This is why HDB’s renovation rules treat windows, grilles and air-conditioning equipment as more than interior-design choices.

Inside the flat, a loose cabinet door mostly threatens the household.
At the façade, gravity changes the risk.
A window component can fall many storeys.

An air-conditioning unit can affect the external appearance, structure, drainage and people below.
The building edge is therefore a shared safety boundary even when the fixture serves only one home.
Window Owners Carry an Ongoing Maintenance Duty
HDB states that flat owners and occupants are responsible for the upkeep of their windows.
BCA’s current window-safety guidance makes the reason explicit: windows are exposed continuously to wind, rain and ordinary wear, and deterioration can create the risk of a falling window.

The safety duty therefore continues long after renovation is over.

Why BCA-Approved Window Contractors Are Required
HDB requires all aluminium window installation and replacement work to be carried out by a BCA-approved window contractor listed in HDB’s directory.
BCA defines approved window contractors under its regulatory contractor framework and requires the actual installation or supervision to involve trained window installers.
This controls two things:
- the company carrying the regulatory responsibility;
- the competence of the person doing or supervising the installation.
A high-rise window is not an ordinary carpentry item.
Window Safety Is a Life-Cycle Problem
A perfectly installed window can become unsafe years later if:
- rivets corrode or loosen;
- friction stays wear;
- sliding-window safety stoppers fail;
- frames distort;
- fasteners deteriorate;
- owners ignore abnormal movement.
BCA’s homeowner guidance therefore emphasises a simple maintenance discipline: check, clean and change worn parts.
Good façade safety is not created once at handover.
It is maintained repeatedly.
Full-Height Windows Have a Stronger Restriction
HDB currently states that replacement of full-height windows, including three-quarter-height and bay windows, is strictly not allowed as an ordinary renovation work.
Permission may be considered where a damaged frame requires complete replacement.

A full-height window can also perform the role of a safety barrier.
Replacing it changes not only glass and frame but potentially the fall-protection system at the building edge.

BCA’s current window-safety framework includes specific requirements for replacing or reinstating safety barriers integrated with windows.
Such work must be carried out by an approved window contractor or builder using a trained window installer who has completed the relevant safety-barrier module where required.
This is another reminder that the apparent “window” may also be part of the building’s fall-prevention system.
Original Safety Railings and Grilles Are Not Decorative Extras
HDB lists the removal or tampering of original safety railings and grilles provided by HDB, developers or upgrading programmes among examples of disallowed renovation works.
If a railing exists to stop a person falling from a full-height opening, removing it because the view looks cleaner defeats the purpose of the original safety design.
Aesthetic minimalism does not override fall protection.
Window Grilles Carry Their Own Owner Responsibility
HDB states that owners are responsible for the proper installation, stability and maintenance of window grilles, including grilles at recessed window ledges.
A grille therefore creates a continuing duty similar to the window itself.
Security equipment must remain physically safe.
Air-Conditioner Condensers Are Heavy Façade Equipment
A split-system condenser is not a small decoration mounted outside a room.
It is a heavy mechanical unit that:
- vibrates;
- rejects heat;

- has to remain securely supported for years.
HDB therefore requires installation by a BCA-trained air-conditioning condensing-unit installer.
The Air-Conditioner Ledge Has One Job
HDB currently states that the air-conditioner ledge is to be used strictly for placing air-conditioning condensing units.
Examples of disallowed works include changing the use of the ledge or partially or totally enclosing it, including with external grilles.
This protects access, ventilation, loading and the intended façade function of the ledge.
A space that looks like spare outdoor storage may actually be engineered service space.
Condensing Units Cannot Simply Be Put Along the Common Corridor
HDB’s current technical conditions prohibit air-conditioning condensing units from being located along common corridors.
This protects common access and keeps privately owned mechanical equipment inside approved locations rather than projecting into shared circulation space.
Piping Must Run Internally
HDB states that air-conditioning piping must be run internally.
The rule controls façade clutter and prevents arbitrary external pipe routes from accumulating across a high-rise building.
One household’s convenient pipe route, repeated hundreds of times, becomes the building façade.

HDB prohibits hacking holes or openings through existing reinforced-concrete structures for air-conditioning installation.

Condensation Water Needs a Designed Exit
HDB requires air-conditioner pipe joints to be insulated to prevent condensation and dripping.
Condensation water must be discharged properly into a nearby floor trap inside the flat.
This prevents the façade from becoming the drainage system.
Water dripping from a high-rise condenser or poorly insulated pipe may look like a minor nuisance.
Repeated over time, it can stain surfaces, disturb neighbours and create slippery or wet conditions below.
Vibration Has to Stay Inside the Machine
HDB’s current air-conditioning conditions state that condensing units must not cause vibration in the building and should sit on rubber padding at the base.
A mechanical unit bolted or placed against a shared structure can transmit vibration far beyond the room it serves.
Noise control is therefore partly a mounting problem.
Electrical Loading Is Part of Air-Con Safety
Before installation, the owner and installer must verify that the total running current of the condensing units does not exceed the approved electrical rating for the flat.
HDB’s current guidelines distinguish flats with higher electrical loading from older configurations and require the applicable electrical process to be followed.
Mechanical cooling is also an electrical load.
The façade location does not remove the electrical constraint.
The Installation Report Closes the Loop
HDB currently requires the air-conditioning installation report to be submitted to the HDB Branch managing the flat within 14 days after installation.
