A governance system fails mechanically when enforcement becomes selective.
Selective enforcement destroys rule predictability, collapses voluntary compliance, and forces the system into coercion, bribery, or violence to maintain order.

H2: Why “Rule of Law” Is Not a Value (It’s a Constraint)
People often describe rule of law as:
- fairness
- justice
- equality
- human rights
- institutions
Those are outcomes and ideals.
CivOS treats rule of law as the mechanical condition:
Rules must be predictable enough that people can coordinate without fear.
If rules are unpredictable:
- people stop investing
- people stop complying voluntarily
- people spend energy on protection, bribery, avoidance, and loyalty networks
So rule of law is the coordination cost reducer.
