  • FREQ_E unstable / cascading outages begin
  • TTC_E < T_fence
  • staffing/fuel continuity threatens CAP_E collapse

BLACK:

  • uncontrolled blackout cascade / reserve exhaustion with TTC≈0

  • prioritize critical loads; pause non-critical expansion/use during RED

Not all load is equal during RED.
Critical-load protection requires:

  • preserving life/safety/continuity services first,
  • narrowing non-essential demand,
  • keeping operator corridor stable until reserves recover.

RED override:

  • if reserve margin collapses rapidly, treat as RED even before widespread outage appears.
