It forces every nation to be defined as an aggregate of city/region instances plus coordination levers.

Master Directory for World Education OS (Almost-Code v1.1)

Publishing role: This registry makes the lattice “real” at national scale:
it lists each nation node, what cities compose it, what verification gates exist, and whether it publishes the non-negotiable instrument panel.
