The Philippines links compulsory basic education with school-based senior-high pathways, occupational qualifications, university degrees and research training. Understanding the route means identifying both the award and the authority responsible for it, especially during the current curriculum and assessment transitions.
Checked on 19 October 2026. This guide distinguishes the 2026/27 cohorts from later implementation, explains actual assessment and completion requirements, and uses named institutional examples rather than treating one university’s rules as national requirements.

1. Who runs education, and why location matters
The Department of Education (DepEd) oversees basic education; the Technical Education and Skills Development Authority (TESDA) leads technical-vocational education and training; and the Commission on Higher Education (CHED) handles higher education. This three-part structure matters when checking a provider. A university degree, a school diploma and a TESDA occupational qualification have different regulatory and assessment routes. The Philippine Qualifications Framework’s official system overview explains this division; its older enrolment statistics should not be read as 2026 figures. PQF education-system overview.
In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the Ministry of Basic, Higher and Technical Education (MBHTE) has responsibilities across these education sectors under the Bangsamoro Education Code. Families should check the relevant ministry and school instructions for local implementation, including madrasah and other recognised provision. A national curriculum announcement does not, by itself, describe every school’s resources or daily delivery. Bangsamoro Education Code account.
Start a transfer enquiry with three identifiers: the provider’s recognised name, the learner’s current grade or award, and the curriculum year. These are more useful than simply saying that a child is “in high school”.

2. The K–12 ladder and compulsory basic education
Republic Act 10533 establishes one kindergarten year, six elementary years, four junior-high years and two senior-high years. Elementary covers Grades 1–6, junior high Grades 7–10 and senior high Grades 11–12. The law describes elementary and secondary as successive stages of compulsory basic education. Its typical entry ages are six for elementary, twelve for junior high and sixteen for senior high; these are reference ages rather than an automatic placement decision for every returning or transferring learner. Basic Education Act.
Kindergarten is a prerequisite for Grade 1 under the kindergarten framework. Completing Grade 10 therefore marks the end of junior high, while the full school route continues through senior high. A student who changes schools at that boundary should identify the receiving school’s curriculum and admission process rather than treating junior-high completion as a bachelor’s-entry credential. Kindergarten entry order.
The Constitution requires the State to maintain free public elementary and high-school education. That public provision should be distinguished from private-school fees and from the transport, materials or living costs a family may still need to plan for. Constitution, Article XIV.
For an international comparison, compare completed years, subjects and the actual certificate. Similar age labels in two countries can conceal different starting ages, stage boundaries and qualification requirements.

3. Kindergarten entry and the late-birthday exception
DepEd Order 015 of 2025 applies from 2025/26 to public and private schools: a kindergarten entrant should turn five by 31 October. A child turning five between 1 November and 31 December may be considered after either one school year of Early Childhood Care and Development (ECCD), documented by completion or attendance records from a permitted or recognised centre, or the Philippine Early Childhood Development checklist assessment. Receiving-school kindergarten teachers administer that checklist during enrolment through the first school week, and its results inform admission. Kindergarten entry order.
For example, a family with a November birthday should bring the child’s actual early-learning records and ask which of these two routes the receiving school will use. A nursery advertisement, an informal statement that a child is “advanced”, or another family’s experience is insufficient to establish eligibility. Keep the school’s decision and supporting records for the later Grade 1 transition.
The purpose of this check is readiness and a documented entry decision. It should not become a race to purchase increasingly advanced worksheets before a child begins school.

4. Languages of instruction after the mother-tongue amendment
Republic Act 12027, enacted in 2024, ended mandatory mother-tongue instruction from kindergarten through Grade 3. Filipino and English are the primary instructional languages, with regional languages serving auxiliary roles. Mother-tongue instruction remains optional in qualifying monolingual classes, subject to conditions including language resources and appropriately trained teachers. It is therefore inaccurate to describe the amendment as a ban on using a learner’s first language. Language amendment Act.
DepEd’s 2025 implementation policy sets out different classroom language situations, including first-language and Indigenous-language contexts. The separate language-mapping order, issued on 31 October 2025, schedules its first cycle for 2026/27. Mapping identifies pupils’ actual languages to inform the school’s instructional choices; the policy date and the first mapping cycle are different milestones. Classroom language policy, Language-mapping order and orientation.
A useful parent question is: “Which language will introduce a new concept, and how will my child be helped to explain it in Filipino or English?” Knowing the subject content and learning its new vocabulary are related but distinct tasks.

5. Elementary and junior-high curriculum in the current rollout
DepEd’s published MATATAG implementation FAQ places completion of the kindergarten-to-Grade-10 rollout in 2026/27. Its table adds Grades 6, 9 and 10 in that year, following the earlier cohorts. The same older FAQ contains language and assessment passages subsequently changed by newer orders, so the rollout table should not be used to revive superseded classroom rules. Senior high has its own implementation schedule. MATATAG rollout FAQ.
The official curriculum collection shows the early emphasis concretely. Grade 1 includes Language, Reading and Literacy, Mathematics, Makabansa (integrated civics, arts/culture, history and health learning) and Good Manners and Right Conduct. Later collections identify Filipino, English, mathematics, science, social studies, arts, physical education and health, together with home economics/livelihood and technology learning. These are curriculum areas, rather than a claim that every grade has an identical timetable. DepEd curriculum collection, Makabansa curriculum description.
When selecting learning materials, match the grade, curriculum version and current teacher’s sequence. A book labelled K–12 may still reflect an earlier arrangement. Ask the teacher for the current learning target before using older exercises to judge whether a pupil is behind.

6. The three-term school year
DepEd Order 009 of April 2026 introduces a three-term calendar for public elementary and secondary schools and community learning centres. It sets 2026/27 from 8 June 2026 to 8 April 2027, with 201 class days, subject to subsequent adjustments. Private schools, Philippine Schools Overseas, and universities or colleges offering basic education may adopt the arrangement while meeting the applicable calendar requirements. Their schedules should therefore be checked individually. Three-term calendar order.
The order distinguishes teaching blocks from end-of-term blocks used for activities such as grade preparation, learning recovery, professional development and wellness breaks. A gap between teaching terms should not automatically be assumed to be an unrestricted family holiday. Three-term calendar order.
Keep the school’s dated calendar alongside its examination and activity notices. For a transfer, compare the topics already completed and the assessment evidence available, not merely the number of terms. Three terms in school education also do not determine a university’s semester or trimester system.

7. Grades, passing and remediation under the 2026 rules
Binding for public schools, the order encourages adoption by private and other basic-education providers. Order 015/2026 introduces descriptive grading for kindergarten–Grade 1 in 2026/27, extending it through Grade 2 in 2027/28 and Grade 3 in 2028/29. Numerical English, mathematics and science use 20% written work, 50% performance and 30% examinations. For 2026/27, an initial 70 converts to reported passing 75; from 2027/28 numerical grades use direct computation with 75 passing. Non-pilot Grade 12 retains the older component weights this year but uses the new conversion. Assessment Order 015/2026.
Numerical final grades average the term grades, with 75 required to pass. Under numerical promotion rules, failure in at most two areas leads to summer remediation; averaging the original final grade and remedial mark must yield at least 75. Remaining failures can lead to conditional promotion with back subjects, limited to one per term. Failed senior-high prerequisites block the dependent higher subject. More than two failed areas means retention. Early-stage retention requires developmental consideration, sustained support and parental consultation. Assessment Order 015/2026.
Read the report with the teacher: identify which tasks show secure learning and which need practice. A percentage copied from an old online calculator can be misleading during a transition. Ask for the applicable computation and remediation plan before drawing conclusions from one test.
Back to reading routes · Previous chapter · Next: National tests, school records and completion evidence
8. National tests, school records and completion evidence
The Bureau of Education Assessment’s technical notes explain that the Grade 6 National Achievement Test (NAT) measures achievement and supports system monitoring and policy work. Its exit-assessment results are not a graduation requirement. The assessed areas include English, Filipino, mathematics, science and Araling Panlipunan, or social studies. A national achievement result and a school’s completion decision consequently answer different questions. NAT technical notes.
For practical purposes, distinguish a report card showing current progress, a complete school record showing earlier study, and the certificate or diploma confirming the stage completed. Ask the receiving school which records it needs and how missing records can be resolved. Do not substitute a screenshot of a test score for an official completion document.
A family moving after Grade 6 can prepare a simple handover folder: recent work, teacher feedback, the official record requested by the new school and any learning-support arrangements. The purpose is continuity of learning, not constructing an unofficial national entrance ranking from the NAT.

9. Senior high: the new tracks and the cohort boundary
Order 017/2026 rolls out Strengthened Senior High School nationally for Grade 11 in 2026/27 and Grade 12 in 2027/28. Non-pilot Grade 12 continues the 2016 curriculum this year. The new Academic and Technical-Professional (Tech-Pro) tracks share five Grade 11 core subjects covering communication, mathematics, science, life/career skills and Philippine history/society. Senior-high Order 017/2026.
This makes the learner’s cohort essential. Two siblings attending the same school may require different subject lists and learning materials. Ask the school to identify the curriculum governing each child rather than assuming a newly announced track applies simultaneously to all senior-high students.
Choose electives by working backwards from the next step: the intended degree’s subject preparation, the occupational competencies sought, and what the school can actually teach. Obtain the school’s own offerings and timetable before buying a review package or planning a transfer. A national catalogue is not a guarantee that a particular campus offers every choice.
Back to reading routes · Previous chapter · Next: Senior-high completion and work immersion
10. Senior-high completion and work immersion
The new Academic route requires 800 core hours and at least 1,200 elective hours. Tech-Pro requires 800 core hours and at least 1,280 elective hours, including its prescribed immersion arrangement. Grade 12 work immersion is mandatory in Tech-Pro and optional in Academic, with 320–640-hour models. All prescribed subjects and hours must be completed; extra electives taken must also be passed. School units do not automatically become university credits. Senior-high Order 017/2026.
Before an immersion placement, ask about supervision, the work to be performed, travel, safety arrangements and how the school will assess learning. A placement should create evidence of competence, not simply an attendance total. Keep a record of the agreed tasks and the supervisor’s feedback.
For a student considering both work and college, compare the intended occupational assessment with the university’s entry requirements separately. Ask whether the receiving institution recognises any prior learning and obtain its written decision. Neither a placement nor a promising track label alone settles admission or credit transfer.
Back to reading routes · Previous chapter · Next: Alternative Learning System routes
11. Alternative Learning System routes
The 2026 Alternative Learning System (ALS) guidelines introduce a revised curriculum for basic literacy, Accreditation and Equivalency (A&E) elementary, and A&E junior high from 2026/27. Existing ALS senior-high providers continue their specified earlier curriculum until separate strengthened guidelines replace it. Basic-literacy completers may enter A&E elementary or formal Grade 4; A&E elementary passers may enter A&E junior high or Grade 7; A&E junior-high passers may enter senior high. Enhanced ALS guidelines.
Programme duration depends on assessed prior learning. Learners maintain portfolios, and some may leave with certification of particular mastered competencies rather than full A&E certification. The order prohibits programme fees and directs school-aged prospective learners towards formal schooling where appropriate. It leaves detailed new assessment arrangements to separate guidance. Enhanced ALS guidelines.
A returning learner should explain what was completed, what records survive and what qualification is needed next. Ask the community learning centre whether the proposed route leads to a full equivalence or a narrower competency certificate. These are different achievements with different progression consequences.
Back to reading routes · Previous chapter · Next: How the national qualifications levels fit together
12. How the national qualifications levels fit together
The Philippine Qualifications Framework (PQF) has eight levels. National Certificates I–IV occupy Levels 1–4; diploma provision sits at Level 5, where technical and higher-education pathways meet. Bachelor’s qualifications are at Level 6, postgraduate diplomas and master’s at Level 7, and doctorates at Level 8. The framework describes learning outcomes, application and independence, rather than simply counting years spent in class. Senior-high completion forms a foundation for further qualifications. PQF levels and descriptors.
A level is not a promise that every qualification at that level has the same subjects, credit volume or professional purpose. An applicant comparing two diplomas should check the award title, awarding body, assessed competencies and intended progression agreement. A bachelor’s programme may still require its own admission decision and specific coursework.
Keep three questions separate when comparing a school-leaver route with technical training: What school stage has been completed? What occupational competence has been certified? What further programme is the learner eligible to enter? Writing the answers separately helps expose missing steps before fees are paid.

13. A concrete TESDA example: Computer Systems Servicing NC II
TESDA’s currently listed Computer Systems Servicing National Certificate II training regulations were amended in December 2013. They specify a nominal 280-hour curriculum: 40 basic, 80 common and 160 core hours. Entry includes communication ability and a trainability/aptitude test, while providers may impose further institutional requirements. This is a named occupational programme, not the duration of every technical course. TESDA servicing qualification.
National certification requires demonstrated competence across the qualification. Its four core Certificates of Competency cover installing/configuring computers, setting up networks, setting up servers, and maintaining/repairing systems and networks. Successful accumulation of the required competencies leads to the National Certificate. Experienced workers as well as graduates of formal, non-formal or informal training can apply for assessment. Training attendance alone is insufficient. TESDA servicing qualification.
When comparing providers, ask whether the advertised price includes training, assessment and any reassessment. Confirm the exact qualification version and assessment centre. A short introductory computer class may be useful without covering the full competence required for this National Certificate.
Back to reading routes · Previous chapter · Next: University admission: the current UPCAT example
14. University admission: the current UPCAT example
Universities set their own selection processes. The University of the Philippines College Admission Test (UPCAT) 2027 bulletin is for entry in 2027/28, not the ongoing 2026/27 academic year. The examination was scheduled for 1–2 August 2026, with results expected in the first half of 2027. It combines language proficiency, science, mathematics and reading comprehension with school performance from Grades 8–11; geographical and socioeconomic considerations also enter the selection process. UPCAT 2027 bulletin.
The bulletin limits first-year eligibility by schooling history, earlier UPCAT participation and prior postsecondary enrolment. Campus and programme places are competitive, and some programmes require additional assessment. Completing senior high therefore does not ensure a place in a particular UP programme. UPCAT 2027 bulletin.
For any institution, record the intended intake, permitted applicant category, deadline, required records and subject prerequisites. Someone who has already begun college should ask about the transfer route rather than reuse a first-year form. The receiving university’s rules, rather than a general description of Philippine education, control that decision.
Back to reading routes · Previous chapter · Next: A bachelor’s curriculum in practice: UP Diliman Computer Science
15. A bachelor’s curriculum in practice: UP Diliman Computer Science
UP Diliman’s Department of Computer Science presents its 2018 curriculum as its latest revision. The Bachelor of Science in Computer Science comprises 148 units over four years, including a required midyear internship. The curriculum builds computing foundations through areas such as programming, algorithms, computer systems and software engineering, with laboratory learning alongside theoretical work. UP Computer Science curriculum.
Research-group membership is required for the listed special-project/thesis sequence. The department explains that research work and electives allow students to develop a focus, although the diploma and transcript do not carry a separately named specialisation. A student’s practical focus can therefore be more specific than the formal degree title. UP Computer Science curriculum.
This example shows why a duration alone is incomplete information. Check the current curriculum checklist, prerequisites, internship timing and final-project arrangements. A missed prerequisite or an unavailable placement can affect an individual study plan even when the published programme is designed for four years. Other institutions and degrees have different credit and completion requirements.
Back to reading routes · Previous chapter · Next: Degree completion and professional registration
16. Degree completion and professional registration
UP Diliman’s published graduation rules require completion of the curriculum and other requirements, clearance of deficiencies and formal processing for graduation. They also require at least one year of residence; for external transferees, this accompanies completion of at least half the required programme units. These are institutional rules from its published academic-information collection, not a newly introduced national 2026 graduation formula. UP graduation requirements.
Professional registration is another stage. For example, the Professional Regulation Commission’s nursing requirements identify a Bachelor of Science in Nursing as the degree basis for the licensure examination, with prescribed supporting documents. The commission separately publishes the examination schedule and application periods. Holding the degree should not be presented as having already obtained the professional licence. PRC nursing examination requirements, PRC 2026 examination schedule.
A final-year student should make a completion checklist early: outstanding courses, placement or project, academic clearance, official records and any profession-specific examination application. Ask the relevant regulator about the current route, particularly after studying abroad or taking a long break from professional practice.

17. Master’s admission and choosing a thesis route
The UP Asian Center’s published admissions guide accepts applicants with a Bachelor of Arts or Bachelor of Science degree and specifies a general weighted average of 2.0 or its equivalent. It asks thesis applicants for a research plan and non-thesis applicants for an essay, together with academic records and recommendations. Because that page retains older intake and pandemic-era procedural material, applicants should obtain the current semester’s application notice rather than reuse an old deadline or examination arrangement. Asian Center admissions guide.
Its Philippine Studies programme overview distinguishes a 30-unit Master of Arts thesis route and a 36-unit non-thesis master’s route. Areas of focus include development, foreign relations and sociocultural studies. The larger taught-course total does not make the non-thesis route interchangeable with a research dissertation. Philippine Studies programme overview.
Before choosing, discuss the intended use of the qualification: specialist professional development, a research career or later doctoral admission. Ask what research preparation, language work and final assessment each route requires. A future doctoral programme may evaluate the applicant’s research experience separately from the master’s title.
Back to reading routes · Previous chapter · Next: What completing a master’s actually involves
18. What completing a master’s actually involves
UP Diliman’s general master’s rules require a recognised bachelor’s degree and suitability for advanced work. The thesis option includes at least 24 formal graduate-course units, excluding the thesis; the non-thesis option requires at least 30. Colleges may prescribe more. Students must maintain a cumulative weighted average grade (CWAG) of 2.00 or better. The thesis route involves original research or creative work and oral defence, while the non-thesis route includes a comprehensive examination. UP master’s rules.
The general completion limit is five years, with separately regulated extensions, and at least one academic year of residence is required before the award. Five years is a limit under these rules, not a promise that every master’s normally lasts five years. The named Philippine Studies totals illustrate how a programme can exceed the general coursework minimum. UP master’s rules.
For planning, ask when the required courses run, when a supervisor is appointed and what must be finished before the final assessment. A working student should budget time for sustained research, revisions and administrative completion, rather than counting only classroom contact hours.
Back to reading routes · Previous chapter · Next: Doctoral entry, candidacy and the dissertation
19. Doctoral entry, candidacy and the dissertation
UP Diliman’s published graduate rules allow a bachelor’s degree for a direct doctoral programme or a master’s degree/equivalent for other doctoral admission, alongside academic, language and unit-specific selection. A student entering with a bachelor’s in the discipline or an unrelated master’s must complete at least 45 formal graduate-course units; a relevant master’s reduces that minimum to 24. Both exclude the dissertation. UP doctoral rules.
The rules require a CWAG of 1.75 or better, a qualifying examination where applicable, candidacy examination, original independent research and a successful public oral dissertation defence. They also require submission of a preprint paper. That wording should not be replaced with an invented universal requirement for an already published journal article; a particular college may impose stricter requirements. UP doctoral rules.
The published regular limit is six years for relevant-master’s entrants, or eight for bachelor’s/unrelated-master’s entrants, from first graduate enrolment and including leave. Prior credited study can shorten it; extensions need approval. These are completion limits, not normal durations. UP doctoral completion limits.
A prospective researcher should discuss supervision, research access, ethics review where relevant and the programme’s residence requirements. Admission, candidacy and final award are separate milestones. Completing coursework does not by itself establish that the doctoral research and defence requirements have been met.

20. ETEEAP: recognising substantial prior experience
Republic Act 12124 institutionalised the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) in 2025. Its basic eligibility includes Filipino citizenship, age at least 23, secondary completion or the specified equivalent qualifying the applicant for college, and at least five aggregate years of relevant work. The experience must relate to the programme sought. Deputised higher-education institutions evaluate learning and competencies and identify remaining requirements. ETEEAP Act 2025.
This is an assessed route, not a degree awarded simply for reaching a birthday or spending five years in employment. Prepare evidence showing what work was actually performed and learned: responsibility, training, outputs and the relationship to the intended qualification. Ask the authorised institution how it validates prior learning and what additional study or assessment remains.
An overseas worker should also establish which programme and delivery arrangements are authorised before committing to a provider. A promise of an unusually fast degree is not evidence of valid assessment. Obtain a written explanation of the award, assessment stages, costs and unresolved requirements.

UniFAST’s Free Higher Education guidance covers eligible Filipino undergraduates in State Universities and Colleges and CHED-recognised Local Universities and Colleges. Applicants must satisfy admission and retention rules, must not already hold an undergraduate degree, and must remain within the prescribed programme period plus one year. Covered tuition and school fees should not be confused with an unconditional entitlement to every living or study expense. UniFAST free higher education.
The separate Tertiary Education Subsidy can support eligible students in public or private institutions. UniFAST’s 2026/27 guidance applies prioritisation and available-funding conditions. Meeting an institution’s admission requirements or receiving a tuition exemption does not automatically establish selection for that subsidy. UniFAST tertiary subsidy.
Compare the complete cost of a realistic study plan: transport, accommodation, food, equipment, internet access, materials, fieldwork and possible repeat courses. Ask the institution which fees are covered, which support has actually been awarded and when it is released. Keep confirmation of the award and its renewal conditions; an advertised scholarship headline is not the same as a confirmed funding package.

CHED’s November 2025 warning about unauthorised graduate programmes advises checking institutional recognition and the required authority for the actual programme, including online or distance provision. It warns that credentials from unrecognised offerings will not be validated for the stated purposes. Verify the exact campus, qualification and delivery mode through CHED or its regional office, rather than relying solely on an institution’s name or an advertising logo. CHED programme-authority warning.
For a foreign qualification, ask the receiving university, employer or professional regulator which equivalency or authentication decision it requires. CHED’s published service framework includes evaluation for a certificate of equivalency, with academic records and curriculum evidence. Its older charter should be used to identify the service, while the current office should confirm today’s documents and procedure. CHED equivalency service charter.
Keep authentication, academic recognition, admission and professional licensing separate in the enquiry. Each answers a different question. A correctly authenticated diploma can still require evaluation for a specific programme, and an admission offer does not by itself establish professional eligibility in another country.

23. Three practical pathway examples
A Grade 10 completer choosing senior high should first identify the actual curriculum at the receiving school, then compare available electives with the intended next step. For a computing interest, ask both the school and the intended university what preparation is useful. For an occupational route, ask which competency assessment the training prepares for. This avoids choosing by an old strand label alone.
An experienced computer technician can assemble a portfolio of real work and ask an authorised assessment centre about the relevant TESDA qualification. The useful question is which competencies still need demonstration, not whether years of employment automatically replace assessment. If the longer-term goal is a degree, a separate institution must evaluate admission or any recognised prior learning.
A bachelor’s graduate considering research should compare the master’s thesis route, the programme’s supervision and its later doctoral entry requirements. Request the actual curriculum and completion rules before assuming that a taught master’s provides the same preparation. For all three learners, preserve official decisions and records: a verbal assurance is difficult to rely on when a school, employer or receiving university changes.

Is senior high the same as a technical certificate? No. School completion and an occupational competency award are separate credentials. Can a national achievement score replace a school diploma? No; obtain the official completion documents required by the receiving institution. Are all master’s degrees thesis-based? No; compare the actual programme and final assessment.
Does a lower numerical university grade always mean worse performance? Do not assume so. The UP graduate examples above use a scale on which 1.75 is better than 2.00. Read the institution’s grading legend when comparing transcripts. Does “free higher education” mean any college is free? Check institution, citizenship, programme and continuing eligibility before planning around that benefit.
