CivOS Runtime ModuleID: FOOD.NEGVOID.BELOWTHRESHOLD.FAILUREATLAS.v1.2

0) META

Purpose: Define “food civilisation failure” as below-threshold conditions, not stories.
Format: Negative states → sensors → failure traces → repair loops (Truncation/Stitching).
Key idea: Food collapse is rarely “no food exists.” It is usually routing + safety + legitimacy + energy falling below band.

1) Definition Lock — Below-Threshold Food (BTF)

1.1 BTF condition

A place is in Below-Threshold Food if any of these are true:

  • TTC_food ≤ T_repair + T_enforce
  • StockoutRate_essentials persistent above band
  • ColdChainUptime below band (perishables collapse)
  • RouteConcentration above band with no alternates
  • Trust_in_Guidance < T* during stress
  • FoodborneSignalClusters persistent above band

This is a phase condition: BTF is the entry ramp to P1→P0 for multiple lanes.

2) Negative Void Map (what is missing)

NV-FOOD-01: Missing Buffers

  • Absence: BufferDays and StrategicReserveDays are thin or fake.
  • Symptom: “We have money, but shelves go empty fast.”
  • Sensor: BufferDays_staples < BD_min, DC_InventoryDays < ID_min

NV-FOOD-02: Missing Redundancy

  • Absence: one port, one corridor, one supplier, one staple.
  • Symptom: one closure becomes a famine-like event.
  • Sensor: RouteConcentration > RC_max, SourceDiversity < SD_min

NV-FOOD-03: Missing Cold Chain

  • Absence: energy-stable refrigeration + spares + crews.
  • Symptom: perishables disappear; nutrition quality collapses first.
  • Sensor: ColdChainUptime < CC_min, SpoilageRate > SP_max

NV-FOOD-04: Missing Safety Control

  • Absence: inspection coverage + lab verification + recall execution.
  • Symptom: disease becomes a second shock on top of shortages.
  • Sensor: InspectionCoverage < IC_min, RecallLatency > RL_max

NV-FOOD-05: Missing Legitimate Allocation

  • Absence: fair, predictable allocation under stress.
  • Symptom: hoarding + theft + black market replace official channels.
  • Sensor: HoardingRunIndex ↑, TheftLossRate ↑, Trust_in_Guidance ↓

NV-FOOD-06: Missing Coordination Language (INFO failure)

  • Absence: single-source bulletin + definition locks + low contradiction.
  • Symptom: mixed messages accelerate panic.
  • Sensor: ContradictionRate > CR_max, SemanticDriftRate > SDR_max

NV-FOOD-07: Missing Energy Coupling

  • Absence: guaranteed power/fuel for processing, transport, cold chain.
  • Symptom: food exists upstream but decays or never arrives.
  • Sensor: FuelReserveDays < FR_min, PowerOutageTail ↑

NV-FOOD-08: Missing Water/Sanitation Coupling

  • Absence: clean water + waste containment for safe prep.
  • Symptom: outbreaks and workforce loss amplify scarcity.
  • Sensor: WASH breach events ↑, FoodborneSignalClusters ↑

3) Food Failure Atlas (30 patterns)

Each pattern is a below-threshold signature + minimal repair loop.

Pattern 01 — “Money but No Food”

  • Signature: goods exist globally; local shelves empty.
  • Sensors: LiquidityStress ↑ AND StockoutRate_essentials ↑
  • Root: finance→logistics coupling broken (payment/working capital).
  • Repair: ring-fence import finance + keep rails alive + reroute.

Pattern 02 — “Single Port Trap”

  • Sensors: RouteConcentration > RC_max, PortDwellTime ↑
  • Repair: activate alternates (secondary ports/air), clear backlog, diversify.

Pattern 03 — “Cold Chain Silent Collapse”

  • Sensors: ColdChainUptime ↓, SpoilageRate ↑
  • Repair: ring-fence energy + spares + crews; prioritize perishables corridors.

Pattern 04 — “Hoarding Run Accelerator”

  • Sensors: HoardingRunIndex ↑↑, InstructionLoad ↑, Trust ↓
  • Repair: single-source bulletin + ration early + visible fairness enforcement.

Pattern 05 — “Safety Shock Stack”

  • Sensors: FoodborneSignalClusters ↑, RecallLatency ↑
  • Repair: surge inspection + targeted recall + publish evidence + keep supply moving.

Pattern 06 — “Allocation Failure (stock exists)”

  • Sensors: PriceVolatility ↑, Queues ↑, Stock exists in DC
  • Repair: fix distribution routing + temporary rules + anti-gouge enforcement.

Pattern 07 — “Theft/Black Market Spiral”

  • Sensors: TheftLossRate ↑, Legitimacy ↓, ReportingWill ↓
  • Repair: security surge on corridors + fairness + reduce scarcity signals.

Pattern 08 — “Substitution Collapse”

  • Sensors: SubstitutionIndex ↓, NutritionAdequacy ↓
  • Repair: diversify staples, publish substitution guides, protect key nutrients pipeline.

Pattern 09 — “Yield Variance Shock”

  • Sensors: YieldVariance ↑, StrategicReserveDays ↓
  • Repair: release reserves early + import diversify + seed/inputs continuity.

Pattern 10 — “Sanitation Feedback”

  • Sensors: OverflowEvents ↑ AND FoodborneSignalClusters ↑
  • Repair: sanitation truncation (isolate/backflow) + water advisories + food safety surge.

(Patterns 11–30 continue as combinatorial mixes of: chokepoints, fuel chokes, labor shortages, crew attrition, misinformation spikes, regulatory over-churn, corruption capture, storm disruptions, cyber to scheduling, customs clearance corruption, etc. Use the same template: Signature → Sensors → Repair.)

4) Negative Symmetry Ladder (PCCS fallback)

4.1 PCCS fallback signature

When food stability breaks, society regresses to:

  • local hoarding,
  • clan allocation,
  • violence for access,
  • abandonment of long-horizon roles.

Sensor: rising fraction of food acquired via informal channels; official channels lose conversion.

4.2 “P3 illusion” signature

Looks stable until a shock:

  • buffer-days low,
  • route concentration high,
  • trust fragile,
  • cold chain thin.

This is brittle stability, not P3.

5) Truncation Pack (fast actions that stop acceleration)

TRUNCATION_PACK: FOOD.NEGVOID.v1
1) Publish Single-Source Bulletin (signed) + Definitions (what is rationing? what is essential?)
2) Ration early (protect BufferDays; target essentials)
3) Reroute immediately (activate alternates; swap suppliers; airlift critical)
4) Ring-fence cold chain energy + fuel + spares (prevent spoilage spike)
5) Surge inspections and execute recalls with evidence bundles
6) Enforce fairness on theft/gouge hotspots (legitimacy protection)

6) Stitching Pack (restore the stable band)

STITCHING_PACK: FOOD.NEGVOID.v1
1) Rebuild BufferDays + StrategicReserveDays (staples + nutrients)
2) Reduce RouteConcentration (multi-port, multi-corridor, multi-source)
3) Harden Cold Chain (uptime, spares, crews)
4) Codify Safety Doctrine (inspection coverage, lab TAT, recall SOP)
5) Repair Allocation Legitimacy (predictable rules + transparent auditing)
6) Publish Updated GFCS Gate thresholds and monthly scorecard

7) Copyable Almost-Code — Below Threshold Detector

DetectorID: FOOD.Z3.ORC.DETECT.BTF.v1
Inputs:
A := (TTC_food <= T_repair + T_enforce)
B := (StockoutRate_essentials > SO_max for W days)
C := (ColdChainUptime < CC_min) OR (SpoilageRate > SP_max)
D := (RouteConcentration > RC_max) AND (RouteRedundancyIndex < R_min)
E := (Trust_in_Guidance < T*)
F := (FoodborneSignalClusters > FB_max) OR (RecallLatency > RL_max)
Output:
BELOW_THRESHOLD_FOOD := A OR B OR C OR D OR E OR F
Actions:
If BELOW_THRESHOLD_FOOD:
-> Run TRUNCATION_PACK
-> Start STITCHING_PACK planning within 72h

8) One-sentence Compression (canonical)

Below-threshold food civilisation is not “lack of food” but a symmetry failure of buffers, routing, safety, and legitimacy—once TTC is breached, panic accelerates deficits faster than repair unless truncation triggers immediately.
