The Gold Standard of Education | Mauritania Agence TEKWIN Transition, INAP-FTP, 2FTP Finance, Training Engineering and Qualification Boundaries

Find the decision you need

Mauritania’s vocational system is in an institutional transition. On 17 December 2025 the Council of Ministers adopted a project creating Agence TEKWIN and providing for the dissolution of INAP-FTP, with the new agency replacing its rights, obligations and contracts and taking over the 2FTP arrangement.

The direct answer is to date every institutional claim and verify which body currently controls the file. A legacy INAP-FTP document may remain genuine, while a new finance, programme or provider decision may belong to Agence TEKWIN or the responsible ministry. 2FTP finance, training engineering, delivery, assessment and qualification are separate gates.

This guide continues The Gold Standard of Education and the verified country overview Understanding the Education System of Mauritania. It explains decisions and evidence; it does not guarantee finance, admission, certification, employment or recognition.

Choose your reading route

  • Enterprise or sector group: Check the current 2FTP authority, eligible project, cost share, provider and decision.
  • Learner or apprentice: Verify the programme, institution, assessment and exact award rather than relying on the fund name.
  • Training institution: Separate contracts, performance projects, curricula, quality and qualification authority.
  • Adviser or employer: Date INAP-FTP and TEKWIN evidence and match each document to one claim.

1. Start with the date and the file owner

During transition, two documents can both be authentic yet belong to different institutional stages. Record the decision date, programme, contract, funding window and current responsible office.

The December 2025 government report describes Agence TEKWIN as the operational body for vocational policy and provides for the dissolution of INAP-FTP and transfer of its rights, obligations, property and contracts.

Illustrative case: An enterprise holds an INAP-FTP agreement signed before the transition and needs an amendment in 2026. It should preserve the original and ask the current authority who may approve the change.

Do not rename old records. A legacy document should remain labelled by its issuer, with later correspondence showing continuity.

A transition register with old owner, new owner, file number, contact, action and evidence can prevent long delays.

2. Understand the strategic and operational split

The government described a clearer distinction between the ministry’s strategic and regulatory role and Agence TEKWIN’s operational and technical role.

This matters because policy, regulation, programme delivery, institutional supervision and finance are related but not the same administrative function.

Illustrative case: A provider receives technical support from the agency and advertises ministry accreditation for all programmes. The assistance does not automatically prove that wider claim.

Ask which body sets the rule, which implements, which funds, which assesses and which issues the qualification. Keep the answers in the project file.

A sound system can distribute roles while remaining coherent; clarity is more important than forcing every task into one institution.

3. Read INAP-FTP legacy evidence for its actual function

The ministry’s INAP-FTP page describes research on employment and qualifications, needs analysis, curricula and teaching tools, trainer development, guidance, apprenticeship, follow-up and interface work with the labour market.

It also describes engineering, finance and monitoring for performance contracts, continuing training and qualifying training under the prior arrangement.

Illustrative case: A curriculum bears the INAP-FTP name. That can establish its development history, but the centre still needs the current permission, delivery arrangements and assessment authority for a new cohort.

Use legacy materials as technical evidence while checking whether Agence TEKWIN or the ministry has updated, replaced or limited them.

Learners should not be disadvantaged by institutional change; providers should explain continuity and preserve verification routes.

4. Understand the 2FTP financing purpose

The 2FTP is described as a mechanism to steer vocational training through demand and encourage Mauritanian enterprises to help develop training that meets qualification needs through partial financial support.

Finance decisions were assigned to a joint public-private Comité d’Attribution des Financements under the stated procedure. A new transition requires confirmation of the current committee and operating manual.

Illustrative case: A company assumes 2FTP pays the entire project. The term partial support means the approved cost share and eligible expenses must be read from the actual decision.

A fund name does not establish learner admission, provider status or certificate level. Those remain separate evidence.

Build the budget with employer contribution, public contribution, learner time, materials, equipment, travel and assessment visible.

5. Choose the correct 2FTP field

The official description lists in-employment training, alternance, apprenticeship, self-employment training, qualifying training and performance or programme contracts among the fields.

Each field has a different relationship among enterprise, learner, institution, workplace and outcome. Select from the real reader job, not from whichever label sounds fundable.

Illustrative case: A fisheries enterprise needs short safety upgrading for current workers; that is different from a full apprenticeship for young entrants.

If one project contains several routes, separate objectives, participants, delivery and assessment. A combined budget should not blur the learner evidence.

Before submission, state how the route changes actual work or progression and what will be measured after training.

6. Identify eligible beneficiaries and partners

The official INAP-FTP description names individual enterprises, enterprise groups, employer confederation and sector organisations, and public or private vocational institutions associated with eligible beneficiaries.

Eligibility belongs to the arrangement described in the manual and decision. A training institution acting alone may not fit a window designed around employer demand.

Illustrative case: A private centre proposes a course without a sector or enterprise partner. It should check whether the current window requires an associated beneficiary and obtain a genuine partnership rather than a nominal letter.

Partners should agree on learners, equipment, supervision, assessment, data, cost, complaint handling and record custody.

A signed partnership is not a finance award. Preserve proposal, review and final decision separately.

7. Use training engineering before choosing a course

INAP-FTP’s published mission includes labour-market analysis, needs analysis, curricula, teaching tools and follow-up. These are training-engineering functions that connect work demand to education design.

A strong project begins with tasks and competence, then selects modules, duration, trainers, equipment and assessment. Starting with a fixed course catalogue can miss the actual bottleneck.

Illustrative case: A green-hydrogen supplier needs maintenance technicians. The project should define the exact work, safety and prerequisite knowledge before reusing an old industrial curriculum.

Evidence boundaries matter: a newly designed curriculum is not automatically an approved national qualification or active programme.

Document who validated each stage—needs analysis, curriculum, provider, assessment and award—so revisions remain traceable.

8. Separate qualifying and diploma routes

The INAP-FTP site distinguishes qualifying training and diploma programmes and lists curricula associated with CC, CAP, BT and BTS. Mauritania’s ministry also publishes a ladder with different entry points and durations.

A short qualifying course can be useful without becoming a CAP, BT or BTS. The full award title, entry rule, duration, assessment and issuer should be checked.

Illustrative case: A worker completes a six-month skill course and applies to a role requiring BT. The employer may value the new competence while still requiring the named diploma.

Never translate all records as vocational certificate. Preserve the French title and any level or specialty.

If progression is intended, obtain written confirmation from the receiving institution before enrolment.

9. Verify provider, site and programme status

2FTP eligibility, an enterprise partnership and a curriculum each answer different questions. The institution must still be authorised to deliver the actual programme at the site and under the current governance.

Ask for the provider’s current status, programme decision, site, trainers, equipment, safety, assessment and record custody. Transition correspondence should be included where relevant.

Illustrative case: A centre shows a performance contract but no current evidence for a newly advertised diploma. The contract does not silently add that programme.

A pending transfer or renewal should be described as pending. Learners should not be asked to assume approval.

Providers can build trust by publishing the exact outcome and verification contact rather than a broad recognised label.

10. Distinguish funding, assessment and certification

The 2FTP decision concerns finance and project conditions. Assessment decides whether competence has been demonstrated. Certification records the authorised result. Employment or licensing is another decision.

Illustrative case: A funded cohort completes attendance, but only some pass the practical test. The finance report can record the cohort while learner certificates reflect individual results.

Use identity controls, authentic tasks, clear pass rules, assessor competence, moderation and an appeal route appropriate to the programme.

A provider completion document should not be presented as a state diploma unless the issuing chain supports it.

Employers can add work samples and probationary support, but they should not invent equivalence to a regulated award.

11. Navigate transition risks and repairs

Failure mode one is sending an amendment to an office that no longer owns the file. Repair it by confirming the current authority and recording transfer evidence.

Failure mode two is treating INAP-FTP technical work as current programme approval. Repair it by checking TEKWIN or ministry decisions for the cohort.

Illustrative case: A learner cannot verify an older certificate because contacts changed. The provider should preserve registers and establish the successor verification route instead of issuing a replacement informally.

Failure mode three is treating partial finance as full cost coverage. Failure mode four is using a qualifying course to claim a diploma.

Escalate with the file number, dates, issuer and specific requested action. Transition problems are easier to solve when the document chain is intact.

12. Use a repeatable transition-safe routine

Name the learner or enterprise decision. Date every source. Identify whether the evidence comes from the ministry, INAP-FTP, Agence TEKWIN, 2FTP, a provider, assessor or issuer.

Separate needs analysis, finance, provider status, delivery, assessment, qualification and destination use. Place one authoritative record beside each.

Illustrative case: A construction group requests alternance training. It verifies the current fund authority, enterprise role, provider, workplace supervision, curriculum, assessment and exact record before signing.

Submit through the current channel, preserve the receipt and read conditions narrowly. Recheck after any institutional announcement.

This routine respects continuity without pretending nothing changed. It gives learners and institutions a practical way to move while governance catches up.

Mechanism map: follow the evidence through six gates

Gate 1 — the reader job

an enterprise, learner or institution navigating a transitional file should begin with the decision required, not an institutional acronym. Write the occupation, learning need, deadline, intended document and receiving organisation. This makes the route testable.

In Mauritania, one project can involve the Agence TEKWIN transition, INAP-FTP legacy, 2FTP finance, training engineering and qualification evidence. A general promise of recognition cannot safely replace those separate gates.

Gate 2 — authority and current status

Identify the responsible vocational ministry, Agence TEKWIN and the current 2FTP authority and save the current ministry or successor-agency procedure and the dated file record with the access date. Record whether the procedure, call, institution or programme is open, closed, transitional, pending or approved.

If a page describes a mission but not an application window, treat it as background. Only the live notice and decision establish what can be submitted or relied on now.

Gate 3 — provider and people

a training institution connecting enterprise demand, curriculum, delivery and assessment must show the status relevant to the proposed field, site and dates. Then check who teaches, supervises, assesses and holds records. Institutional status does not silently authorise every person or programme.

Where staff or site changes, preserve continuity evidence. A learner’s record should remain verifiable after the original trainer, manager or institution changes.

Gate 4 — delivery and assessment

Map classroom, workshop and workplace learning to observable competence. List equipment, safety, supervised tasks, assessment conditions, pass rules, resits and complaints. Attendance and competence are not synonyms.

A practical claim deserves practical evidence. If the programme cannot provide the claimed task environment, narrow the claim or redesign the delivery.

Gate 5 — finance and record

Separate the budget and finance decision from the learner’s result. Public support may approve defined costs while leaving other contributions to the promoter, enterprise or learner.

Keep the application, receipt, approval, contract, expenditure, attendance, assessment and final record in different folders. This protects both public accountability and the learner.

Gate 6 — destination use

Test every statement about institutional ownership, finance, programme status, assessment and qualification against the destination. Employers, further-study institutions and regulators may ask different questions even when they read the same certificate.

The narrowest accurate claim is usually the most useful: it can be verified, repaired and transferred without promising a decision another authority has not made.

Decision workbook

1. Write the destination

Complete the sentence: “I need this evidence so that …”. Create separate lines for finance, entry, assessment, award, employment, licensing or further study.

2. Identify the controlling page

Open the current ministry or successor-agency procedure and the dated file record and record the date, cycle, applicant category, programme or trade, site and status. Historical pages are context, not automatic current instructions.

3. Build a gate table

Use rows for enquiry, eligibility, application, finance, admission, delivery, assessment, result, award and destination. Name the expected document in every row.

4. Check scope

Compare the provider’s full decision with the advertisement. Look for the exact field, site, level, validity and conditions. A logo or cropped image cannot establish scope.

5. Budget the whole route

Separate tuition, tools, materials, protective equipment, transport, examination, learner time and follow-up. Mark who pays each item and what happens if public finance changes.

6. Submit clean evidence

Use consistent names and dates, number documents, keep the final submission and receipt, and preserve formal corrections. Never edit an official record to make it look consistent.

7. Read the decision narrowly

Approval at one gate does not repair another. Funding is not admission; admission is not completion; completion is not always certification; certification is not guaranteed employment.

8. Plan repair

If the answer is no, request the reason and classify it as timing, identity, prerequisite, provider scope, finance, assessment or destination use. Repair the actual fault.

Build an evidence packet that can travel

Keep a one-page index, identity evidence, live notice, eligibility records, submitted form, receipt, finance decision, provider scope, staff or supervisor evidence, attendance, assessment, result, award and verification correspondence.

Use clear scans and meaningful filenames. Keep the original beside any translation. Record the source and date for every changeable rule, figure or status.

Students gain a portable file; parents and advisers gain a concrete checklist; educators see where support is missing; employers can verify competence without overstating the paper.

Seven quick checks

  • Country, authority, programme or trade and cycle are exact.
  • Eligibility comes from the current official rule.
  • Names and dates match.
  • Provider scope covers the advertised activity.
  • Finance and award evidence are separate.
  • Every local document has a verification route.
  • Unresolved questions remain labelled unresolved.

Field drills

These illustrative cases practise transfer. They are not promises about an individual file.

A company holds an INAP-FTP contract

Keep the original issuer and date, then ask the current successor authority who owns amendments, payment and verification.

Add transition correspondence to the file instead of replacing the old record with a newly typed version.

A centre markets a new diploma

A curriculum or performance contract is not automatic programme approval. Verify the current provider, site, programme, assessment and issuer.

If the decision is pending, advertise it as pending and avoid taking learners into a route whose award is unresolved.

A 2FTP project is described as fully funded

Read the approved cost share and eligible items. The published purpose describes partial financial support, not universal full payment.

Show enterprise contribution, equipment, learner time, travel and assessment costs separately.

An older certificate needs verification

Use the original record, register reference and transition chain to locate the successor verifier. Do not issue an informal substitute.

The receiving employer or institution should state what interim evidence it accepts while verification is completed.

Changed-context transfer

If the provider changes, recheck scope, staff, site, assessment and record custody. A familiar course title does not carry approval automatically.

If the trade or programme changes, return to prerequisites, equipment, safety and the standard. Related occupations can require different evidence.

If the year changes, use the new notice. Date historical conditions and never convert them into a current guarantee.

If the destination changes, ask the receiving organisation what it needs and who must verify the record. Local employment, further study, licensing and cross-border recognition are different decisions.

If a refusal occurs, locate the failed gate and request written reasons. A targeted repair is kinder and cheaper than collecting unrelated certificates.

The durable lesson is optimistic: useful learning can remain valuable even when its status is narrower than hoped. Honest evidence helps it travel farther.

Applied casebook: make a Mauritania transition-era decision without relying on an obsolete owner

Place every document on a timeline

Put the document’s issue date, the Council of Ministers decision of 17 December 2025, and the present decision date on one line. A legacy INAP-FTP page may accurately describe the institution’s former engineering role. It does not by itself show who holds the operational file after the government created Agence TEKWIN, dissolved INAP-FTP and transferred rights, obligations, contracts and property.

Mark each item as legal act, policy description, operational instruction, programme record, finance record or learner result. This prevents an old explanatory page from being treated as a current application instruction. Keep legacy material where it explains the origin of a curriculum or contract, but verify the current owner, channel, authorised signatory and transitional direction through the competent ministry or Agency before acting.

Separate ministry and Agency questions

The ministry’s role is strategic and regulatory: policy, system direction, rules and oversight. The Agency’s operational and technical role concerns implementation inherited or assigned in the new structure. Send each question to the level able to decide it. “Which national rule governs this qualification?” is different from “Who receives this project file now?” Mixing them can produce an accurate reply that does not solve the decision.

Create a responsibility table for curriculum engineering, programme status, 2FTP financing, contract management, assessment, certification and learner records. For each row, name the current authority, evidence, date and transitional uncertainty. If the Agency has not republished a legacy form, do not guess. Ask whether the old form remains accepted, whether a new channel applies and how existing contracts are handled.

Use 2FTP as finance, not as an award

2FTP material describes a demand-driven mechanism that can partially finance fields including training for people in employment, alternance, apprenticeship, self-employment, qualifying actions and performance contracts. These are financing purposes. They do not alone establish the status of the course, provider or final award. A proposal therefore needs both a credible finance case and a separate qualification case.

The finance case names beneficiary need, promoter, eligible field, provider, budget, contribution, schedule, outputs and reporting. The qualification case names programme, admission, curriculum, assessment, issuer and progression use. They should align, yet a positive 2FTP decision proves only the scope written in that decision. It cannot mean “national diploma” unless independent qualification evidence supports the statement.

Apply training engineering before procurement

Training engineering starts with the work situation. Interview employers, workers and learners; observe tasks; identify performance gaps; separate a skill gap from missing tools, incentives or organisation; and define the conditions in which competence must transfer. Then write outcomes that can be demonstrated. Only after diagnosis should the team compare curricula and providers. Otherwise it may buy familiar classroom content for a problem needing supervised practice or workplace redesign.

A sound design connects each outcome to activity, practice conditions, feedback and assessment. It specifies equipment, safety, trainer competence, language support, workplace mentors and accommodations where relevant. It also includes a changed-context test: can the learner adapt when material, client, fault or constraint differs from the training example? Transfer must be designed rather than assumed.

Distinguish qualifying and diploma routes

A qualifying course may build useful occupational capability without leading to CAP, BT, BTS or another named diploma. A diploma route follows rules attached to that award: entry conditions, programme, duration, assessment, authorised issuer and possibly external examination. Similar subject names do not establish equivalence. Two courses in electricity, for example, can have very different breadth, level and progression rights.

Ask the provider to write the exact end evidence before enrolment. Is it attendance, a provider certificate, a module result, a recognised professional certificate or a state diploma? What is assessed? Who authorises the issuer? What can a successful learner enter next? If it depends on cohort approval, examination registration or workplace practice, record that condition. Uncertainty stated early is repairable; an inflated promise discovered later is not.

Verify provider, site and cohort

An institution may be known and still need programme-specific verification. Record its legal name, exact campus or training site, programme title, mode, cohort dates and award. A relocated workshop, partner site or new speciality can change the evidence needed. A logo, ministry link or previous public contract is not enough to prove that the current cohort at the current site leads to the advertised result.

The provider identifies trainers, assessors and workplace partners assigned to the cohort. In alternance or apprenticeship, the employer side needs learning responsibilities, safe tasks, mentoring and evidence. If a partner changes, required practice should not disappear unnoticed. A transition-safe agreement includes substitution and teach-out arrangements and states who preserves learner records if organisational structures change again.

Handle inherited contracts and learner records

The government report says that INAP-FTP rights, obligations, contracts and property transfer to Agence TEKWIN. For an existing project, that signals institutional continuity, but the practical file still needs confirmation. The promoter obtains the current contact, reference number, authorised signatory, payment channel, reporting schedule and any amendment required. It should not rewrite or backdate a contract on its own.

Learners need continuity too. Keep admission, attendance, assessments, workplace logs, results and issued documents. Record both the historic institution on the original record and the current authority contacted for verification. Do not modernise an old certificate by changing its issuer in a summary. Explain the chronology: the document was issued under the earlier structure, and the current custodian or verifier is confirmed separately.

A transition-safe closing note

End every decision file with a dated paragraph: governing source, current institutional owner, selected finance field, provider and site, programme type, assessment, issuer, outstanding conditions and next verification date. Attach the Council of Ministers report and the current ministry or Agency instruction relied on. Keep legacy INAP-FTP and 2FTP material only for the functions it actually evidences.

If a rule, owner or channel changes, update the paragraph rather than rewriting history. The habit transfers beyond Mauritania: during any merger or agency transition, separate the legal transfer, operational handover, programme status, finance decision and learner result. Names may change, but the evidence chain remains readable.

Final red-team questions

Before acting in a transition period, ask which statement would become false if the institutional owner changed tomorrow. A curriculum’s historical origin might remain true, while the submission address, signatory, contract manager or record custodian could change. Mark every time-sensitive field and verify it close to the decision date. This keeps stable educational evidence separate from volatile administrative routing.

Then simulate three transition problems: a legacy form is no longer accepted, a payment milestone falls during handover, or the provider cites an old INAP-FTP endorsement without current cohort evidence. The repair is written confirmation from the current authority, not an inferred continuity claim. Preserve the old record, attach the new direction, and explain how the two relate.

Ask a reviewer unfamiliar with the merger to identify the legal transition, current operational contact, 2FTP finance status, programme and site status, assessment and issuer. If any answer depends on oral reassurance, convert it into a dated note or authoritative document. The goal is not paperwork for its own sake; it is a chain that another person can verify when staff, portals or agency names change.

Frequently asked questions

What changed between INAP-FTP and Agence TEKWIN?

The 17 December 2025 government report describes creation of Agence TEKWIN, dissolution of INAP-FTP and transfer of its rights, obligations, property and contracts.

Are old INAP-FTP documents invalid?

Not automatically. Preserve them as issued and verify the current successor authority for amendments or confirmation.

Does 2FTP pay every cost?

The official description presents partial financial support. The actual decision controls the cost share and eligible items.

Who can benefit from 2FTP?

Published categories include enterprises, groups, employer organisations and associated public or private training institutions; current procedure controls.

Is a qualifying course the same as a CAP, BT or BTS?

No. Verify the exact programme, entry route, assessment and issuer.

Does a curriculum prove programme approval?

No. Curriculum engineering and current delivery or qualification approval are different decisions.

Does funding prove certification?

No. Finance, assessment and certification remain separate.

What should be dated?

Institutional owner, procedure, programme status, finance decision, provider status, assessment and award verification.
