Start here: identify the decision before collecting evidence
Before enrolling in a Polish higher-education programme, use RAD-on public data drawn from POL-on to match the institution, any branch and the exact study programme. Compare the location, level, profile, form, language of instruction and professional title with the offer.
POL-on is the integrated reporting system; RAD-on makes specified public data searchable and downloadable. An institution record does not prove that every branch runs every programme, and a programme result does not settle admission, Polish Accreditation Committee evaluation, professional licensing or foreign recognition. Keep each layer separate.
This guide was checked on 26 October 2026 against current primary guidance. This guide uses official POL-on and RAD-on sources checked on 26 October 2026. Institutions have legal reporting duties, while public records and interfaces can update; the current record, institution-specific evidence and later receiver’s rule govern the case.
This specialist sits under The Gold Standard of Education: Learning That Transfers into Life. The parent framework keeps the purpose visible: understand the system, act on the correct evidence and build independence for the next decision.

1. Map POL-on and RAD-on before searching
POL-on is the integrated system in which institutions report required data. RAD-on provides public access to specified records, reports, downloads and APIs.
Record which layer supplied the result. A public RAD-on page can be evidence derived from POL-on without being the institution’s own website.
Decision rehearsal and changed-context transfer
Turn this chapter into a live file. The learner or family checking a Polish university, branch or field of study before enrolment, transfer or later recognition states the present decision in one sentence. Poland’s Ministry of Science and Higher Education, OPI PIB, POL-on, RAD-on, the higher education institution and branch, admissions, the learner, the Polish Accreditation Committee where relevant and later receiving bodies supplies only the evidence it owns. the POL-on or RAD-on institution, branch and study-programme results, identifiers, level, profile, form, language and professional title, offer, admissions notice, enrolment record, transcript and diploma records the result. Date every source and distinguish an official fact, an institution-specific decision, an estimate and a personal preference.
Now change one condition: the receiving organisation changes. Preserve every fact that remains valid and reopen only the conclusions that depend on the changed condition. Name the new page, document, calculation or contact required. This is the difference between understanding a system and memorising one outcome.
Run a boundary test. Write what the current evidence proves, what it does not prove and who has authority over the next decision. Replace one identifier, date or category and repeat the reasoning. If the conclusion changes without a cited rule or written decision, an assumption has entered the file.
Finish with a five-line handover: current state; controlling source; unresolved question; next permitted action; review date. A parent, adviser or future learner should be able to reconstruct the case without relying on memory or a private conversation.
2. Confirm the institution identity
The institutions dataset covers public and private universities, church-affiliated universities and other entities in the higher-education and science system.
Match the legal name, identifier, type and headquarters. Keep a marketing name or English translation beside, not instead of, the official identity.

3. Check the private-university register when relevant
POL-on public data provides a dedicated private-university register with founder, rector and registry-change information. That record answers a different question from a programme listing.
Use it when the institution type makes it relevant, then continue to the branch and programme checks.

4. Treat branches as separate location evidence
The branch dataset supplies location and identification information and can link to programmes offered by a branch. A headquarters result does not prove delivery at every off-site location.
Match the learner’s actual city and branch. Resolve a partner centre or unlisted teaching site before payment.

5. Match the exact study programme
RAD-on study-programme records include the programme, institution and detailed attributes such as level, profile, language and professional title.
Compare every attribute with the offer. A similar field name at another level or institution is not the same programme.

6. Read level, profile and form together
First-cycle, second-cycle, long-cycle and other routes can lead to different awards; general academic and practical profiles describe different programme orientations; full-time and part-time forms affect delivery.
Do not translate one field in isolation. Record the complete combination that controls the learner’s route.

7. Work a branch-programme mismatch
Suppose a university is present and a programme exists at headquarters, while an agent offers the same title at another branch. The two correct records do not prove the combined claim.
Search the branch-programme relationship and ask the institution for written confirmation. Mark the site unresolved until the official data or responsible institution closes the gap.

8. Use language and professional title fields
The language of instruction and awarded professional title can materially affect study, documents and later recognition. An English marketing title can conceal a different official award wording.
Keep the Polish programme name and professional title beside any translation. Ask the receiver about the exact award rather than a generic subject label.

9. Read dates and reporting state
Institutions report data under legal duties, and public lists can reflect updates, historical operation or changes. A result without its date can be misapplied to another intake.
Save the retrieval date and any start, end or status information. Recheck near enrolment and graduation.

10. Diagnose common RAD-on mistakes
Common errors include checking only the institution, overlooking a branch, comparing a field name without level or profile, ignoring language and professional title, and treating an old download as current.
Repair the file with identifiers, exact location, programme attributes, dates and the owner of every remaining decision.

11. Keep accreditation and acceptance separate
POL-on and RAD-on public records do not by themselves reproduce every Polish Accreditation Committee decision, professional licence rule or foreign receiver’s recognition judgment.
Use the PKA or relevant professional and receiving sources when the decision requires them. Do not turn database presence into a universal quality or acceptance claim.

Authoritative sources and evidence boundary
These primary sources were checked on 26 October 2026. Reopen the live record near any enrolment, recognition, immigration, transfer, funding or licensing decision because statuses, dates and operating guidance can change.
- POL-on integrated higher-education information system
- POL-on guide to public institution, branch and study-programme data
- RAD-on public POL-on institution data
- RAD-on public POL-on branch data
- RAD-on public POL-on study-programme data
A source can establish only the fact within its remit. Keep the current authority record beside learner-specific evidence and obtain the responsible organisation’s written decision where acceptance, credit, protection, immigration or eligibility is at stake.

Build an auditable decision file
Open with the exact decision and its deadline. Attach the current current RAD-on institution, branch and exact study-programme entries supplied from POL-on data, the learner-specific record and the receiver’s published requirements. A general webpage explains a rule; it does not replace a learner-specific decision from the responsible body.
Create one evidence row for each controlling fact: institution legal name and identifier, institution type, headquarters, branch name and identifier, branch location, programme name, level, profile, form, language of instruction, professional title, operating dates, reporting update, learner intake and final diploma wording. Give every row a source, retrieval date, status and owner. Mark a fact confirmed only when the cited source proves it. Use reported, estimated or pending for everything else.
Separate inputs from outputs. Inputs are facts supplied by the learner, provider or authority. Outputs are comparisons, classifications and decisions made from them. If an output looks wrong, check the input, then the dated rule, then any recorded exception.
Keep a change log for institution name or identifier, institution type, branch, location, programme, level, profile, form, language, professional title, operating dates, reporting update and learner intake. Record the old fact, new fact, date learned, source and every conclusion that must be reopened. Do not silently overwrite the earlier state; the history explains why a reasonable plan changed.
Add a deadline map with the formal deadline, an earlier internal deadline and the recovery route if evidence arrives late. Where no recovery route is published, record that absence rather than inventing one. Reopen the official page near the action date because archived guidance can look authoritative.
Use a responsibility matrix. Polish higher-education institutions report legally required data in POL-on; OPI PIB maintains the network and RAD-on public access; the institution admits and educates learners; PKA, professional bodies and foreign receivers make decisions within their own remits. If two people assume the other has acted, the file should expose the gap before the deadline.
Keep a contact note for each official enquiry: channel, date, question, answer and reference number. If verbal advice conflicts with a published rule or written decision, ask for clarification in writing before an irreversible action.
Run a source hierarchy check. Put the responsible authority first, current operational guidance second, the learner-specific notice third and informal explanation last. Where two official pages appear inconsistent, record both dates and ask which governs the present case.
Schedule a cold review two working days before any irreversible boundary. Recheck names, identifiers, dates, programme codes, study load and document version. Save the submission acknowledgement without treating receipt as approval.
After the decision, reconcile the notice with the plan line by line. Record what was accepted, refused, limited or deferred and the route for correction, review or appeal. Preserve the original decision when adding later correspondence.
Add a “not yet proved” page. List every conclusion that still depends on institution legal name and identifier, institution type, headquarters, branch name and identifier, branch location, programme name, level, profile, form, language of instruction, professional title, operating dates, reporting update, learner intake and final diploma wording. Beside each item, name the smallest official record that would settle it and the person who can obtain that record. This stops a plausible estimate from drifting into the confirmed column merely because it has been repeated.
Rehearse a correction request before one is needed. Identify the learner, present decision, disputed input, supporting document and requested remedy without claiming an entitlement the evidence cannot establish. Address it to the organisation that owns the record or decision, keep a copy, and record the published response or escalation route.
Ask an independent reader to challenge the file. They should identify the weakest assumption, locate the official sentence that controls it and describe what changes if the assumption fails. Record that answer without deleting the earlier reasoning; the audit trail should show learning, not pretend uncertainty never existed.
Build a conservative time and cost plan beside the evidence file. Show what is already confirmed, what is estimated, which payment or enrolment step becomes irreversible and when. Then test a delayed decision and a less favourable outcome. The exercise does not predict the authority’s answer; it prevents an optimistic reading from becoming an unexamined commitment.
Ask The learner or family checking a Polish university, branch or field of study before enrolment, transfer or later recognition to narrate the case aloud in under two minutes: “This is my present state; this is the governing source; this is the learner-specific evidence; this is the unresolved boundary; this is my next permitted action.” A listener should be able to distinguish fact, comparison and choice without prompting.
Practise one counterfactual. Change only the institution, branch, programme, level, form, language, professional title, date or receiving organisation and trace which conclusions stay valid. The exercise reveals whether the learner understands the dependency chain or has memorised an answer belonging to another case.
Finish with a retention plan. Keep source documents, decisions, receipts and later corrections for as long as they remain useful to explain the education record. Store identifiers securely and share only what the named recipient needs.
Frequently asked questions
What is POL-on?
Poland’s integrated information system for science and higher education.
What is RAD-on?
The public data, reports and analysis layer through which specified POL-on records can be searched or downloaded.
Does an institution entry prove a branch offers the programme?
No. Match the branch and programme relationship.
Why do level and profile matter?
They identify the precise route and cannot be inferred from the subject name alone.
Why keep the Polish professional title?
It identifies the award more accurately than a loose translation.
Does RAD-on replace accreditation evidence?
No. Use the responsible quality-assurance source when accreditation is material.
Does database presence guarantee foreign recognition?
No. The receiving organisation decides.
What should the learner retain?
The dated institution, branch and programme results, offer, written clarification, transcript and diploma.
Close the workbook by explaining the process without notes. A dependable explanation names the authority, present state, evidence, deadline and consequence if one assumption fails.
