurance or satisfy other conditions.
Pass Issuance Activates the Employment Status
Once all required conditions are met, the employer or employment agent issues the pass through MOM’s system.
The legal permission moves from approved intention to active status.
Digital Work Passes Reduce Dependence on the Physical Card
MOM’s current pass processes include digital work-pass access for eligible pass holders after issuance and registration.
The person can display current pass information through supported digital channels.
The Physical Card Still Matters
A card can be used for identification and access in contexts that require it.
Digital and physical credentials complement each other.
Biometric Registration Connects Identity to the Pass
Selected pass holders need fingerprint and photograph registration after issuance or arrival.
The work-pass record becomes anchored to biometric identity.
The Pass Connects to Singpass
Eligible work-pass holders can access Singpass and many Singapore digital services once their identity is established.
That connects the workforce system to How Singapore Connects | Singpass, MyInfo and Digital Identity.
The Pass Connects to Payroll
Salary payment begins.
Income tax obligations can begin.
For foreign employees, CPF rules differ from citizens and permanent residents.
That connects the pass to How Singapore Connects | Payroll, CPF Contributions and Retirement Savings.
The Pass Connects to IRAS
Foreign employees working in Singapore may have Singapore income-tax obligations.
That links employment permission to How Singapore Connects | IRAS, Tax Filing and Digital Payments.
The Pass Connects to Housing
Where can the worker live?
Dormitory.
Private housing.
Employer-provided accommodation.
Housing rules depend on worker type and circumstances.
The Pass Connects to Healthcare
Employers of Work Permit and S Pass holders have medical-insurance obligations under MOM rules.
Primary care and medical examination requirements can also apply.
The Pass Connects to Family Migration
Eligible EP and S Pass holders may qualify to bring certain family members under Dependant’s Pass or Long-Term Visit Pass arrangements when requirements are met.
The individual worker can become the anchor for a family migration pathway.
Not Every Pass Gives the Same Family Rights
Work Permit holders generally do not receive family passes through the ordinary Work Permit framework.
Pass type shapes family mobility.
The Work Pass Connects to Professional Regulation
An EP does not automatically make someone a licensed doctor, lawyer, architect or pharmacist.
Profession-specific registration can still be required.
Employment Permission Is Not Professional Registration
MOM says you may work in Singapore.
The professional regulator says whether you may practise that regulated profession.
Two permissions can be required simultaneously.
The Work Pass Connects to GoBusiness
Employers and employment agencies may use business services from How Singapore Connects | GoBusiness, Licences and Regulatory Approvals for the licences surrounding their own operations.
The entity must be legally allowed to operate before it can sponsor workers for that operation.
The Work Pass Connects to ACRA
The sponsoring employer is normally an established entity from How Singapore Connects | ACRA, UEN and Business Registration.
MOM needs to know which real organisation stands behind the employment offer.
COMPASS Connects Hiring to Workforce Diversity
One candidate’s nationality can affect the company’s COMPASS diversity score depending on the existing PMET mix.
The assessment operates at both individual and organisation level.
COMPASS Connects Hiring to Local Employment
A firm’s share of local PMET employees relative to its sector can affect the Support for Local Employment criterion.
Foreign hiring and local workforce development are deliberately evaluated together.
Shortage Occupations Can Earn Bonus Points
COMPASS includes bonus criteria for selected roles on the Shortage Occupation List, subject to the current rules.
The framework can respond to labour-market needs without abandoning baseline standards.
Strategic Economic Priorities Can Also Affect COMPASS
Eligible firms participating in selected programmes can receive bonus consideration under COMPASS’s Strategic Economic Priorities criterion.
The Framework Is a Labour-Market Control System
Salary floor.
Points.
Quota.
Levy.
Advertising.
Insurance.
Different pass types use different control mechanisms to manage labour-market access.
A Small Example: Employment Pass
Company advertises role on MyCareersFuture where required.
Candidate meets current S$5,600-plus age-adjusted salary threshold.
Employer checks COMPASS through SAT.
Application is submitted.
MOM approves.
Candidate satisfies issuance conditions.
EP is issued.
The professional can lawfully begin work under that pass.
A Small Example: S Pass
Employer has available quota.
Candidate meets age-adjusted S Pass salary threshold.
Job is advertised and considered fairly where required.
Application is submitted.
S Pass is approved and issued.
Employer begins monthly levy obligations.
The worker has joined both a company and a national workforce-management system.
A Small Example: Work Permit
Construction company checks sector quota and source-country eligibility.
Worker meets age and source requirements.
Employer arranges required bond, insurance and other prerequisites.
Work Permit application is approved.
Worker arrives and completes required medical and registration steps.
Permit is issued.
The employment relationship becomes legal.
What Can Break the Work-Pass Connection?
- salary below the current threshold;
- COMPASS score below 40;
- job advertisement requirement not met;
- S Pass or Work Permit quota exhausted;
- levy obligations ignored;
- source-country rule not satisfied;
- documents inconsistent;
- employer details not current;
- IPA conditions not completed;
- pass expires before renewal;
- worker changes employer without a new pass; and
- company assumes a work pass replaces professional licensing.
Foreign employment is legal only when candidate, employer and pass conditions remain aligned.
