Start here: identify the decision before collecting evidence
Qualiopi certifies the quality processes used by a French provider of skills-development activities within the certificate’s stated scope. Since 1 January 2022, it is required for providers seeking access to the public or pooled funding covered by the French Labour Code.
A Qualiopi mark is not proof that a course leads to a state-recognised qualification, appears in the RNCP or Répertoire spécifique, qualifies for every funding scheme, or suits a particular learner. Check the provider’s current certificate, covered activity category and site, then separately check the qualification and the funder’s learner-specific rules.
This guide was checked on 26 October 2026 against current primary guidance. This guide uses French Ministry of Labour Qualiopi and national quality-reference guidance checked on 26 October 2026. Certificates, scopes, audit status, funding rules and qualification registrations can change; the current certificate, official register and funder decision control the case.
This specialist sits under The Gold Standard of Education: Learning That Transfers into Life. The parent framework keeps the purpose visible: understand the system, act on the correct evidence and build independence for the next decision.

1. Name the exact training decision
Qualiopi matters when a provider’s process quality and access to specified public or pooled funding are in question. It is not a general ranking of teaching excellence.
Write the live decision first: verify the provider, request funding, check a qualification or compare course fit. Each decision requires different evidence beyond the logo.
Decision rehearsal and changed-context transfer
Turn this chapter into a live file. The learner, parent, employer or adviser checking a French training provider states the present decision in one sentence. the Ministry of Labour, accredited certification body or recognised labelling body, training provider, funder, France Compétences, qualification certifier and learner supplies only the evidence it owns. the Qualiopi certificate, activity categories, sites, audit dates, certification-body identity, training agreement, funding decision, RNCP or Répertoire spécifique record and learner completion evidence records the result. Date every source and distinguish an official fact, an institution-specific decision, an estimate and a personal preference.
Now change one condition: the receiving organisation changes. Preserve every fact that remains valid and reopen only the conclusions that depend on the changed condition. Name the new page, document, calculation or contact required. This is the difference between understanding a system and memorising one outcome.
Run a boundary test. Write what the current evidence proves, what it does not prove and who has authority over the next decision. Replace one identifier, date or category and repeat the reasoning. If the conclusion changes without a cited rule or written decision, an assumption has entered the file.
Finish with a five-line handover: current state; controlling source; unresolved question; next permitted action; review date. A parent, adviser or future learner should be able to reconstruct the case without relying on memory or a private conversation.
2. Match the provider legal identity
The brand advertising a course may differ from the legal entity holding the Qualiopi certificate. Group companies, franchisees and subcontractors should not be merged by assumption.
Compare the certificate holder’s legal name with the contract, invoice and course page. Ask who signs the training agreement and who is responsible for delivery.

3. Read the certificate scope
Qualiopi covers stated categories of action, such as training, skills assessment, validation of prior experience or apprenticeship activity, rather than every service the organisation offers.
Record the precise category relevant to the learner. A certificate for one activity should not be treated as evidence that another category or a different legal entity is covered.

4. Check sites and delivery arrangements
A certificate can describe sites or a multi-site scope. Delivery may also involve subcontractors, platforms or venues that require separate explanation.
Match the actual delivery site and provider to the certificate. If another organisation teaches, ask how responsibility and quality oversight are documented.

5. Understand the public-funding boundary
Qualiopi is a process-quality condition for providers seeking access to the public or pooled funds named by the French rules. It does not itself award money to a learner.
Identify the exact funder and scheme, then obtain the learner-specific approval. A valid certificate can coexist with an ineligible course, exhausted entitlement or refused application.

6. Read audits and validity carefully
Certification follows an audit against the national quality reference and is time-bounded, with continuing oversight and renewal requirements. A logo copied to a webpage can outlive the certificate it once represented.
Ask for the current certificate, note the certification body and dates, and confirm that the course activity sits within scope. Treat an old certificate as historical evidence only.

7. Work a CPF-style funding case
Suppose a learner finds a course displaying Qualiopi and assumes it can be paid automatically from a personal training account. The mark proves neither catalogue eligibility nor sufficient learner entitlement.
Verify the provider certificate, the exact course and qualification record, the platform or funder listing, price and learner balance. Wait for the formal funding decision before treating the booking as financed.

8. Separate Qualiopi from RNCP and RS
Qualiopi concerns the provider’s processes. RNCP and the Répertoire spécifique concern registered certifications or skills credentials and have their own certifiers, codes, levels, blocks and validity.
Search the exact qualification code and title. Match the training provider’s authority to prepare or assess the certification rather than assuming the shared use of a logo creates that authority.

9. Use the mark without over-reading it
The official mark has controlled usage. Its presence is a starting point for checking the certificate, not a shortcut around course, award or contract evidence.
Request the certificate and name the certifying body. If the provider will not supply a current document or the details conflict, pause before payment and ask the funder for guidance.

10. Diagnose common Qualiopi errors
Common errors include treating Qualiopi as state recognition of an award, ignoring the certified activity, matching the wrong entity or site, and assuming public funding is automatic.
Repair the file with four separate rows: provider quality certificate, course contract, qualification registration and funding decision. Each needs its own current evidence.

11. Plan for suspension, expiry or provider change
A certificate can expire, be suspended or change scope. A learner may also be moved to another provider or subcontractor after enrolment.
Ask what changed, when it changed and which learner cohort is affected. Preserve the original agreement, funding notice, attendance and assessment evidence before accepting a new arrangement.

12. Use French sources in sequence
Start with the current Qualiopi certificate and official framework, then check the RNCP or Répertoire spécifique record and finally the funder’s learner decision.
Date each source. The complete explanation says what is certified, for which activity and period, what qualification is involved and who still decides funding or acceptance.

Build an auditable decision file
Open with the exact decision and its deadline. Attach the current current Qualiopi certificate and its stated scope, the learner-specific record and the receiver’s published requirements. A general webpage explains a rule; it does not replace a learner-specific decision from the responsible body.
Create one evidence row for each controlling fact: provider legal name, declaration number where relevant, certificate number, certification body, activity category, site scope, issue and validity dates, audit status, course title, qualification code, RNCP or RS status, funding route and learner decision. Give every row a source, retrieval date, status and owner. Mark a fact confirmed only when the cited source proves it. Use reported, estimated or pending for everything else.
Separate inputs from outputs. Inputs are facts supplied by the learner, provider or authority. Outputs are comparisons, classifications and decisions made from them. If an output looks wrong, check the input, then the dated rule, then any recorded exception.
Keep a change log for provider name, certificate, certification body, activity category, site, subcontractor, validity date, course, qualification registration, funding route and learner eligibility. Record the old fact, new fact, date learned, source and every conclusion that must be reopened. Do not silently overwrite the earlier state; the history explains why a reasonable plan changed.
Add a deadline map with the formal deadline, an earlier internal deadline and the recovery route if evidence arrives late. Where no recovery route is published, record that absence rather than inventing one. Reopen the official page near the action date because archived guidance can look authoritative.
Use a responsibility matrix. The Ministry defines the national quality framework; authorised certification or labelling bodies audit providers; the provider delivers within its certificate scope; France Compétences maintains qualification registers; funders decide financing; the learner verifies the course and contract. If two people assume the other has acted, the file should expose the gap before the deadline.
Keep a contact note for each official enquiry: channel, date, question, answer and reference number. If verbal advice conflicts with a published rule or written decision, ask for clarification in writing before an irreversible action.
Run a source hierarchy check. Put the responsible authority first, current operational guidance second, the learner-specific notice third and informal explanation last. Where two official pages appear inconsistent, record both dates and ask which governs the present case.
Schedule a cold review two working days before any irreversible boundary. Recheck names, identifiers, dates, programme codes, study load and document version. Save the submission acknowledgement without treating receipt as approval.
After the decision, reconcile the notice with the plan line by line. Record what was accepted, refused, limited or deferred and the route for correction, review or appeal. Preserve the original decision when adding later correspondence.
Add a “not yet proved” page. List every conclusion that still depends on provider legal name, declaration number where relevant, certificate number, certification body, activity category, site scope, issue and validity dates, audit status, course title, qualification code, RNCP or RS status, funding route and learner decision. Beside each item, name the smallest official record that would settle it and the person who can obtain that record. This stops a plausible estimate from drifting into the confirmed column merely because it has been repeated.
Rehearse a correction request before one is needed. Identify the learner, present decision, disputed input, supporting document and requested remedy without claiming an entitlement the evidence cannot establish. Address it to the organisation that owns the record or decision, keep a copy, and record the published response or escalation route.
Ask an independent reader to challenge the file. They should identify the weakest assumption, locate the official sentence that controls it and describe what changes if the assumption fails. Record that answer without deleting the earlier reasoning; the audit trail should show learning, not pretend uncertainty never existed.
Build a conservative time and cost plan beside the evidence file. Show what is already confirmed, what is estimated, which payment or enrolment step becomes irreversible and when. Then test a delayed decision and a less favourable outcome. The exercise does not predict the authority’s answer; it prevents an optimistic reading from becoming an unexamined commitment.
Ask The learner, parent, employer or adviser checking a French training provider to narrate the case aloud in under two minutes: “This is my present state; this is the governing source; this is the learner-specific evidence; this is the unresolved boundary; this is my next permitted action.” A listener should be able to distinguish fact, comparison and choice without prompting.
Practise one counterfactual. Change only the provider, training site, activity category, subcontractor, funding source, qualification code or certificate validity date and trace which conclusions stay valid. The exercise reveals whether the learner understands the dependency chain or has memorised an answer belonging to another case.
Finish with a retention plan. Keep source documents, decisions, receipts and later corrections for as long as they remain useful to explain the education record. Store identifiers securely and share only what the named recipient needs.
Frequently asked questions
What does Qualiopi certify?
The quality processes used by a provider for the activity categories stated on its certificate.
Does Qualiopi mean a qualification is in the RNCP?
No. Search the exact certification separately in the RNCP or Répertoire spécifique.
Does it guarantee public funding?
No. It is a provider condition for relevant funding routes; the funder still applies scheme and learner rules.
Is every course of a certified provider covered?
Not automatically. Match the legal entity, activity category, site and delivery arrangement.
How long does a certificate last?
The standard cycle is time-bounded; use the validity dates on the current certificate and official audit guidance.
Can a subcontractor use the main provider’s status?
Do not assume so. Ask how delivery, responsibility and applicable rules are documented for the exact course.
What if the logo and certificate conflict?
Rely on the current certificate and obtain clarification from the provider, certifying body or funder before payment.
Does Qualiopi prove the course is suitable?
No. Review curriculum, assessment, support, contract terms and the learner’s goal separately.
Close the workbook by explaining the process without notes. A dependable explanation names the authority, present state, evidence, deadline and consequence if one assumption fails.
