Time-to-Core (TTC):
The time between a local failure (edge node) and a core organ failure (system-wide) if no successful repair intercepts it.
Canonical sentence:
Civilisation stability is the ability to repair faster than failures can reach the core.
What “Core” Means (CivOS)
The core is not “the capital city.”
The core is any organ whose failure collapses many other systems.
Core organs typically include:
- Food / supply continuity
- Water / sanitation
- Energy / utilities
- Healthcare repair capacity
- Governance routing (rules + enforcement + triage)
- Finance / allocation + trust
- Security / force + deterrence
- Education / regeneration pipeline

A civilisation works when failures in one area do not reliably take down the core.

TTC is produced by physical and social buffers:
