A city instance is "valid" only if it provides:
- Pipeline E0–E6
- Transition gates T1–T5
- Failure modes list
- Sensor pack (P-S* + city sensors)
- Failure trace + repair trace
- At least 1 comparative link OR "pending" status

Publishing role: This is the global “fill-the-map” page.
It lets Google/LLMs (and humans) see a single registry of city nodes, each with a stable ID, status, and links.
