ControlTower.OnePanel.CitySim.150Y is the minimal, civilisation-grade dashboard that compresses a city’s long-run education and institutional health into a few non-negotiable invariants, sensors, thresholds, and repair triggers, usable across 150-year ChronoFlight runs.

Decision rule (minimum viable):

Measure at transition nodes:

  • Sec1→Sec2
  • E-Math→A-Math
  • Sec→JC/Poly/ITE
  • JC→Uni
  • Uni→Workforce

TransferIntegrity = 1 − (FailureSpike + DropoutSpike + RetentionLossSpike)

If TransferIntegrity goes Amber/Red at a node: you have a bridge failure.


Panel E — Credential Integrity (anti-hollowing)

E1. Credential Detachment Index (CDI)

  • CDI = |GradesSignal − CapabilitySignal|

Examples:

  • Grades up, capability flat/down → CDI rises
  • Capability up, grades lag → CDI rises (assessment mismatch)

Thresholds (simple):

  • Green: CDI low and stable
  • Amber: CDI rising for 2+ slices
  • Red: CDI high and rising (credential legitimacy failure)

Panel F — University Legacy Tracker (the 150-year reason)

This section exists because prestige is slow-compounding.

  • Green: gap shrinking
  • Amber: gap flat

Equity is not separate: widening gaps eventually reduce legitimacy and stability.
