Tutors in China: the operating system in one minute
Tutors of mainland China operate under a strongly regulated extracurricular education system rather than an unrestricted market for private examination coaching. China’s nine years of compulsory schooling normally include primary and junior secondary education; students then take different senior-secondary, vocational or other routes. The zhongkao concerns progression beyond junior secondary in local systems, while the gaokao concerns higher education selection. Extra academic tutoring for pupils in compulsory education is subject to the Double Reduction policy, commonly called Shuangjian (双减), and related licensing, staff, schedule and fee restrictions.
The most important parent decision is therefore not which commercial teacher predicts more examination questions. It is whether the activity is permitted and appropriately approved, what school or learner need it meets, and whether genuine progress is shown without excessive burden. China’s Ministry of Education reaffirmed Double Reduction and upgraded off-campus training oversight in an official meeting reported on 16 October 2026. In 2026, an advertisement saying ‘the restrictions ended last year’ is not reliable.
This guide separates private school-subject lessons, lawful nonacademic extracurricular provision, school-managed after-school services, informal educational resources and recognised examination pathways. It explains the operating rules, suitable alternatives, transparent pricing, tutor credentials, child safety and practical learning methods. It does not give instructions for evading restrictions or imply that a disguised private class is permissible.
China tutor quick-reference table in words
Nine compulsory years: commonly six primary years and three junior-secondary years, although some locations have alternative structures such as five plus four; entry and schools are governed locally under national law.
School after-hours support: school-managed after-school services are distinct from private off-campus academic tutoring. The Ministry’s 2024 notice says such school services are not to be used for mass test drilling, new lessons or collective make-up classes.
Academic tutoring: the 2021 Double Reduction measures restrict commercial subject-based off-campus tutoring for compulsory-school pupils. New off-campus academic institutions for that stage are not approved under the national policy and existing institutions had to register as non-profit.
Nonacademic provision: art, sport, technology and other categories are also regulated, but differ from mathematics, Chinese, school foreign-language and science-subject tutoring. Changing a course title does not automatically change its legal classification.
Zhongkao: junior-secondary progression and selection are governed through relevant provincial or local admissions arrangements; do not invent a single nationwide paper or cut-off score.
Gaokao: a national higher education selection framework with provincial variations in papers and subject combinations; the National Education Examinations Authority publishes relevant information.
Best parent procedure: verify a provider through the official off-campus training supervision platform where applicable, confirm the real course is lawful, use a written contract and protect the student’s independent learning and wellbeing.
Chapter 1 — Nine years of compulsory education, and what comes next
China’s Compulsory Education Law provides nine years of publicly guaranteed compulsory education, with no tuition or miscellaneous fees permitted for that compulsory stage. Children normally enter at six, with limited provision for later entry where conditions require it. This is formal schooling, not a statutory requirement to purchase private lessons.
The familiar structure is six years of primary and three junior-secondary, but a national description must also allow locally applicable five-plus-four variants and schooling that combines multiple stages. The school and local education bureau are the right sources for exact grade progression, timetable and programme. A tutoring company cannot change admissions boundaries or confer compulsory-school completion through a commercial certificate.
After this stage, learners may enter general senior high school, secondary vocational education or other appropriate educational routes. Those destinations have distinct admission criteria and learning goals. Treating every Chinese teenager as an identical gaokao candidate overlooks technical and vocational study as well as local educational differences.
Zhongkao: know the province, city and student’s actual route
Zhongkao is often used in English to describe the senior-high or post-compulsory education entrance process after junior secondary. But candidate rules, timing, subject mixes, score calculations and school allocation can differ between provinces or municipal systems. A Beijing admissions booklet is not a national syllabus for a learner in Guangzhou or another location.
An ethical academic adviser begins with the official local education bureau and school notices. A student considering a general senior school may need different subjects or applications from one considering a vocational route. Paid tutoring, even where authorised under relevant circumstances, does not by itself grant a place or alter a local allocation rule.
Parents should separate three questions: What skills are missing? What legal educational support can be accessed? What formal exam or application actually determines progression? Conflating them makes children vulnerable to expensive predictions and unverified claims of special admissions influence.
Gaokao: a higher education examination, not one generic workbook
The National Education Examinations Authority describes gaokao as the ordinary higher education entrance examination, with national dates typically beginning in early June and province-specific schedules or subject arrangements. A single slogan that ‘every candidate sits the same three papers’ misrepresents multiple provincial approaches.
Different provinces may use subject-selection structures commonly referred to as 3+1+2 or 3+3, alongside applicable rules for specialised categories and candidate registration. An instructor should identify the candidate’s region, actual selected subjects and university objective, then use the relevant current official examination guidance. A historic question can still teach a concept without determining exactly what an unreleased next paper contains.
Gaokao preparation may need reading, quantitative models, science reasoning, essay writing or time management. None of those is improved merely by purchasing the thickest question bank. A student should practise unseen material, receive feedback on the mechanism of error and use appropriate official channels for registration and results.
Chapter 2 — Shuangjian and the governing tutoring law
In 2021 the national Double Reduction opinion sought to reduce excessive compulsory-school homework and off-campus tutoring burdens. The policy directed that new subject-based off-campus training institutions for compulsory-school learners not receive approval and that existing ones be registered as non-profit. It imposed restrictions on weekends, statutory holidays and school breaks for such academic tuition, and tighter treatment of staff, content, fees and institutional operations.
The subjects categorised as academic include Chinese, mathematics, school foreign languages, history, geography, physics, chemistry and biology, among other national curriculum subjects. The Ministry provided a formal classification guide in November 2021. A programme aimed at examination marks that teaches school mathematics does not become a nonacademic hobby merely because its advertising says ‘thinking skills’.
Parents should not infer that every individual in any educational setting is legally barred from explaining a maths problem, nor that every form of paid academic coaching is allowed. The relevant activity, age group, provider status, location, format and local rules all matter. Legal advice about a particular service should come from competent regulators rather than online rumours.
The 2023 administrative penalties are a warning about disguised classes
China’s 2023 Interim Measures for Administrative Penalties for Off-Campus Training explicitly address unapproved paid academic tutoring, including activities conducted by messaging apps, video conferences, live streams, residential buildings, hotels and other locations under disguised labels. The existence of these examples does not create alternative methods for families to use; they show that changing venue and branding is not a reliable legal distinction.
Parents should refuse sales pitches that a course is ‘compliant because it is a consultation’, a hotel session, a home tutor or a digital meeting rather than a classroom. Ask an official education bureau whether the exact provider and activity are permitted. The focus is protecting family rights and reducing learner burden, not finding a loophole.
The measures also address institutions teaching outside the scope of their permits. A centre authorised for one nonacademic type of activity should not be presumed entitled to sell school mathematics tuition or foreign exam coaching simply because it possesses some business paperwork.
What the Ministry confirmed in October 2026
The Ministry of Education reported on 16 October 2026 that it had convened a national meeting on deepening Double Reduction and pilot reforms for supervising off-campus education and training. The statement called for consolidating progress, improving quality within schools, upgrading supervision and maintaining safety. This is a fresh official signal that the broad reform and supervision agenda had not quietly ended.
The statement should not be overread as a new blanket criminal ban on every form of learning support or as proof that a specific locality changed its fee cap overnight. It reports policy direction and continuing governance work. Concrete provider eligibility, contracts and restrictions remain governed by applicable legislation and local implementing notices.
For a family the practical decision is to use current official information before paying. Recycled social posts from years earlier, or advertisements claiming a dramatic reopening of academic tutoring, should be checked against present government sources.
Academic versus nonacademic tuition: the actual content is important
The Ministry’s classification framework distinguishes compulsory-stage subject content from such nonacademic areas as sport, arts and other learning activities. The category can depend on objectives, teaching content, instructional method and how achievement is evaluated. A programme that trains pupils to complete Grade 7 mathematics exercises for better school marks has a different function from a lawful sport or arts activity.
This does not mean every art, sport or technology club is automatically authorised. The 2022 multi-agency opinion regulates nonacademic training with requirements for suitable qualifications, safety, clear fees, permissions and operations. Families should verify the actual institution and advertised content.
An instructor who offers an authorised science-interest workshop must still respect the regulatory distinctions between nonacademic enrichment and core school-subject tutoring. The parent should ask what the course teaches, what certificate it claims, whether lessons are age-appropriate and what official body supervises the provider.
School after-hours support is not the same as off-campus tutoring
China’s Ministry of Education issued a January 2024 notice clarifying the scope of compulsory-school after-school services. The notice says these should not be used to organise mass practice for exams, teach new lessons or run collective academic remedial courses, and cautions against improper charges. Nonacademic third-party participants must meet applicable qualifications and be managed appropriately.
This school service is therefore not a parent-approved loophole for replacing normal classroom teaching with expensive test preparation. Its educational purpose and fee arrangements should be explained by the actual school. Parents can ask how homework guidance, sports, arts or other activities work locally and whether children can participate without undue additional burden.
Before purchasing commercial support, find out whether appropriate school resources, teacher feedback or the national free digital education platform already meet the pupil’s need. The legal and educational question is what is genuinely needed, not how many extracurricular hours a child can tolerate.
The official national tutoring oversight platform: what it can help parents verify
The Ministry launched the National Off-Campus Education and Training Supervision and Service Platform in July 2023. A later official explanation of the platform’s management system described a parent app through which families can search compliant institutions, review courses, pay through regulated channels, request refunds and submit complaints. The platform also serves local regulators and participating providers.
This is relevant to choosing permitted nonacademic services, authorised institutions and provider-specific information. A listing should be read for the exact scope of approval; it does not mean the displayed centre may teach every school subject or offer any schedule it wishes. A parent must still check educational fit, subject expertise and safeguarding.
The platform’s claimed fee-regulation and complaints features are consumer-protection tools, not evidence that every listed instructor is a highly effective tutor. Administrative compliance and pedagogical competence should be verified separately.
Payments, prepaid class packages and refund risks
Chinese regulators have emphasised disclosure of course fees, model service contracts, supervised advance payments and protection against centres disappearing with unspent balances. A 2026 notice from Guangzhou’s Yuexiu District education bureau repeats limits concerning prepaid duration, hours and a RMB 5,000 ceiling for covered packages. Its geographic and service context must be retained; the existence of a local official notice is not licence to quote one universal China-wide tariff for all arrangements.
Parents should ask for an itemised, written total, teaching minutes, refund conditions, regulatory payment account and whether the institution appears on the appropriate public supervision platform. Money transfers into an individual’s personal account for a purported regulated training centre are a reason for extra scrutiny under relevant requirements.
Do not finance large packages merely because a seller claims impending gaokao success or an expiring discount. Consumer security, lawful delivery and the learner’s wellbeing matter more than a sales deadline. No official nationwide hourly price for every private tutor can be responsibly invented here.
Teacher credentials and conflicts: in-school roles have boundaries
The Double Reduction opinion directs strict handling of in-service teachers undertaking unlawful paid outside coaching, and subject-based institutions must use appropriately qualified staff within the permitted framework. An employed teacher is not automatically authorised to sell lessons to their own pupils simply by saying the class is private.
Ask for the actual instructor’s professional status and the legal basis for any extracurricular teaching service. For nonacademic programmes, verify relevant professional skills and staff screening where required. A tutor should be able to explain how the lesson content matches its authorised course category.
A professional title alone cannot prove high-quality teaching. A mathematics graduate may be capable with abstract algebra yet have little experience with primary reading or numeracy. An educationally useful instructor observes a learner’s reasoning, adjusts explanation and tests new independent work, while staying within permitted activities.
Digital tutors and AI resources are still subject to substance-based rules
Parents can access free or approved digital educational materials and schools may use technology to help learning. But a video stream, messaging group or AI-generated explanation is not inherently outside the regulatory environment. The 2021 academic-training classification guide explicitly considers the instructional method, including virtual teachers, alongside learning goals and content.
Families should therefore distinguish ordinary use of authorised study resources from a paid service offering restricted academic coaching. A commercial provider should not claim that using AI or calling a teacher an ‘online mentor’ eliminates legal requirements. Check current local guidance for any proposed service.
From the learner’s perspective, AI and digital quizzes can also give a false sense of progress if the system supplies prompts continuously. Ask the student to explain the solution after closing the screen, then solve a different problem. True mastery remains independent, not merely clicking the displayed answer.
Chapter 3 — Teaching that can improve learning without excessive burden
Irrespective of the lawful support mechanism, the educational objective is a specific gap and a measured improvement. A school pupil who solves arithmetic accurately but cannot interpret word problems may need a short conversation about quantities and relationships. A reader who decodes text yet misunderstands its inference needs deliberate comprehension teaching, not longer lists of characters.
An effective learning sequence begins with an unassisted attempt, identifies the error, uses one clear explanation, invites a second practice task and then checks the concept with changed surface details. Keep the process age-appropriate and aligned with the learner’s real school work. An extra hour of pressure is not evidence of understanding.
For most families, the first question should be whether schoolteachers and legitimate free resources can address the gap. If an activity is subject to off-campus restrictions, a good educational goal does not make unlawful delivery permissible. The responsible answer may be to use appropriate school provision.
Original primary mathematics: equal sharing, then adding
A child reads: ‘Seventy-two paper shapes are divided equally among eight groups. Each group then receives three more.’ The correct calculation is 72 ÷ 8 + 3 = 12 shapes per group. A learner who adds all the numerals, 72 + 8 + 3, has not understood the relationship ‘divided equally’.
A teacher can draw eight circles, share nine marks into each and then add three. The pupil should be invited to explain why the first step is division, rather than copy a completed expression. Follow with a new question: fifty-six cards among seven groups with two extra per group. The independent answer is 56 ÷ 7 + 2 = 10.
A delayed task with a different number of groups checks whether the child can recognise the structure outside the first example. This form of reasoning can be developed through appropriate classroom teaching and lawful educational resources, without the assumption that more commercial drill is better.
Fractions and a common reasoning error
A pupil compares 3/5 and 2/3 and chooses 3/5 because three is greater than two. The same-sized whole is important: 3/5 = 9/15 while 2/3 = 10/15, so two thirds is larger. Show two fraction bars with equal lengths to explain why a denominator changes the size of the parts.
The next independent task compares 5/8 and 3/4. Three quarters equals six eighths and is greater. Ask the child why equivalent fractions preserve the represented value, not merely how to multiply numerators and denominators.
Fractions underlie ratios, probabilities, percentages and later algebra. Repairing the meaning of parts may help across several topics. A pupil who only memorises the answer for one specific pair has not demonstrated transferable understanding.
Junior-secondary algebra: finding and checking a wrong distribution
A student expands 3(2x − 5) as 6x − 5. The correct expansion is 6x − 15. Substituting x = 4 into the original expression produces 9, whereas the wrong result gives 19. The correct expansion gives 9. This is a reusable check that a learner can perform independently.
Ask for 4(x + 3), yielding 4x + 12, followed by a mixed problem where the child chooses whether to distribute or simplify in another way. The explanation should connect repeated groups with symbolic equivalence, rather than present a magic rule to memorise.
A teacher can check the skill after a delay, and the student should gradually require fewer hints. Faster completion of worksheets is not the same as stronger understanding unless an unfamiliar question can now be solved accurately.
Reading comprehension: inference needs textual evidence
Use an original short passage: ‘The playground was wet when Lin arrived. There had been no rain, and a groundskeeper was rolling away a hose.’ Ask what the passage states, what most plausibly caused the wet ground, and which words support that explanation. The hose is a clue; a claim of an ongoing rainstorm conflicts with the explicit wording.
The instructor should teach the learner to distinguish literal information from plausible inference and unsupported invention. Then present a different passage in the learner’s actual classroom language and request an independent supported answer.
Chinese-language reading instruction has its own genre, character and writing demands. A tutor should understand the precise school text and grade before choosing materials. The example illustrates a general reading strategy, not a copied exam passage or a universal Mandarin-language syllabus.
Science literacy: models, measurement and conclusions
A student sees water in a warm cup gradually cool in a room with lower air temperature. An observation would be a measured decline in water temperature. A scientific explanation involves net thermal energy transfer from the warmer system toward cooler surroundings, not ‘cold entering the water’ as a separate substance.
Ask how temperature was measured, whether the recorded points show a constant cooling rate and what would happen with an insulating container. Without actual measurements, neither the teacher nor the student should invent numerical trends. The learner should connect observation, mechanism and prediction.
This transferable reasoning can be developed with safe and age-appropriate examples. It is not a substitute for the actual curriculum or permission to run an unapproved paid science-coaching programme.
Language diversity, academic register and school variation
Standard spoken and written Chinese has a central role in national education, while learners may have regional linguistic experiences and, in recognised settings, minority-language instruction. A child who can represent a problem mathematically but cannot understand its academic written terms should not be labelled unintelligent or inherently weak at mathematics.
First assess what the student can explain using diagrams and familiar wording. Then teach the technical words and structure of the response required by the learner’s actual school. Language acquisition and concept learning can support one another when the distinction is made deliberately.
A provider’s claim to teach across provinces or language contexts must be demonstrated with real materials. China’s large scale does not justify an invented one-size-fits-all pupil profile.
Chapter 4 — A family decision system for 2026
Begin by determining the actual learner stage and the target educational problem. Then ask which lawful school or public learning resources are already available and whether the proposed extracurricular service is in a properly authorised category. This order protects parents from buying an unnecessary or impermissible programme.
If the family considers a permitted provider, check official registration, course scope, child protection, financial arrangements, instructor qualifications and actual teaching method. Distinguish commercial promises from outcomes controlled by schools and admissions authorities.
A useful progress metric is specific and independent: the pupil can explain fraction equivalence, interpret a fresh reading passage or apply a scientific model without being prompted. Do not confuse successful marketing, high hours of activity or an internal completion certificate with recognised academic achievement.
Safeguarding, fair contracts and education workload
Parents should know who supervises minors, where any sessions or activities take place, how adults and students communicate and how personal information is stored. Official rules on extracurricular training and the national supervision platform emphasise staff, facilities, fee transparency and financial protections. An attractive brochure does not replace these checks.
Avoid sharing the pupil’s examination account credentials or identifying school records with unauthorised sellers. Ask for a proper receipt and written contract under the applicable service model. When an institution is permitted to operate, the family should still read cancellation, refund and unused-credit terms before committing.
A child needs adequate sleep, recreation, age-appropriate exercise and unstructured time. Double Reduction specifically addresses burdens caused by excessive homework and off-campus training. Educational help should strengthen learning and wellbeing rather than make commercial tuition itself the goal.
A four-week lawful learning-support experiment
Week 1 — establish the baseline. Use school feedback and an unassisted task to identify one or two missing skills. Check what school-delivered or other permitted support is available, and do not assume restricted commercial academic tutoring is an option.
Week 2 — explain the mechanism. In a legitimate educational setting, use a visual representation, a short worked example, student explanation and a fresh response without hints. The specific correction matters more than volume of drill.
Week 3 — retrieval and transfer. Mix older and new topics, change quantities and wording, and give a brief independent exercise. If the child can solve only when the task is labelled, the underlying idea may not be secure.
Week 4 — review progress and burden. Compare unfamiliar tasks with the baseline and evaluate fatigue, confidence grounded in evidence and time spent. If learning is secure, reduce additional support. If the gap remains, review the teaching method or appropriate school resources rather than adding an unlawful or exhausting package.
Twelve practical family situations in China
Situation 1: A junior-secondary family is sold weekend mathematics tuition
Confirm the current compulsory-stage subject-based training restrictions with the local regulator. The provider’s claim that it is ‘only extra practice’ does not erase the rules. A parent should verify the actual provider, learner stage and local education rules before making a financial decision. The educational goal should be clear and measurable, but a worthwhile academic aim does not authorise prohibited commercial delivery.
Where lawful support is available, ask for one independent baseline and a later unfamiliar follow-up task. If the learner becomes more capable without added pressure, the family has better evidence than a predicted mark or the number of extra lessons purchased.
Situation 2: An individual offers paid one-to-one academic coaching in an apartment
Do not assume private location creates an exemption. The 2023 administrative penalty measures explicitly address unapproved academic tutoring through various venues and remote modes.
Situation 3: A centre teaches Grade 7 math while advertising ‘thinking skills’
The actual teaching content, goal and methods determine classification. A change of marketing name is not proof of a lawful nonacademic category.
Situation 4: A school offers homework guidance and hobby activities after classes
Check whether the service follows the Ministry’s after-school scope and published local fee rules. It should not become an inappropriate mass exam-drilling or new-course programme.
Situation 5: A family wants a zhongkao tutor using another province’s paper
First identify the learner’s local education bureau, actual subject and selection system. A valid algebra example may transfer, while registration and paper content can differ.
Situation 6: A senior-high student is sold a universal gaokao timetable
Verify the candidate’s province, exam subjects and current dates with official authorities. Do not apply one province’s 3+1+2 assumptions universally.
Situation 7: A parent is offered a RMB 20,000 prepaid package paid to a personal account
Check the official institution listing, current regional prepayment conditions, authorised payment channels and model contract. A large commitment is a consumer-risk signal.
Situation 8: An authorised arts class promises hidden school mathematics coaching
Verify the course’s actual permit and content. A nonacademic provider is not automatically entitled to run restricted academic subject tutoring.
Situation 9: A pupil can solve questions only while an app supplies hints
Close the app, vary the question and ask the child to explain the method independently. Correct clicks do not establish durable reasoning.
Situation 10: An instructor says the Double Reduction policy ended in 2026
Refer to the Ministry’s 16 October 2026 meeting statement on deepening the reform and ongoing off-campus supervision. Claims of general expiry are not supported.
Situation 11: A child is exhausted by regular school plus many additional activities
Reconsider whether the learning gap is real, review school support and protect sleep and free time. More commercial hours are not the same as improved understanding.
Situation 12: A seller promises admission or an official gaokao score
Demand the official admission authority’s documentation. A private instructor may teach useful concepts but cannot issue examination scores or university admission decisions.
Frequently asked questions
Is paid academic tutoring unrestricted for compulsory-school children in China?
No. The 2021 Double Reduction policy, subsequent regulations and current local enforcement place significant restrictions on off-campus subject-based tutoring.
Does calling a class ‘study consultation’ remove those restrictions?
Not by itself. Official guidance considers purpose, content and teaching method, and 2023 penalties include disguised or unauthorised instruction under other labels.
Are sports, arts and technology classes completely unregulated?
No. They generally fall in nonacademic categories but are subject to permission, safety, staff, contract and fee requirements.
Is zhongkao one identical national paper?
No. School progression and examination arrangements differ by local jurisdiction. Check the actual municipal or provincial authority.
Is gaokao a school graduation certificate?
Gaokao is connected with higher education admissions under current official rules. School completion and university selection are separate processes.
May a school run after-hours mass exam coaching under its after-school service label?
The Ministry’s 2024 notice says after-school services should not be used for collective test drilling, new lessons or mass remedial lectures.
How should a parent check a permitted centre?
Use the official training supervision system and current local education authority information, verify scope and permissions, and read payment and refund terms.
Is there one national private tutor hourly price?
No universal market rate is established by the official education sources. Specific regulated course pricing and prepayment limits depend on the applicable category and locality.
Can an online AI class avoid all tutoring regulation?
No blanket exemption follows from using software or a virtual instructor. Regulators consider course purpose and content, including digital delivery.
What teaching outcome should a family measure?
An unfamiliar unassisted question answered with a clear explanation, followed by a later recheck showing retention, is better evidence than time spent watching lessons.

The responsible operating model is lawful provision, accurate subject teaching and student independence. A parent should be able to explain which service is authorised and why a specific learning activity is useful, while the child can demonstrate genuine progress without being burdened by endless extra hours.
