Your bathroom floor is someone else’s ceiling.
That single fact explains most of HDB’s caution around wet-area renovation.
A beautiful tile finish is visible.
The waterproofing underneath it is not.
Yet when the invisible layer fails, water can migrate through the floor slab, damage the neighbour’s ceiling, affect electrical items, create mould and force two households into a repair problem neither can ignore.
HDB therefore regulates wet-area renovation around one central principle:
THE FINISH MAY BELONG TO YOUR BATHROOM; THE CONSEQUENCE OF WATERPROOFING FAILURE DOES NOT.

HDB currently imposes a three-year restriction period in newly built flats on the removal of bathroom and toilet wall and floor finishes.

Wait, What? The Tile Is Not the Waterproofing
Ceramic and homogeneous tiles can shed water from their surfaces.
That does not mean the tiled floor is itself the complete waterproof system.
Water can find joints, cracks, interfaces around floor traps and penetrations beside pipes.
The protective layer has to sit underneath the decorative finish and remain continuous around the difficult edges.
This is why a bathroom renovation that looks perfect from above can still fail below.
Why New Flats Have a Three-Year Restriction
HDB’s current guidelines state that newly built flats have a three-year restriction period for removal of bathroom and toilet wall and floor finishes.
The logic is protection of the original wet-area system during the early life of the building.
New homeowners may dislike the original tiles.
But hacking them out immediately can disturb the waterproofing construction beneath and complicate responsibility if leakage later appears.
The restriction therefore separates aesthetic preference from building-waterproofing risk.
Overlay Can Be Different From Removal
HDB’s guidelines distinguish hacking and replacement from laying finishes over an existing finish using adhesive, subject to conditions.
Where an overlay is permitted, HDB limits the additional finish-plus-adhesive thickness and requires the existing floor-trap arrangement and drainage behaviour to remain acceptable.
The important conceptual difference is:
ADDING ABOVE THE EXISTING WATERPROOFED SYSTEM
is not the same operation as
HACKING DOWN INTO IT.
The 150mm Upturn Protects the Edges
A flat waterproof membrane only across the centre of the floor would leave the perimeter vulnerable.
HDB therefore requires the membrane in bathrooms and toilets to turn upward by at least 150mm against walls, kerbs and pipes under the relevant replacement works.
This makes the waterproof layer behave more like a shallow tray.
Water does not meet an immediate seam exactly where the floor meets the vertical surface.
Pipes Are Critical Penetration Points
Every pipe passing through or beside the wet-area floor creates an interface.
Interfaces are where waterproofing systems often become vulnerable.
HDB’s guidance therefore pays particular attention to membrane upturns around pipes and proper floor-trap detailing.
The broad lesson is simple:
THE MOST IMPORTANT WATERPROOFING DETAIL IS OFTEN NOT THE LARGE FLAT AREA; IT IS THE EDGE, CORNER OR PENETRATION.
Why the Long-Collar Floor Trap Matters
HDB requires a UPVC floor-trap grating with a long collar under the relevant floor-finish replacement works.
The floor trap is where surface water intentionally leaves the bathroom.
That makes it a high-risk interface between waterproofing, screed, tile and drainage pipe.
A good wet-area system does not merely stop water.
It guides water reliably to the place where it is supposed to leave.
The Floor Must Still Drain
Waterproofing without drainage creates a bathtub.
Drainage without waterproofing creates a leakage risk.
The floor therefore needs a suitable gradient toward the floor trap while maintaining the protective layers below.
HDB’s ceiling-leak repair guidance similarly describes laying a waterproof screed with a gentle gradient to facilitate drainage after the membrane is installed.

Why the 50mm Floor-Thickness Limit Exists
HDB currently limits the total thickness of floor finishes and screed to 50mm under the relevant floor replacement rules.
Floor build-up affects more than appearance.
It changes:
- dead load on the slab;
- door and threshold levels;
- drainage fall;
- step heights;
- window or parapet safety height in applicable spaces;
- interfaces with neighbouring finishes.
The floor is therefore part of the building geometry, not simply a decorative surface.
Bathrooms and Kitchens Are Not the Same Wet-Area Problem
HDB’s current building-work guidelines treat bathroom and toilet floors differently from kitchen and open-balcony floors.
Bathrooms and toilets require the full waterproofing membrane treatment under the relevant replacement works.
For kitchens and open balconies, HDB’s floor-finish conditions require pre-packed waterproofing screed and specify waterproofing membrane treatment around sanitary stacks—minimum 150mm upturn for a radius of 400mm around the stack—rather than describing the entire kitchen floor as a bathroom-style waterproof membrane area.
HDB’s home-care guidance also advises residents to mop kitchens rather than wash them because there is no ordinary bathroom-style waterproofing membrane beneath kitchen floor tiles.
“Wet area” is therefore not one uniform technical category.
Why Washing the Kitchen Can Become a Downstairs Problem
A bathroom is designed for regular floor wetting and drainage.
A kitchen is not necessarily designed for the same water exposure.
If a resident repeatedly floods or hoses the kitchen floor, water can exploit cracks and joints in a floor system not intended to behave like a shower tray.
Good maintenance begins by using each space according to the water-management system actually built beneath it.
Ceiling Leaks Reveal the Hidden Shared Boundary
HDB explains that inter-floor ceiling leaks commonly occur when water from the upper flat penetrates through the concrete floor slab, often because the waterproof membrane and screed have deteriorated over time.
The affected lower flat sees a ceiling stain.
The source may be a floor system above.
This is one of the purest examples of how one HDB flat is physically part of another household’s environment.
Repair Responsibility Can Cross Two Households
For inter-floor leaks between flats, HDB’s current guidance states that owners are responsible for the upkeep of their respective flats, including the floor and ceiling slabs, and affected neighbours generally arrange the necessary repairs under the applicable shared-responsibility framework.
If the leak comes from common property such as an external wall or roof, the Town Council becomes the relevant maintenance party.
Diagnosis determines ownership of the repair.
Waterproofing Failure Can Damage More Than Paint
Persistent leakage can lead to:
- mould;
- damaged ceiling finishes;
- corrosion risk around affected components;
- damage to electrical items;
- repeated neighbour conflict;
- larger repair works if the source is not corrected.
This is why covering the downstairs stain without repairing the upstairs water path is not a complete solution.
Failure Mode: Choosing Tiles Before Designing the Water Path
Homeowners often spend more time comparing tile colour than studying floor traps, gradients and waterproofing details.
The order should be reversed.
The invisible system decides whether the beautiful surface remains trouble-free.
Failure Mode: Treating Waterproofing as a Product Instead of a System
Buying a premium membrane does not guarantee a waterproof bathroom.
The result also depends on:
- surface preparation;
- continuity;
- corners;
- pipe penetrations;
- upturn height;
- curing;
- screed quality;
- drainage gradient;
- floor-trap detailing;
- damage by later trades.
Water finds the weakest detail, not the strongest product label.
Failure Mode: Hacking New-Build Bathroom Finishes Too Early
HDB’s three-year restriction exists for a reason.
A new owner may be eager to replace an unfashionable tile palette immediately.
Preserving the original waterproofing system through the restriction period is more important than achieving the ideal bathroom aesthetic on Day 1.
Failure Mode: Solving the Downstairs Symptom Only
Painting the lower ceiling hides the evidence.
It does not stop the water path.
Leak repair should begin with diagnosis of the source and a method appropriate to the actual failure.

- Check the flat’s age and whether the three-year restriction applies.
- Identify whether the work requires an HDB permit.
- Engage the required HDB-listed renovation contractor.
- Remove finishes only within the approved scope.
- Prepare penetrations, floor traps and substrate properly.
- Install the required waterproof screed and membrane system.
- Maintain required upturns and thickness limits.
- Create correct drainage falls.
- Lay finishes without damaging the waterproof system.
- Watch for early leakage signs after occupation.
Forward Play: Follow One Drop of Water
The shower sprays.
Water lands on tile.
The floor gradient directs it toward the trap.
Any moisture reaching below the finish meets the waterproofing layer.
The membrane turns upward at edges and penetrations.
The water is kept out of the slab and guided back toward drainage.

That absence of evidence is the waterproofing system succeeding.

The lower household sees discoloration.
Work backwards.
Water crossed the floor-ceiling slab.

The protective layer, penetration detail or drainage system above may have failed or deteriorated.
The visible defect is downstairs.
