Start here: identify the decision before collecting evidence
For higher education in England, start with the exact legal provider on the Office for Students Register, then identify the organisation that will award the qualification. A college can teach a degree without holding its own degree-awarding powers when another authorised body validates or awards it.
Registration with the Office for Students and authority to award degrees are related but different facts. Check the provider’s current register entry, the awarding body named in the course documents, the level and scope of any degree-awarding powers, and the written partner or validation arrangement before treating a brand name as the degree owner.
This guide was checked on 26 October 2026 against current primary guidance. This guide uses Office for Students Register and degree-awarding-powers guidance checked on 26 October 2026. Provider entries, regulatory notices, validation arrangements and time- or subject-limited powers can change; the current register, relevant order and learner documents control the case.
This specialist sits under The Gold Standard of Education: Learning That Transfers into Life. The parent framework keeps the purpose visible: understand the system, act on the correct evidence and build independence for the next decision.

1. Start with the legal provider
A university-style brand, college name and legal entity may not be the same. The OfS Register is organised around the regulated provider rather than the marketing phrase on a prospectus.
Match the legal name, trading name and address from the offer to the current register entry. If a partner college teaches the course, record both organisations and ask which one is registered for the relevant arrangement.
Decision rehearsal and changed-context transfer
Turn this chapter into a live file. The student and family checking an English higher-education provider states the present decision in one sentence. the Office for Students, the registered provider, the teaching partner, the degree-awarding or validating body, admissions, the learner and any professional or receiving body supplies only the evidence it owns. the OfS Register entry, legal provider name, course offer, partnership statement, validation agreement evidence, degree-awarding-powers order, award certificate and transcript records the result. Date every source and distinguish an official fact, an institution-specific decision, an estimate and a personal preference.
Now change one condition: the receiving organisation changes. Preserve every fact that remains valid and reopen only the conclusions that depend on the changed condition. Name the new page, document, calculation or contact required. This is the difference between understanding a system and memorising one outcome.
Run a boundary test. Write what the current evidence proves, what it does not prove and who has authority over the next decision. Replace one identifier, date or category and repeat the reasoning. If the conclusion changes without a cited rule or written decision, an assumption has entered the file.
Finish with a five-line handover: current state; controlling source; unresolved question; next permitted action; review date. A parent, adviser or future learner should be able to reconstruct the case without relying on memory or a private conversation.
2. Separate registration from awarding
OfS registration concerns the provider’s regulated status. Degree-awarding powers concern authority to grant specified higher-education awards.
Create two rows: registered provider and awarding body. Do not fill both with the same name unless the evidence supports it. A provider can be registered and teach a degree awarded by another body.

3. Read the register entry as dated evidence
A current entry can include identifiers, registration information and regulatory material. It is evidence of the provider’s present regulated position, not a promise that every advertised course or partner arrangement is approved.
Save the retrieval date and the relevant entry. Follow any linked notice and compare it with the course start, teaching site and learner cohort before making an irreversible payment.

4. Identify who awards the degree
The award owner controls the academic award and normally appears on the certificate. The organisation teaching classes may be a delivery partner rather than the awarding body.
Ask the direct question: whose name will be on the final certificate and transcript? Confirm the answer in the offer, programme specification or awarding-body record, not only in a recruiter’s message.

5. Read powers by level and scope
The OfS can authorise different levels of degree-awarding powers, and an authorisation may be subject-specific, time-limited or otherwise bounded.
Match the planned award to the authorised level and subject. A power to award foundation degrees, taught awards or awards in specified subjects should not be stretched to a different qualification.

6. Understand new, full and indefinite powers
New degree-awarding powers are probationary; full powers can also have a defined term before an institution may seek indefinite authority. Orders and variations show the actual legal scope.
Use the current order rather than assuming the word university settles the question. Record the effective date, expiry or indefinite status, levels, subjects and any later variation.

7. Work a partner-college case
Suppose a college advertises a bachelor’s programme taught locally, while the offer states that a university awards the degree. The college’s own lack of bachelor’s degree-awarding powers is not automatically a defect.
Verify the college’s role, the university’s award authority, the named programme and the current validation or partnership statement. The relevant question is whether this learner and cohort sit inside the documented arrangement.

8. Check the cohort and teach-out boundary
Partnerships can change while enrolled learners continue under a teach-out or transition arrangement. A current webpage may describe the next intake rather than the existing cohort.
Record the learner’s enrolment date, expected award date and written cohort protection. If the partner changes, obtain a dated explanation of who remains responsible for teaching, records and the final award.

9. Keep Ofqual and OfS decisions separate
Ofqual regulates qualifications within its remit, while the OfS regulates registered higher-education providers in England. A course can involve different qualification and provider records.
Use the Ofqual Register for a regulated qualification number and the OfS Register for a higher-education provider. Do not treat one register as proof of the other authority.

10. Diagnose common register mistakes
Common errors include matching a brand instead of a legal entity, assuming every registered provider awards its own degrees, ignoring subject or time limits and confusing teaching with validation.
Repair the file with four lines: provider, teaching body, awarding body and current authority. Add the course, site, cohort and dates that connect them.

11. Plan for a status or partner change
A change in registration, awarding powers or partnership can affect new recruitment differently from existing students. The learner needs the consequence for their own cohort.
Ask for a written learner-specific plan, keep notices and original documents, and identify the body holding records. Do not infer cancellation or protection from a headline alone.

12. Use English sources in sequence
Start with the OfS Register, open relevant notices and degree-awarding-powers orders, then check the awarding body and the learner’s course documents.
Date each source and finish with the unresolved receiver decision. Registration and award authority do not guarantee admission, immigration permission, professional recognition or later transfer.

Build an auditable decision file
Open with the exact decision and its deadline. Attach the current Office for Students Register entry and current degree-awarding-powers evidence, the learner-specific record and the receiver’s published requirements. A general webpage explains a rule; it does not replace a learner-specific decision from the responsible body.
Create one evidence row for each controlling fact: provider legal name, trading name, campus, registration status, regulatory notices, course title, teaching location, awarding body, validation status, award level, subject scope, start date, degree-awarding-powers period and learner cohort. Give every row a source, retrieval date, status and owner. Mark a fact confirmed only when the cited source proves it. Use reported, estimated or pending for everything else.
Separate inputs from outputs. Inputs are facts supplied by the learner, provider or authority. Outputs are comparisons, classifications and decisions made from them. If an output looks wrong, check the input, then the dated rule, then any recorded exception.
Keep a change log for provider name, registration status, teaching partner, awarding body, course title, campus, award level, subject scope, powers start or end date and cohort arrangement. Record the old fact, new fact, date learned, source and every conclusion that must be reopened. Do not silently overwrite the earlier state; the history explains why a reasonable plan changed.
Add a deadline map with the formal deadline, an earlier internal deadline and the recovery route if evidence arrives late. Where no recovery route is published, record that absence rather than inventing one. Reopen the official page near the action date because archived guidance can look authoritative.
Use a responsibility matrix. The Office for Students regulates registered English higher-education providers and can authorise degree-awarding powers; the awarding body owns the award decision; a teaching partner delivers only what its agreement permits; admissions decides entry; receivers decide later acceptance. If two people assume the other has acted, the file should expose the gap before the deadline.
Keep a contact note for each official enquiry: channel, date, question, answer and reference number. If verbal advice conflicts with a published rule or written decision, ask for clarification in writing before an irreversible action.
Run a source hierarchy check. Put the responsible authority first, current operational guidance second, the learner-specific notice third and informal explanation last. Where two official pages appear inconsistent, record both dates and ask which governs the present case.
Schedule a cold review two working days before any irreversible boundary. Recheck names, identifiers, dates, programme codes, study load and document version. Save the submission acknowledgement without treating receipt as approval.
After the decision, reconcile the notice with the plan line by line. Record what was accepted, refused, limited or deferred and the route for correction, review or appeal. Preserve the original decision when adding later correspondence.
Add a “not yet proved” page. List every conclusion that still depends on provider legal name, trading name, campus, registration status, regulatory notices, course title, teaching location, awarding body, validation status, award level, subject scope, start date, degree-awarding-powers period and learner cohort. Beside each item, name the smallest official record that would settle it and the person who can obtain that record. This stops a plausible estimate from drifting into the confirmed column merely because it has been repeated.
Rehearse a correction request before one is needed. Identify the learner, present decision, disputed input, supporting document and requested remedy without claiming an entitlement the evidence cannot establish. Address it to the organisation that owns the record or decision, keep a copy, and record the published response or escalation route.
Ask an independent reader to challenge the file. They should identify the weakest assumption, locate the official sentence that controls it and describe what changes if the assumption fails. Record that answer without deleting the earlier reasoning; the audit trail should show learning, not pretend uncertainty never existed.
Build a conservative time and cost plan beside the evidence file. Show what is already confirmed, what is estimated, which payment or enrolment step becomes irreversible and when. Then test a delayed decision and a less favourable outcome. The exercise does not predict the authority’s answer; it prevents an optimistic reading from becoming an unexamined commitment.
Ask The student and family checking an English higher-education provider to narrate the case aloud in under two minutes: “This is my present state; this is the governing source; this is the learner-specific evidence; this is the unresolved boundary; this is my next permitted action.” A listener should be able to distinguish fact, comparison and choice without prompting.
Practise one counterfactual. Change only the legal provider, teaching campus, awarding body, award level, subject scope or period of authorised powers and trace which conclusions stay valid. The exercise reveals whether the learner understands the dependency chain or has memorised an answer belonging to another case.
Finish with a retention plan. Keep source documents, decisions, receipts and later corrections for as long as they remain useful to explain the education record. Store identifiers securely and share only what the named recipient needs.
Frequently asked questions
What is the OfS Register?
The official register of higher-education providers regulated by the Office for Students in England.
Does OfS registration mean a provider can award degrees?
Not necessarily. Check the provider’s degree-awarding powers or the separate awarding body.
Can a college teach a degree it does not award?
Yes, where a valid partnership or validation arrangement gives it that delivery role.
What are degree-awarding powers?
Legal authority to grant specified higher-education awards at stated levels and, sometimes, subjects or periods.
Does a university name prove current powers?
No. Read the current legal authority and any applicable order or variation.
What if the partner changes during study?
Obtain a written cohort-specific explanation of teaching, records, assessment and final award responsibilities.
Does the OfS decide admission?
No. The provider applies its admissions rules.
Does registration guarantee professional recognition?
No. A professional regulator or employer applies its own requirements.
Close the workbook by explaining the process without notes. A dependable explanation names the authority, present state, evidence, deadline and consequence if one assumption fails.
