Singapore’s public transport concession cards reduce eligible bus and MRT fares for students, seniors, persons with disabilities and qualifying lower-wage workers. A Monthly Concession Pass is different: it pays a fixed amount for unlimited qualifying rides over its validity period. The 2026 Public Transport Council fare review will raise ordinary card fares from 26 December 2026, while all monthly pass prices and the Workfare Transport Concession Scheme’s card fares will remain unchanged.
If you searched for student monthly concession pass Singapore, senior citizen MRT fare, Workfare Transport Concession Card, Public Transport Voucher S$80, PTC fare increase December 2026 or how to apply for concession card, the first question is whether you qualify for a concession category. The second is whether you travel enough to benefit from a monthly pass, since many people save more by paying the discounted fare per journey.
Quick answer: Check your card eligibility through SimplyGo concession applications, compare pay-per-ride fares with the monthly pass prices, and read the current fare table from PTC. The approved 2026 Fare Review Exercise takes effect on 26 December, not immediately on the announcement date of 29 September. Eligible households may also receive an S$80 Public Transport Voucher under the 2026 support criteria.
Which concession card and monthly pass should you check?
| Commuter group | Current hybrid monthly pass | What it covers |
|---|---|---|
| Primary school student | S$39 | Unlimited basic buses and trains during pass validity |
| Secondary school student | S$49 | Unlimited basic buses and trains |
| Diploma/polytechnic student | S$49 | Unlimited basic buses and trains |
| University undergraduate | S$81 | Unlimited basic buses and trains |
| Full-time National Serviceman | S$81 | Unlimited basic buses and trains |
| Senior citizen | S$55 | Unlimited basic buses and trains |
| Person with disabilities | S$55 | Unlimited basic buses and trains |
| Workfare Transport Concession holder | S$92 | Unlimited basic buses and trains |
| Adult without other concession | S$122 | Unlimited basic buses and trains |
These are the PTC-published monthly hybrid prices, confirmed unchanged in the September 2026 fare review. They are not the fares for a single journey. Eligibility, school registration, concession-card activation and the actual pass period still matter. Premium services such as some express buses are not automatically included in an unlimited basic bus-and-train pass.

What changes on 26 December 2026?
| Fare category | Announced 2026 change | When it applies |
|---|---|---|
| Adult card fare | Plus S$0.12 or S$0.13 per journey, depending on distance | From 26 December 2026 |
| Student, senior and PWD card fares | Plus S$0.05 per journey | From 26 December 2026 |

| Adult cash fare | Plus S$0.20 per journey | From 26 December 2026 |
| Student, senior and PWD cash fare | Plus S$0.10 per journey | From 26 December 2026 |

The PTC announced an overall fare adjustment of 7% for the 2026 Fare Review Exercise, less than half the possible 14.7% derived from its formula and deferred adjustment. This is not a uniform ‘every bus journey increases by 7%’ instruction. PTC gives specific cents-per-ride changes by category, which is why parents should use the actual fare schedule rather than simply multiply an old fare by 1.07.
As of 5 November 2026 the announced changes have not yet taken effect. A fare display showing existing card prices remains relevant until the 26 December switch. When preparing a January 2027 family budget, however, use the new effective fares and verify current category eligibility.
The Workfare Transport Concession Card is not the Workfare payout
SimplyGo describes the WTC card as giving qualifying Workfare Income Supplement recipients under age 60 a 25% discount off adult card fares. The card belongs to the Workfare Transport Concession Scheme. It is separate from the cash and CPF credits paid under Workfare Income Supplement and is not automatic proof that a person’s bank account is receiving a WIS payout.
The published card application page currently requires a Singapore Citizen who is between 30 and 60, receiving WIS, with relevant eligibility continuing. Those aged 60 or turning 60 soon are directed to the senior PAssion Silver option, which may offer better fares. In December 2026 the WTC card-fare adjustment is absorbed by the Government, so the card’s regular fare does not rise with adult prices.
How much is a Workfare monthly pass?
A WTC cardholder may buy an S$92 monthly hybrid pass for unlimited basic bus and train journeys. The card application is free; SimplyGo says approved applications are mailed within about fourteen working days, followed by activation at a Ticket Office with identity document and a minimum S$5 top-up. A monthly pass is an additional optional purchase, not an automatic free benefit of owning a WTC card.
Student cards: School Smart Card versus adult payment card
School pupils may be issued a School Smart Card for concessionary transport. A student who simply taps a bank card may be charged adult fares, even if they are school-aged, because the payment token may not be recognised as the student’s concession account. Parents should check the specific valid school card rather than assume a concession follows their child’s name across every card.
Schools, educational institutions and SimplyGo have different processes for first issue, replacement and concession validity. For example, a student leaving secondary school may need a different card when entering ITE, polytechnic or university. The current card’s physical validity and concession-status validity can be different, and the person may pay adult rates after an eligibility period ends.
How to apply for a WTC, senior or tertiary concession card
- 1. Identify the concession group: student, senior, PWD, WTC, NSF or adult monthly travel.
- 2. Open the official SimplyGo New Concession Card Application page.
- 3. Review the age, citizenship, study or work status required; do not assume another person’s card is interchangeable.
- 4. Prepare the specified photograph and identification where required.
- 5. Submit the form or visit a SimplyGo Ticket Office and retain acknowledgement.
- 6. On receiving the card, follow the applicable activation and minimum top-up procedure.
- 7. If buying a monthly pass, choose the desired start date and check the expiry; the underlying concession must be valid.
A discount can be lost when eligibility lapses or the card is lost. Use the cardholder’s official application or replacement procedure. Avoid buying another person’s student or senior pass through a marketplace: fare categories are tied to individual eligibility and misuse can result in penalties.
Card fare versus cash fare
PTC’s distance-based system charges card commuters using the travelled distance and eligible transfer rules. Cash bus fares are generally higher. For a fare up to 3.2 kilometres under the January 2026 schedule, a basic adult card fare is S$1.28 while the adult cash fare is S$2.10. A short adult fare rises by S$0.12 to S$1.40 from 26 December 2026, while its ordinary cash equivalent is scheduled to rise by S$0.20. The precise rate depends on service and fare band.
This explains why the words fare paid in cash and fare stored as card value should not be treated as two payment methods with identical cost. The card-based distance fare may be substantially less and can integrate qualifying transfers. Read the correct service classification before comparing costs.
Distance fare and transfers: why two taps need not mean two full fares
PTC says basic bus and rail fares are distance-based. Eligible travel via more than one bus or train leg can be treated as a single integrated trip when the formal transfer conditions are satisfied. The system measures the total qualifying distance rather than necessarily charging a full new fare each time a passenger changes buses.
The phrase eligible transfer matters: a long stop for an unrelated errand, an ineligible journey sequence or a premium service can change the computation. A student with a monthly hybrid pass may not see the same pay-per-ride charges as an adult using a bank card. Check trip history and fare rules when an amount seems wrong.
Should you buy a monthly concession pass?
The decision is an arithmetic comparison. Estimate what you would pay for the month without a pass and compare it with the correct pass amount. For an adult who expects 40 trips averaging S$1.90, estimated pay-per-ride spending is S$76. The S$122 adult pass would not save money on those assumptions. With 80 such trips, the estimated fare total is S$152 and the pass could save S$30, provided all the trips are qualifying basic services.
A fictional senior using a discount card might pay an average S$0.94 per qualifying journey. For 40 journeys the pay-as-you-go amount is S$37.60, below the S$55 senior pass; 80 journeys would cost S$75.20, higher than the pass. These figures illustrate break-even reasoning, not a guarantee of what any individual pays. Journeys have different distances, transfers and fares.
| Illustrative traveller | Without pass | Hybrid pass | Simple decision |
|---|---|---|---|
| Adult: 40 journeys at S$1.90 | S$76 | S$122 | Pay per ride |
| Adult: 80 journeys at S$1.90 | S$152 | S$122 | Pass may save S$30 |
| Senior: 40 journeys at S$0.94 | S$37.60 | S$55 | Pay per ride |
| Senior: 80 journeys at S$0.94 | S$75.20 | S$55 | Pass may save S$20.20 |
A monthly pass does not mean unlimited access to every transport service
Monthly concession products generally grant unlimited rides on basic buses and trains for the stated duration. Express and premium services, airport special services where relevant, private shuttles and other products may carry different conditions. A family planning to travel only on normal MRT and feeder bus services should still verify the details before paying for a pass.
The pass also has a validity period and typically cannot overlap with another valid concession pass of the same type. The WTC card page says monthly passes can be activated up to seven days before the chosen travel start date and unused pass portions are not refundable. This means that buying a pass for a holiday month with very little travel can waste money even though the pass allows unlimited journeys.
2026 Public Transport Vouchers: who gets S$80?
The PTC announced an S$80 Public Transport Voucher (PTV) for qualifying lower-income and lower-middle-income households in the 2026 fare review, increased from S$60 in the previous exercise. The household income eligibility guideline expands to monthly income per member of up to S$2,100, up from S$1,800 previously. Further notification and redemption details depend on the official Government scheme.
A PTV is not a monthly concession pass or cash paid for every MRT trip. It is financial support for eligible households, subject to application, notification and redemption rules. A parent should not assume that receiving MOE FAS school transport subsidy, a Student Smart Card and a PTV are all the same benefit.
What is the difference between three types of transport support?
| Support | Who/what it is for | Main distinction |
|---|---|---|
| Concession fare | Eligible individual commuter category | Lower price per ride |
| Monthly travel pass | Heavier user who buys a pass | Flat price for unlimited basic services |
| Public Transport Voucher | Eligible household under 2026 support scheme | Household transport value, currently S$80 |
| MOE FAS transport benefit | Eligible school student with approved FAS | School travel aid under separate conditions |
| Workfare Income Supplement | Qualifying lower-wage worker | Income/CPF support, not the transport card itself |
What if your concession card has insufficient value?
SimplyGo specifies a Minimum Travel Value by concession-card group. For current SimplyGo concession cards, primary, secondary, JC, polytechnic and ITE students typically require S$1 to begin a journey. Senior and PWD cards generally require S$2, while WTC, undergraduate, NSF and Adult Monthly Travel cards generally require S$3. These are minimum start-of-trip values, not the fare for every journey.
SimplyGo also warns that some app-based top-ups may need the physical card to be tapped at an NFC reader or ticketing kiosk to update the usable balance for immediate travel. An in-app transaction receipt does not always mean the bus reader has the new balance already. Follow the actual card and ticketing device instructions.
