How Singapore Education Works | International Baccalaureate® (IB) History HL vs SL 2027: Papers 1–3, Investigation and 2028 Changes

Three students gather around an open notebook at a home study desk, with textbooks and a laptop nearby.

Quick answer: IB History in 2027 is the last assessment year of the earlier History syllabus. SL students take source-based Paper 1 and essay Paper 2; HL adds a regional Paper 3. Both complete a 2,200-word historical investigation, worth 25% at SL and 20% at HL. The 2028 cohort has a redesigned syllabus, assessment and investigation, so do not mix the paper guides.

This guide helps Singapore families identify which History course applies, understand the difference between knowledge and evidence-based argument, and prepare for the correct examination session.

What is IB History, and why is 2027 different from 2028?

The International Baccalaureate Diploma Programme offers History at Standard Level (SL) and Higher Level (HL). It is an evidence-based study of how people interpret the past, not merely a chronology test. Students must distinguish sources, evidence, explanations and judgements, and explain why historical claims may be contested.

Cohort warning: the IB identifies 2027 as the final assessment year of the earlier History course. The replacement History course begins teaching in August 2026 and is first assessed in May 2028. This means two students attending school in 2027 can have different valid History frameworks depending on their examination year.

A student sitting the November 2027 examination should not swap to notes organised around the 2028 global-theme structure without checking compatibility. A DP1 student beginning in August 2026 for a May 2028 assessment should follow the new guide, not use old Paper 2 essay instructions as the entire plan. The school coordinator owns that confirmation.

What do History SL and HL students study in the 2027 course?

Under the course whose last assessment is 2027, both SL and HL students study one prescribed subject from a set of five, and two world history topics from the syllabus list. The prescribed subjects include military leaders, conquest and its impact, the move to global war, rights and protest, and conflict and intervention.

The twelve world history topic choices span different historical periods and issues such as early modern societies, industrialisation, independence movements, authoritarian states, wars and the Cold War. The school chooses its teaching selections within the official framework. Parents cannot assume that every IB History student studies the exact same revolutions or governments.

HL students additionally complete one regional depth study: Africa and the Middle East, the Americas, Asia and Oceania, or Europe. The additional depth helps explain why HL carries a separate Paper 3. The difference is breadth and interpretation, not simply a larger collection of names to memorise.

How do Paper 1, Paper 2 and Paper 3 work in 2027?

Paper 1 is a source-based paper taken at both levels. Students answer questions on one of the prescribed subjects, using supplied written or visual evidence and, where prompted, contextual knowledge. The 2027 examiner instructions distinguish questions that require only the sources from those where students must combine source evidence with their own knowledge.

Paper 2 is an essay paper based on the two world history topics studied. The established 2027 structure requires two essay responses chosen from different topics. It rewards accurate case knowledge, analysis, comparison and a supported answer to the precise question.

Paper 3 is for HL only and is based on the chosen regional depth study. Students must construct sustained historical arguments, use relevant evidence and address the scope and phrasing of the question. A student who assumes Paper 3 is just a longer Paper 2 may miss the regional and analytical demands.

For the final 2027 assessment of this syllabus, the historical investigation contributes 25% at SL and 20% at HL. The remaining assessment is external. These are the established course figures; the 2028 replacement has changed some tasks and should not be represented by the old blueprint.

Why source questions are harder than copying information

A historical source is evidence created in a particular context. Its author, date, intended audience, purpose and access to information affect how historians use it. A newspaper editorial can show how an event was presented to readers without proving that every claim in the editorial is factually correct.

Imagine two accounts of an industrial dispute: a company announcement that describes efficiency problems, and a worker’s recollection of safety concerns. Neither should be dismissed merely because it has a perspective. A historian asks what each source can show, what it cannot show and what additional evidence is necessary.

A strong Paper 1 answer follows the exact command. If asked to identify an issue in a source, importing three pages of memorised background may waste time. If asked to evaluate provenance or combine sources with contextual knowledge, merely describing the image is insufficient. Read the instruction before selecting the evidence.

How to write a History Paper 2 essay with a clear argument

Begin by translating the question into a decision that needs evidence. An essay about the causes of a war is different from one asking whether ideology was the most important cause. The second requires comparison with alternatives and a judgement about relative significance, not just a chronological description.

Choose a defensible line of argument, then organise paragraphs around distinct reasons and evidence. For each paragraph, explain why the evidence supports the claim and where the explanation has limits. Historians can reach different judgements when sources and definitions differ; an essay should show how its own conclusion was reached.

For example, a student could compare political, economic and social causes of a movement. Writing “economic problems were important” is a starting label. The better answer identifies which problems, how they affected decisions, how the effect differed across cases, and what evidence would challenge the claim.

How History HL Paper 3 raises the level of analysis

The additional regional depth study asks HL learners to investigate complex developments across a particular region. This creates opportunities for comparative and sustained arguments based on case knowledge. A question may require explaining change across decades, comparing the significance of actors, or assessing an interpretation using well-selected examples.

A student should prepare a case map rather than a flat list of facts. Identify the people, institutions, choices and wider conditions that shaped each development. Then compare two cases under the same analytical theme, while respecting the differences that prevent superficial equivalence.

The most common weak HL response is an accurate narrative that never answers the evaluative question. High-quality History writing uses chronology to support an argument. It does not mistake the ability to recite a detailed timeline for the ability to explain causation.

What is the History internal assessment in 2027?

The 2027 historical investigation is an individual study of a historical question chosen within the syllabus requirements and school supervision. Its established structure has three sections: identification and evaluation of sources; investigation; and reflection. The total word limit is 2,200 words, excluding the permitted bibliography and references.

The student must find a focused question that can be supported by accessible historical evidence. “Why did empires fall?” is too broad. “How did a specific decision affect the policy of one administration during a defined period?” may be more feasible, provided sources exist and the subject is genuinely historical.

The IB’s examiner instructions for the legacy course require the event to be sufficiently historical and not one that occurred in the preceding ten years. Students should also consider whether their source set contains enough independent perspectives to sustain an investigation and evaluation of sources.

A parent or tutor can teach citation, paragraph structure and the distinction between primary and secondary evidence, but must not write or fabricate assessed material for the candidate.

A local example: investigating Singapore history responsibly

Singapore can provide useful themes for historical research: urban planning, school development, public housing, transport or the changing purposes of public institutions. A learner may begin with photographs, old maps, archival speeches, public records and oral histories. The subject needs to be narrowed sufficiently for a defensible question.

An interview about a neighbourhood can provide meaningful evidence of personal experience. It does not automatically establish the motives of every resident or authority. An official government document can clarify an adopted policy but may not show every effect of the policy in daily life. A good investigation asks what each source permits the historian to infer.

Use the National Archives of Singapore and National Library Board for research where applicable. Quote accurately, retain publication and archive details, and acknowledge uncertainty. Avoid turning a history project into promotional writing about a neighbourhood.

What changes in History from the first assessment in 2028?

The new History course replaces old prescribed subjects with paired case studies, old world history topics with global themes, and old HL depth studies with regional in-depth topics. Four concepts—cause and consequence, continuity and change, perspectives, and significance—are threaded through the curriculum.

Paper 1 remains source-based but is organised around a framing inquiry question. Paper 2 gains more short-response and conceptual questions and reduces the old demand for two long world-history essays. HL Paper 3 remains essay-based but is streamlined, with students responding to two essay questions drawn from different regional topics rather than the earlier three.

The new historical investigation also changes substantially: the old reflection section is removed, and the task emphasises the historical inquiry question, sources and perspectives, and synthesis and evaluation. The IB’s revised criteria also limit the source set in a particular way. Do not submit a 2027 three-section IA template for a 2028 assessment without checking the school’s approved 2028 guide.

This is exactly why students must identify the registered assessment year. An article labelled “IB History 2027” and a guide labelled “new History syllabus 2028” can both be accurate, but they are not describing the same examination.

How to diagnose a History learning gap

A student may know enough facts yet lose marks because the task asks for comparison and the essay gives only narration. Another may analyse the right theme but misquote a source or fail to consider its limitations. Another may write well but know too few examples to support a judgement.

Ask the learner to explain the first step of a recent response. Did they understand the command term? Did they select evidence relevant to the question? Did they understand the significance of the evidence, or merely repeat a memorised description? The point of diagnosis is to find where the reasoning stopped being defensible.

A focused correction can improve several papers. For example, learning how to distinguish an author’s claim from independent corroboration can help Paper 1, historical investigation and essays. Teaching one high-value reasoning step can be more efficient than assigning five more generic essays.

A seven-week revision approach

In week one, review the actual syllabus sections and collect a few recent answer samples. In weeks two and three, strengthen key case knowledge, dates, concepts and the ability to connect evidence to a claim. Use brief retrieval questions rather than only rereading textbooks.

Weeks four and five should alternate source analysis and essay plans. The student practises selecting evidence, evaluating perspectives and writing a conclusion proportionate to the question. HL learners also review regional depth-study relationships and compare case evidence.

Week six introduces timed mixed practice under the appropriate 2027 paper formats. Week seven concentrates on the recurring error types and exam logistics. For a student in the 2028 syllabus, rebuild this routine around the new conceptual and paper structure instead. No one timetable guarantees a grade; accuracy, continuity and appropriate feedback matter.

Which university degrees benefit from IB History?

History can develop transferable abilities in interpretation, source evaluation, comparison, evidence handling and sustained writing. These can help students interested in history, law, politics, international relations, communications, public policy or other humanities and social-science degrees.

However, taking History HL is not a universal requirement for those courses. Some universities place greater weight on academic English, overall results or selection tests. A student considering a quantitative degree should also verify whether their Mathematics course and level remain acceptable.

Start with real degree prerequisites, then choose subjects that match both meaningful interests and capabilities. The purpose of good subject choice is to preserve credible options, not to collect course labels that appear impressive.

History parent and student checklist

  • Confirm whether the student’s first assessment is 2027 or 2028.
  • Use the exact course guide and paper structure for that assessment session.
  • Identify the prescribed subject and two world-history topics taught by the school for the 2027 framework.
  • For HL, confirm the school’s selected regional depth study and Paper 3 requirements.
  • Teach the distinction between source content, provenance, interpretation and independent corroboration.
  • Practise source questions and essays under their different command requirements.
  • Keep historical investigation sources traceable and original work authentic.
  • Review mistakes by missing facts, unsupported interpretations or failure to address the question.
  • Check any intended degree’s actual academic and English prerequisites.
  • Choose additional help only where a demonstrated knowledge or argument gap exists.
