2) Why is this a mechanical failure, not a “people problem”?
Because the failure persists even with “good people.” In CivOS, outcomes are determined by loop geometry (who can decide, how fast, with what verification), not by intent. If the decision node has no authority, the system cannot actuate, so delay becomes the default output.

3) What does “TTC” mean here, and why does it matter?
Time-to-Core (TTC) is the time window before a problem reaches irreversible damage (core services, trust, safety, finance, social stability). Authority Diffusion kills governance because it makes decision latency exceed TTC.
