The Gold Standard of Education | Mali FAFPA Training Plans, Project Finance, Operator Habilitation, Apprenticeship and Certificate Boundaries

Find the decision you need

Mali’s FAFPA connects training needs, promoters, beneficiaries, co-financiers and habilitated training operators. Its role is to support qualifying, continuing and apprenticeship training, but each participant has a different responsibility and a finance decision does not automatically become a national certificate.

The useful answer is to start with the plan or project, identify who is asking, who will learn, who will deliver, how costs are shared, how competence will be assessed and which document the learner will receive. FAFPA habilitation is specific to financed delivery in a field; it is not blanket approval for every programme or qualification.

This guide continues The Gold Standard of Education and the verified country overview Understanding the Education System of Mali. It explains decisions and evidence; it does not guarantee finance, admission, certification, employment or recognition.

Choose your reading route

  • Enterprise or workshop: Turn a business need into a dated training plan with learners, tasks, provider and cost evidence.
  • Young person or apprentice: Confirm the promoter, workplace, learning structure, assessment and final document.
  • Training operator: Check current FAFPA habilitation procedure and the exact field covered.
  • Adviser or employer: Separate project eligibility, finance, delivery, assessment and credential use.

1. Begin with the training problem, not the funding label

FAFPA supports professional continuing training, qualifying training and training by apprenticeship. These categories describe different learner situations and should begin with a clear competence gap.

A promoter submits the request; direct beneficiaries receive the training; a co-financier may share costs; a habilitated operator delivers. Writing all four roles prevents an enterprise from assuming the learner applies alone or a provider controls finance.

Illustrative case: A rice-processing cooperative needs maintenance skills. It should specify machines, tasks, current errors, learner group, timetable and evidence of competence rather than request a generic technical course.

Funding eligibility does not prove the programme will solve the problem. The plan must connect learning activities to workplace performance and realistic equipment.

Create a one-page problem map before opening the form: current task, desired task, gap, learner, provider, assessment, cost and follow-up.

FAFPA states that it was created by Law No. 97-023 of 14 April 1997, as amended, and organised under Decree No. 97-183/P-RM of 2 June 1997, as amended. It is a public administrative establishment with legal personality and financial autonomy.

Its mission is to contribute to government policy for qualifying, continuing and apprenticeship training. That mission is broader than approving an individual request; each file must pass the applicable procedure.

Illustrative case: A provider cites FAFPA’s statutory mission as proof that its new digital course is approved. The law establishes the fund’s function, not the status of that provider, course or learner.

Institutional facts should be dated because procedures, forms and operating channels can change. The current FAFPA pages and official decisions control the live application.

Use the law and mission to understand purpose, then use the procedure and decision to establish the exact entitlement.

3. Choose among continuing, qualifying and apprenticeship training

Continuing training develops or updates workers’ capabilities. Qualifying training supports entry, requalification or a defined employment need. Apprenticeship combines structured learning with practice in a workplace or workshop.

The category affects who promotes the request, which beneficiaries fit, what duration and supervision are credible and how outcomes should be assessed.

Illustrative case: An employed bookkeeper learning new software belongs in a different plan from a young apprentice learning the full accounting-assistant occupation. A shared classroom does not erase the route difference.

Do not select a category merely because it appears easier to finance. The evidence should show that the route matches the learner’s starting point and destination.

If a project mixes groups, separate their learning outcomes, schedules and records. One attendance sheet should not hide different assessment expectations.

4. Identify an eligible promoter and direct beneficiaries

FAFPA’s target page lists professional umbrella organisations, professional groups, chambers representing the private sector, informal-economy organisations, modern-sector enterprises, craft workshops, economic operators and supporting NGOs among possible promoters.

It also lists workers, young apprentices, young people with firm employment promises, active people with financed projects and workers moving into new functions among direct beneficiaries.

Illustrative case: A jobseeker with a general interest in tailoring may need a promoter and project structure; a firm employment promise or funded activity can change the applicable qualifying route. The page should not be read as a universal individual scholarship.

A beneficiary list must be real, consented and linked to the proposed learning. Avoid inflating numbers to make a project look important.

Promoters should preserve eligibility evidence for both themselves and beneficiaries, including employment, apprenticeship, project or economic-activity records relevant to the request.

5. Write a training plan that can be assessed

A plan should identify the competence gap, objectives, learners, modules, trainer, location, equipment, safety, timetable, assessment, budget and workplace follow-up. FAFPA provides plan and project forms through its tools page.

The plan is not a brochure. It must let a reviewer see why the action is needed and how public or shared money will produce a verifiable result.

Illustrative case: A transport company requests engine-diagnostics training but lacks diagnostic equipment. The plan must solve access to real equipment or the proposed competence cannot be assessed authentically.

Include baseline evidence and a post-training check. Completion should require more than presence where the claim concerns practical skill.

A clear plan also protects the provider: changes can be documented against the approved scope instead of improvised after delivery begins.

6. Distinguish eligibility from the finance decision

FAFPA states that eligibility of plans, projects and actions is a prerequisite to financing. It is not the same as a final commitment, payment or successful completion.

A file can fit the mission yet still require complete documents, available resources, technical review, cost justification and a formal decision.

Illustrative case: A workshop receives advice that its idea is eligible and immediately contracts a trainer. The workshop should wait for the decision and read the approved budget, contribution and conditions.

Submission receipts, technical observations and provisional budgets should be filed separately. Only the actual decision establishes what was approved.

Where work starts early, record who accepts the financial risk. Do not tell learners that a public fund will reimburse costs unless the decision says so.

7. Understand co-financing and the training tax

FAFPA identifies the professional-training tax, beneficiary contributions, state subsidy and other resources among its financing sources. Its target page displayed a training-tax rate of two per cent of payroll for enterprises subject to the named employer contribution.

A system resource is not the same as a refund formula for one firm. The applicable procedure and decision determine the contribution expected from the promoter or co-financier.

Illustrative case: An enterprise assumes that paying the tax guarantees full funding. The correct approach is to submit a justified plan and read the approved cost share.

Budget cash and in-kind contributions separately: trainer fees, materials, equipment access, learner time, travel, protective gear and follow-up can fall on different parties.

Date any rate or finance rule. A figure displayed on 3 November 2026 should be rechecked for a later application.

8. Verify operator habilitation by field

FAFPA describes habilitation as the qualification it gives a training operator or organisation to execute a Fund-financed action in a precise field. The field limitation is essential.

Habilitation is not proof that every course is a national qualification, that finance is guaranteed or that the operator may award every certificate it advertises.

Illustrative case: A centre habilitated for small-business management offers industrial welding under the same badge. The promoter must verify that the relevant field and current decision cover the proposed action.

The live habilitation page described a four-step route—prepare, constitute, submit and receive a decision—but also showed several supporting documents as forthcoming and the site later displayed maintenance. Do not invent missing requirements.

Keep the full habilitation decision, scope, validity, personnel and site evidence. A website label is a signpost, not the complete legal record.

9. Build apprenticeship around real supervised practice

FAFPA includes young apprentices in workshops among direct beneficiaries. Apprenticeship finance should support a learning relationship, not merely a short classroom event labelled apprenticeship.

Define the occupation, master craftsperson or workplace supervisor, practical tasks, theory support, safety, duration, attendance, assessment and route for complaints or changes.

Illustrative case: An apprentice changes workshops after three months. The promoter should document learning already completed, the new supervisor and how continuity will be assessed.

A funded apprenticeship does not automatically establish an employment contract or national award unless the governing arrangement says so. Each legal and educational claim needs its own evidence.

Learners should keep a logbook or portfolio, but the competent assessment and issuing authority determine what that evidence can prove.

10. Separate completion, certificate and qualification

A provider may issue attendance, completion or assessment records. A formal occupational or academic qualification requires the authority, standard and assessment specified by the relevant system.

FAFPA finance proves an approved training action only to the scope of its decision. It does not force an employer, school or regulator to accept a provider document as a national certificate.

Illustrative case: A learner completes a funded entrepreneurship course and applies to a technical programme. The receiving institution may value the learning while still requiring its published entry qualification.

Ask for the exact French award title, issuing body, result rule and verification method. Translate only after the original status is understood.

Where no national award follows, describe the outcome honestly and add practical evidence such as assessed work, a portfolio or employer observation.

11. Use monitoring to improve the next plan

Follow-up should compare delivery with the approved plan: learners, hours, trainer, equipment, expenditure, assessment and workplace use. It should identify both compliance and learning problems.

A high attendance rate can coexist with weak competence transfer. Conversely, a small cohort can produce strong results. Avoid treating one indicator as the whole programme.

Illustrative case: A course meets its timetable but participants cannot use the equipment at work. The next plan may need workplace practice, different tools or supervisor coaching.

Document deviations and approvals. A change in venue or trainer may be sensible, but should not disappear from the record.

For learners, follow-up is most useful when it produces repair: additional practice, reassessment, workplace support or a clearer progression route.

12. Apply a repeatable decision routine

First name the competence and destination. Then identify the promoter, beneficiaries, co-financier and operator. Open the current FAFPA form and habilitation information.

Separate plan eligibility, funding decision, operator scope, delivery, assessment, certificate and later recognition. Collect one document for each gate.

Illustrative case: A youth association wants a solar-installation project. It maps the employment need, apprenticeship or qualifying route, authorised operator, practical assessment, cost share and exact learner record before submission.

Submit through the official channel and preserve the receipt. Read approval, conditions and changes narrowly. Recheck before spending or advertising.

The best project is not the one with the most impressive language. It is the one that makes the learner’s next competent action visible and verifiable.

Mechanism map: follow the evidence through six gates

Gate 1 — the reader job

an enterprise, workshop, association or apprentice entering a financed project should begin with the decision required, not an institutional acronym. Write the occupation, learning need, deadline, intended document and receiving organisation. This makes the route testable.

In Mali, one project can involve FAFPA training plans, project finance, operator habilitation, apprenticeship and learner records. A general promise of recognition cannot safely replace those separate gates.

Gate 2 — authority and current status

Identify Mali’s FAFPA and the competent vocational authorities and save the current FAFPA procedure, form and decision with the access date. Record whether the procedure, call, institution or programme is open, closed, transitional, pending or approved.

If a page describes a mission but not an application window, treat it as background. Only the live notice and decision establish what can be submitted or relied on now.

Gate 3 — provider and people

an operator seeking habilitation to deliver a Fund-financed action in a precise field must show the status relevant to the proposed field, site and dates. Then check who teaches, supervises, assesses and holds records. Institutional status does not silently authorise every person or programme.

Where staff or site changes, preserve continuity evidence. A learner’s record should remain verifiable after the original trainer, manager or institution changes.

Gate 4 — delivery and assessment

Map classroom, workshop and workplace learning to observable competence. List equipment, safety, supervised tasks, assessment conditions, pass rules, resits and complaints. Attendance and competence are not synonyms.

A practical claim deserves practical evidence. If the programme cannot provide the claimed task environment, narrow the claim or redesign the delivery.

Gate 5 — finance and record

Separate the budget and finance decision from the learner’s result. Public support may approve defined costs while leaving other contributions to the promoter, enterprise or learner.

Keep the application, receipt, approval, contract, expenditure, attendance, assessment and final record in different folders. This protects both public accountability and the learner.

Gate 6 — destination use

Test every statement about eligibility, finance, habilitation, delivery, assessment and certificate against the destination. Employers, further-study institutions and regulators may ask different questions even when they read the same certificate.

The narrowest accurate claim is usually the most useful: it can be verified, repaired and transferred without promising a decision another authority has not made.

Decision workbook

1. Write the destination

Complete the sentence: “I need this evidence so that …”. Create separate lines for finance, entry, assessment, award, employment, licensing or further study.

2. Identify the controlling page

Open the current FAFPA procedure, form and decision and record the date, cycle, applicant category, programme or trade, site and status. Historical pages are context, not automatic current instructions.

3. Build a gate table

Use rows for enquiry, eligibility, application, finance, admission, delivery, assessment, result, award and destination. Name the expected document in every row.

4. Check scope

Compare the provider’s full decision with the advertisement. Look for the exact field, site, level, validity and conditions. A logo or cropped image cannot establish scope.

5. Budget the whole route

Separate tuition, tools, materials, protective equipment, transport, examination, learner time and follow-up. Mark who pays each item and what happens if public finance changes.

6. Submit clean evidence

Use consistent names and dates, number documents, keep the final submission and receipt, and preserve formal corrections. Never edit an official record to make it look consistent.

7. Read the decision narrowly

Approval at one gate does not repair another. Funding is not admission; admission is not completion; completion is not always certification; certification is not guaranteed employment.

8. Plan repair

If the answer is no, request the reason and classify it as timing, identity, prerequisite, provider scope, finance, assessment or destination use. Repair the actual fault.

Build an evidence packet that can travel

Keep a one-page index, identity evidence, live notice, eligibility records, submitted form, receipt, finance decision, provider scope, staff or supervisor evidence, attendance, assessment, result, award and verification correspondence.

Use clear scans and meaningful filenames. Keep the original beside any translation. Record the source and date for every changeable rule, figure or status.

Students gain a portable file; parents and advisers gain a concrete checklist; educators see where support is missing; employers can verify competence without overstating the paper.

Seven quick checks

  • Country, authority, programme or trade and cycle are exact.
  • Eligibility comes from the current official rule.
  • Names and dates match.
  • Provider scope covers the advertised activity.
  • Finance and award evidence are separate.
  • Every local document has a verification route.
  • Unresolved questions remain labelled unresolved.

Field drills

These illustrative cases practise transfer. They are not promises about an individual file.

An enterprise submits a broad training idea

Convert it into tasks, learners, baseline, modules, equipment, assessment, provider, budget and follow-up. Eligibility is easier to assess when the competence is visible.

Do not contract delivery on the assumption that technical advice equals finance approval. Wait for and read the actual decision.

A provider shows FAFPA habilitation

Check the exact field, site, validity and conditions. Habilitation for one domain does not authorise every advertised course.

Keep the qualification claim separate. The provider must still name the assessment and issuer for any formal award.

An apprentice changes workshops

Record completed tasks, the first and new supervisors, safety, theory support and the revised assessment plan.

A clean transfer preserves learning continuity without pretending the workplace change had no effect.

A firm cites the training tax

Payment into a system does not establish a particular reimbursement. The plan, procedure, cost share and formal decision still control.

Budget uncovered costs and learner time before delivery so finance uncertainty does not fall on participants.

Changed-context transfer

If the provider changes, recheck scope, staff, site, assessment and record custody. A familiar course title does not carry approval automatically.

If the trade or programme changes, return to prerequisites, equipment, safety and the standard. Related occupations can require different evidence.

If the year changes, use the new notice. Date historical conditions and never convert them into a current guarantee.

If the destination changes, ask the receiving organisation what it needs and who must verify the record. Local employment, further study, licensing and cross-border recognition are different decisions.

If a refusal occurs, locate the failed gate and request written reasons. A targeted repair is kinder and cheaper than collecting unrelated certificates.

The durable lesson is optimistic: useful learning can remain valuable even when its status is narrower than hoped. Honest evidence helps it travel farther.

Applied casebook: test a Mali FAFPA project before submission

A business building a continuing-training plan

A business should begin with work, not course catalogues. It identifies the process that is slow, unsafe or inconsistent; the workers involved; the performance expected after training; and the evidence by which a supervisor could observe improvement. It then decides whether the need is continuing training for people already in work, qualifying training for a defined occupational capability, or an apprenticeship arrangement combining productive practice with structured learning. Choosing the label after the design invites a mismatch with the financing window.

The business converts that need into a trainable specification: entry level, outcomes, practical tasks, hours, equipment, trainer profile, workplace supervision, assessment and follow-up. It separates training costs from ordinary operating costs. A strong plan also explains what the enterprise will provide—release time, workshop access, mentors, materials or co-finance—and how production pressure will be prevented from erasing learning time. This makes the plan assessable rather than merely enthusiastic.

The promoter and the real beneficiaries

The promoter organises or sponsors the request; the beneficiaries are the people expected to learn. Those roles should not blur. A promoter may write an elegant proposal, but the file still needs a plausible link between the beneficiaries’ present situation, the selected training and the intended occupational use. Names, selection criteria and baseline evidence should match the problem statement. A list assembled after the course is selected often reveals that the design came before the need.

Beneficiaries should receive a plain-language explanation of what is financed, what is not, whether attendance or successful assessment is required, what evidence they may receive and what follow-up is planned. They should not be told that a financed place guarantees a qualification or a job. Finance removes or shares a cost barrier; it does not replace practice, assessment or labour-market demand. Honest expectations improve attendance and make evaluation more meaningful.

Selecting a habilitated operator

Operator habilitation is scoped evidence. A promoter asks for the operator’s legal identity, current habilitation reference, precise field, any geographical or delivery limits, relevant trainers, facilities and comparable work. It compares the field on the evidence with the actual programme. A broad label may be insufficient where the action concerns a specific trade, equipment set or level. Reputation cannot enlarge a document beyond its written scope.

The promoter also checks the delivery team instead of assuming that organisational status covers every subcontractor. The lead trainer, workplace mentors, assessors and replacement arrangements should be visible. If the operator proposes a different site or blended format, the promoter checks whether the approved scope and financing decision allow that configuration. Earlier success is useful experience, not automatic permission for a changed action.

Reading the finance decision

Eligibility is a first gate, not the final answer. A complete file can still require appraisal, clarification, prioritisation, co-finance or adjustment. The applicant waits for the formal decision and reads the amount, covered items, beneficiary count, dates, milestones, reporting duties and conditions. If a displayed tax figure affects the plan, the business verifies that it is current and applicable to its category rather than using a web summary as individual tax advice.

After approval, change control matters. A shorter course, different trainer, moved site, substituted equipment or altered beneficiary group may affect the reason the action was approved. The promoter records the proposed change, its educational and budget effect, and the authority’s response before implementation. Quiet modification creates an evidence gap because the delivered action no longer matches the financed action. A small change log protects everyone involved.

Apprenticeship that remains education

Apprenticeship should not dissolve into cheap labour. The file names occupational tasks, progression from observation to supported practice and then independent performance, theory that explains the work, safety controls, the workplace mentor, complementary learning, feedback rhythm and assessment. Productive activity can be part of learning, but the learner needs time and permission to make corrected attempts. Repetition without explanation may produce speed while leaving judgement fragile.

A weekly log can record task attempted, conditions, feedback and next improvement. It shows whether practice is widening or merely repeating the easiest operations. Periodic checks should compare work with intended outcomes. If a workplace cannot provide a required task safely or often enough, the plan needs simulation, rotation or another partner. The solution is designed before final assessment, not discovered after essential practice is missed.

Completion, certification and employment

At the end, three statements remain separate. The learner may have attended or completed planned hours. The learner may have passed an assessment against stated criteria. The learner may have received an award or certificate from a named issuer. These statements are related but not interchangeable. The final record should state what was assessed, by whom, under which rule, with what result and what the document is intended to evidence.

Employment is a fourth question. Training may improve capability and visibility, yet a vacancy, enterprise demand, location, tools, transport and recruitment decision still matter. Responsible follow-up records applications, interviews, self-employment steps or changed workplace duties without presenting every contact as a placement. The learner’s practical next move is to translate assessed tasks into a small evidence portfolio and verify what an employer or next programme accepts.

A pre-submission challenge meeting

Before submission, four reviewers challenge the file. The beneficiary asks whether the route and outcome are understandable. The technical expert checks tasks, equipment and assessment. The finance reviewer checks eligible costs, contribution and milestones. The evidence reviewer checks promoter status, operator habilitation and every certification claim. Each identifies one failure condition and one repair that can be completed before submission.

The resulting one-page decision sheet records training type, target group, operator and field, expected finance, employer contribution, delivery conditions, assessment, issuer, follow-up and unresolved questions. It is dated and revisited when FAFPA publishes a new call, form or instruction. This routine keeps a project aligned even when a web section is under maintenance: current authority evidence governs the current decision, while older material remains context rather than permission.

Final red-team questions

Before approving the submission, ask what evidence would change the decision. If the operator’s habilitation does not name the field, if the delivery site differs, if the beneficiary list is provisional, or if the award wording is undecided, stop and resolve the condition. A red-team review is not pessimism; it is a way to move uncertainty to the least expensive moment. Each unresolved item receives an owner, authority to contact, documentary answer required and deadline.

Then test the plan against three changes: the approved amount is lower, the named trainer becomes unavailable, or the workplace cannot release learners on the planned dates. The repair might be a clearly authorised reduced scope, a pre-verified replacement trainer, or a revised schedule approved before delivery. It must not be an undocumented substitution that weakens outcomes while preserving the original claims.

Finally, give a person who did not write the proposal ten minutes to explain it. If they cannot identify beneficiaries, operator field, finance conditions, assessment and end evidence, the file is not yet clear. Rewrite the one-page summary until those five elements are visible. Clarity is a quality control because it lets beneficiaries and decision-makers challenge the same project rather than four different interpretations.

Frequently asked questions

What types of training does Mali’s FAFPA finance?

Its official presentation names continuing, qualifying and apprenticeship training.

Can any individual apply alone?

The system distinguishes promoters and direct beneficiaries. Check the current procedure and whether a suitable promoter is required.

Does eligibility guarantee finance?

No. Eligibility is a prerequisite; the actual finance decision and conditions remain separate.

What does operator habilitation mean?

It is the FAFPA status for executing Fund-financed training in a precise field, not blanket programme accreditation.

Does paying the training tax guarantee reimbursement?

No. A system funding source does not replace the application and decision for a particular plan.

Is a funded apprenticeship automatically employment?

Not unless the governing legal arrangement says so. Training, employment and certification records must be checked separately.

Does funded completion equal a national qualification?

No. Verify the award, standard, assessment, issuer and receiving authority.

What should a promoter keep?

The plan, eligibility evidence, finance decision, budget, provider scope, attendance, assessment, expenditure, changes and follow-up records.
