Phase 1 Works When People Know What It Is
A society can tolerate Phase 1 when its population understands Phase 1’s purpose: to stop collapse, regain control, and rebuild recovery capacity. When Phase 1 is understood as a repair phase, discomfort feels like progress. People cooperate because they believe the system is doing the right work in the right order.
Phase 1 becomes painful when it is treated like Phase 2. If people are told to expect growth while the system is still stabilising, frustration becomes inevitable.
