Missed a GCE Paper as a Private Candidate? How to Request SEAB Special Consideration

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

If you missed a Singapore-Cambridge GCE paper for a valid reason, or sat it under adverse circumstances, check whether you can apply for Special Consideration. The Singapore Examinations and Assessment Board (SEAB) says it must receive the application and relevant supporting information no later than three working days after the day of the affected paper. If you registered yourself through the Candidates Portal, use the portal. If you registered through a private centre, approach its coordinator promptly.

Start with the affected subject, paper code and date. Then check the applicable exam-year rules, the evidence required and the weighting of the components you completed. SEAB assesses each application on its merits. A request is a way to put the circumstances and evidence before SEAB for assessment.

  • Identify the subject, paper and date from your Entry Proof.
  • Confirm whether you applied through the portal or a private centre.
  • Check the subject weighting and evidence rules.
  • Submit the complete request within the applicable window.
  • Follow official instructions for any other papers still ahead.

Identify what happened and which papers it affected

Write down whether you missed the whole paper, had to leave during it or completed it under adverse circumstances. Record the date and time and note any direction examination staff gave you. If more than one paper is affected, list each separately and check the deadline for each. A single medical event can affect papers on different days.

If you are still unwell or another paper is approaching, follow medical advice and the current examination instructions. Contact SEAB or your centre through the route for your registration. Ask what to do about the upcoming paper separately from any application about a paper already affected.

Check the official evidence and weighting rules

Find the exam-year instructions for your qualification and the official syllabus for the subject. SEAB’s 2026 secondary examination booklet says candidates must have completed at least 50% of the paper weighting for the affected subject and must provide the required information and documents. SEAB’s general adverse-circumstances FAQ uses slightly different wording about the boundary, so confirm with SEAB if your completed weighting is exactly 50%. Counting papers can give a different answer from adding the published weighting of the completed components. Use the rules for your own examination year and qualification.

Check the evidence required for the reason you are giving. For illness, look for the applicable medical documentation guidance. For another circumstance, use the documentation that SEAB lists for it. Use the official submission channel and check that the documents identify the affected date and are readable.

Submit through the right channel and keep the record

Self-registered private candidates should follow the portal’s Special Consideration instructions. Candidates registered through a private centre should ask the coordinator how it handles the submission. Give the coordinator the paper date early enough to act on it. Keep the application reference, submitted documents and any response together.

SEAB says late or incomplete applications are not processed. Check that you completed the actual submission and supplied the required evidence. If a portal issue threatens the deadline, contact SEAB immediately with the paper details and the error you see. Keep following the timetable for your remaining papers unless you receive a different official instruction.

Worked example

A private candidate completes an oral component and later misses a written paper after falling ill. They check the subject syllabus and record the weighting of each relevant component. They confirm the applicable evidence rules and use the official portal because they registered as an individual. They check that the request identifies the missed paper and that the documents are attached.

The candidate has another subject later in the week. They check that paper’s timetable separately and ask what to do if they remain unwell. This leaves the current application and the next sitting as two clear tasks.
