A coverage-debt budget keeps unsupported remote-sensing claims visible while field references are delayed. The next challenge is what happens when those labels finally arrive. Backfill can repair the historical evaluation, but only if each label is matched to the imagery, policy version and decision window that generated the claim. Debt should fall because evidence closes a defined gap—not because late labels are pooled into an easy overall score or because the verification window is declared finished while difficult strata remain unresolved.

CHAPTER 1 OF 12 · DEFINE THE DECISION
1. Define the unit of backfill
Link every delayed label to acquisition date, location, class definition, sensor condition, product version and operational decision. A current field observation cannot automatically validate an image from months earlier.
Distinguish label arrival time from reference observation time. Latency measures workflow delay; temporal mismatch measures whether the reference and target describe the same state.
CHAPTER 2 OF 12 · DEFINE THE DECISION
2. Keep operational and retrospective ledgers separate
The operational ledger records what was known when a map was released. The retrospective ledger updates performance once delayed evidence arrives.
Do not rewrite the original decision as if the label had been available then. Backfill can improve learning and accountability without manufacturing foresight.
CHAPTER 3 OF 12 · WORK THE LEDGERS
3. Build a delayed-label matching ledger
A seasonal land-cover service receives 86 adjudicated references after its quarterly report.
| Stratum | Labels received | Temporally matched | Policy version matched | Usable backfill |
|---|---|---|---|---|
| Urban expansion | 18 | 17 | 17 | 17 |
| Irrigated crops | 30 | 24 | 22 | 22 |
| Wetland edge | 21 | 13 | 13 | 13 |
| Evergreen upland | 17 | 16 | 15 | 15 |
The unmatched labels remain valuable for current mapping or method development, but they are not counted as confirmation of the old window.
CHAPTER 4 OF 12 · WORK THE LEDGERS
4. Worked debt-amortisation calculation
Debt points combine unsupported volume and consequence. The programme allows matched backfill to repay one point per ordinary reference and two points per high-consequence reference, capped by the stratum’s opening debt.
| Stratum | Opening debt | Eligible repayment | New debt found | Closing debt |
|---|---|---|---|---|
| Urban expansion | 14 | 12 | 2 | 4 |
| Irrigated crops | 32 | 20 | 6 | 18 |
| Wetland edge | 45 | 22 | 11 | 34 |
| Evergreen upland | 16 | 13 | 1 | 4 |
The wetland verification window remains open because residual debt exceeds its closure threshold. The quarterly programme can still close other strata.
CHAPTER 5 OF 12 · WORK THE LEDGERS
5. Use fixed closure criteria
Predeclare minimum matched references, class coverage, spatial spread, temporal tolerance and performance bounds. Closure is a decision about evidence sufficiency, not the date a report is due.
Permit partial closure by stratum or claim. A product may close stable upland verification while keeping wetland-change estimates provisional.
CHAPTER 6 OF 12 · TRANSFER THE METHOD
6. Protect backfill from selective arrival
Labels often arrive fastest from accessible, clear or low-conflict places. Treat arrival as a selection process and compare received, pending and failed-to-obtain units.
Use weights or sensitivity analyses only when their assumptions are defensible. In some strata, an explicit unresolved range is more honest than a corrected point estimate.
CHAPTER 7 OF 12 · TRANSFER THE METHOD
7. Changed-context transfer: wildfire severity
Transfer the method to wildfire severity mapping, where field plots may be surveyed long after the image and ecological recovery can change visible conditions.
The transfer check records burn date, image date and plot date, narrows the temporal matching rule and closes low-severity strata separately from inaccessible high-severity zones.
CHAPTER 8 OF 12 · TRANSFER THE METHOD
8. Connect renewal, support drift and backfill
Begin with seasonal support renewal and coverage-debt budgets. Use post-redeployment monitoring and support renewal when backfill follows a policy change.
Return to the support-drift and shadow-evaluation guide when delayed labels reveal that the deployment domain moved.
CHAPTER 9 OF 12 · CHECK LIMITS AND EVIDENCE
9. Limits and common misconceptions
Backfill does not make an unsupported historical claim supported at the time it was issued. It makes the later evaluation better informed.
A closed window does not mean perfect knowledge. It means the declared evidence conditions were met and residual limits are documented.
CHAPTER 10 OF 12 · CHECK LIMITS AND EVIDENCE
10. Practical evidence checklist
Archive acquisition, reference observation, label arrival, adjudication, protocol, class definition, policy version, spatial unit, matching result and exclusion reason.
For closure, save opening debt, repayment rule, new debt, residual strata, uncertainty bounds, temporary restrictions, decision owner and reopening trigger.
CHAPTER 11 OF 12 · ASK AND CONTINUE
11. Frequently asked questions
Can a late label update a published accuracy estimate?
Yes, as a dated retrospective update that preserves the original estimate and states the expanded evidence base.
Should every stratum use the same closure threshold?
No. Match thresholds to turnover, consequence, claim precision and the cost of a wrong decision.
What reopens a closed verification window?
A declared trigger such as new mismatch, policy change, sensor change or evidence that the original coverage assumptions no longer hold.
