Chain of Custody | Who Had the Shipment, When and Under What Condition

Chain of custody is the documented sequence showing which person, organisation or controlled process had possession or responsibility for a shipment or identified object at each stage of its journey.

In one line: chain of custody answers, “Who controlled this object, when did that control change, and what evidence survived the handoff?”

This is Article 46 in eduKateSG’s 100-article logistics authority build. The canonical parent remains How Logistics Works. Article 45 added regulatory state at the border. Chain of custody adds possession and accountability across the whole multi-actor journey.

Reader Status and Scope

  • Reader job: understand how custody history differs from simple tracking and why handoff evidence matters.
  • Mechanism owner: identity, possession, responsibility, transfer timestamps, condition evidence, seals, signatures, scans and exception gaps.
  • Boundary: legal chain-of-custody requirements differ by sector and jurisdiction. This article explains the logistics mechanism, not evidentiary law or sector-specific compliance.
  • Evidence anchor: GS1’s Global Traceability Standard defines traceability as the ability to trace the history, application or location of an object and requires records of critical tracking events across shipments and receipts; EPCIS provides a standard event language for sharing those observations across organisations.

Location Is Not Custody

A tracking system may say a pallet is at Terminal 4.

Chain of custody asks a different question: which organisation or authorised process had control of the pallet at that moment?

The same location can contain freight under the custody of different carriers, terminal operators, customs-controlled processes or warehouse providers.

Where it was and who controlled it are related facts, but they are not the same fact.

Ownership Is Not Custody Either

A buyer may own goods while a carrier physically controls them. A manufacturer may retain ownership while a 3PL stores the inventory. A courier may hold a parcel for minutes without owning any part of it.

Custody is about possession or control in the operating chain. Ownership is a commercial or legal relationship that can follow different rules.

Confusing the two makes claims and responsibility harder to diagnose.

The Basic Custody Chain

Origin custodian → handoff evidence → carrier → terminal / hub → onward carrier → warehouse / final-mile operator → authorised receiver.

Not every shipment uses all these actors. The invariant is that each transfer should leave enough evidence to reconstruct who controlled the item before and after the boundary.

Identity Comes Before Custody

You cannot preserve custody of “the shipment” if nobody can establish which physical object the record refers to.

Depending on the flow, identity can sit at item, serial, parcel, pallet, container, shipment or consignment level.

Article 39, SSCC and Logistics Units, shows why unique logistics-unit identity is so valuable: custody events can keep referring to the same unit even when the organisation holding it changes.

A Handoff Needs an Exit and an Entry

One actor saying “we released it” is not always enough.

The stronger handoff contains two compatible observations:

Previous custodian relinquishes control → next custodian accepts control.

If those events are hours apart, the gap itself becomes important. Where was the shipment during the unacknowledged interval? Who could act on it? Who would notice damage?

A Custody Gap Is an Unknown, Not Automatic Proof of Wrongdoing

If the chain contains an unrecorded interval, that does not prove theft, tampering or negligence.

It means the evidence is insufficient to explain the object’s control history confidently.

That distinction matters. Good logistics should surface uncertainty without inventing a cause.

Condition Should Travel With Custody When Condition Matters

For ordinary durable goods, a scan and signature may be enough. For temperature-sensitive, fragile, high-value or regulated cargo, the handoff may need stronger condition evidence.

  • Seal intact or broken.
  • Temperature within range.
  • Shock indicator state.
  • Visible damage present or absent.
  • Package count.
  • Security device status.

Custody without relevant condition can tell us who held the shipment while still failing to tell us when usability was lost.

Seals Are Evidence, Not Magic

A numbered seal can provide evidence that a container, trailer or package remained closed between two observations.

But a seal only helps if the seal number is recorded correctly, the seal itself is suitable, and the receiving actor verifies that the same seal is present and intact.

A perfect record of the wrong seal is still weak evidence.

Signatures Show Acceptance, but Their Meaning Depends on the Process

A signature can show that a named person accepted a handoff at a particular time.

It may not prove that every item was counted, every carton was undamaged or every temperature requirement was checked.

The custody process should define what the signature actually certifies rather than allowing one mark to imply unlimited verification.

Scans Give Machine-Readable Handoff Evidence

Barcode or RFID capture can record that a specific identified object was observed at a controlled point.

When paired with operator, time, location and business-step data, that observation becomes much stronger evidence of custody transition.

This is where Batch 10’s identity standards become operational rather than decorative.

EPCIS Can Represent the Event History

GS1 describes EPCIS as a standard for visibility data recording events that happened to objects in the real world across multiple physical locations and organisations.

An EPCIS event can record the object involved, when and where the event occurred and the business context. EPCIS 2.0 can also carry sensor-status information such as temperature or shock.

That makes it a natural data layer for reconstructing parts of a custody and condition history where the implementation captures the relevant handoffs.

Traceability Is Wider Than Custody

GS1’s Global Traceability Standard defines traceability broadly as the ability to trace the history, application or location of an object.

That can include production, transformation, aggregation, storage, shipping, receiving and distribution events.

Chain of custody is one important slice of that history: the control and possession path.

Custody Can Transfer Without Physical Movement

A terminal can change operational responsibility for cargo while the container remains in the same stack position.

A warehouse may place inventory under a quality hold while the pallet does not move at all.

This is why custody events should not be inferred only from GPS movement.

Physical Movement Can Occur Without a Custody Change

A carrier can move a trailer from one yard position to another while remaining the same custodian.

Again, movement and custody are orthogonal dimensions. Good event models can represent both without confusing them.

Subcontracting Creates Hidden Custody Layers

A shipper may contract Carrier A, which subcontracts a local haulier. The commercial relationship can remain with Carrier A while the physical goods are controlled temporarily by another operating company.

If the custody record ignores the physical subcontractor, the visible contract chain can differ from the real possession chain.

High-accountability flows should make that distinction explicit enough for the risk involved.

Aggregation Can Hide Individual Custody Unless Relationships Are Preserved

Ten cartons may be placed on one pallet and later loaded into a container.

The carrier may take custody of the container without individually scanning every carton. That can still preserve carton-level traceability if the digital parent-child relationships were created correctly before loading.

If those relationships are lost, the chain can trace the container while losing the objects inside it.

Deconsolidation Must Break the Parent Relationship at the Right Time

When a pallet is broken and cartons move to separate receivers, custody history should follow the new physical paths.

A stale aggregation record can falsely imply that items remain together after they have physically separated.

Article 31, Consolidation and Deconsolidation, provides the physical mechanism; custody records should mirror those structural changes.

Custody Evidence Should Be Proportional to Consequence

Requiring signatures, photographs, seals, biometric checks and continuous sensors for every low-value parcel would create enormous cost and friction.

High-value pharmaceuticals, forensic samples or sensitive electronics may justify much stronger evidence.

The right custody design matches evidence intensity to the consequence of uncertainty.

A Broken Chain Should Trigger Containment, Not Storytelling

If a seal is broken unexpectedly or a custody handoff has no confirming event, the system should isolate the issue and determine what evidence is missing.

  • Hold the affected unit if required.
  • Preserve available records.
  • Identify the last trusted state.
  • Identify the first trusted downstream state.
  • Contact the actors spanning the gap.
  • Inspect condition where relevant.
  • Document the resolution.

The repair process should narrow uncertainty rather than invent a convenient narrative.

Chain of Custody and Proof of Delivery Are Different

Proof of delivery closes a specific receiving event: did the shipment reach the authorised receiver or agreed location?

Chain of custody is the broader possession history that can stretch from origin through every intermediate handler to that final event.

Article 47 takes proof of delivery directly.

Chain of Custody at Three Zoom Levels

One handoff

Can both sides identify the same object, the same transfer time and the same relevant condition state?

One shipment

Can the sequence of custodians be reconstructed without unexplained gaps?

One network

Do several organisations use compatible identities and event evidence strongly enough that custody survives subcontracting, aggregation, transfer and delivery?

A Singapore Lens

Singapore’s logistics role creates dense custody changes across ports, air-cargo terminals, warehouses, freight forwarders, carriers and receivers.

The transferable principle is straightforward: the faster and more multi-actor the flow becomes, the more valuable standard identity and timestamped handoff evidence become when something later needs to be traced or investigated.

Hostile Test: “The Tracking Page Shows Every Location, So Custody Is Complete”

Who had control between those locations?

Was the item handed to a subcontractor? Did the receiver accept it? Was the seal checked? Did the condition remain within requirement? Were the timestamps based on real physical observations or estimated status updates?

A location trail can support custody evidence, but it is not automatically a custody chain.

Chain-of-Custody Audit

  • What exact physical object is being tracked?
  • Which identifier persists across the journey?
  • Who is the current custodian?
  • What event proves the last transfer?
  • Did the previous custodian relinquish and the next custodian accept?
  • What relevant condition was recorded?
  • Were seals or security devices verified?
  • Are subcontractors visible in the physical possession chain?
  • Do aggregation and deconsolidation records follow the real structure?
  • Are any intervals unaccounted for?
  • What containment process starts when evidence breaks?
  • Is evidence intensity proportional to shipment consequence?

Final compression: custody is the history of control, not merely the history of coordinates. A strong chain names the object, names each custodian, records each transfer and preserves enough condition evidence that responsibility can still be reconstructed after the shipment has moved on.
