How Government Does Not Work: Cascading Compliance Failure (Silent Defection)

Definition Lock (Module)

A government fails mechanically when large numbers of people comply only superficially while quietly defecting in practice.
When compliance becomes performative, coordination collapses without open rebellion — until the system suddenly fails.

This is not protest.
It is a coordination phase shift:

When defection is quiet, detection is late; when detection is late, collapse is sudden.


1) Failure Mechanism

Governance depends on real compliance, not symbolic compliance.

Cascading compliance failure occurs when:

  • rules are followed on paper but bypassed in practice
  • enforcement is predictable enough to evade
  • legitimacy is low but fear is still present
  • people optimise for “not getting caught,” not for alignment
  • informal norms override formal rules

The system appears orderly — while coordination evaporates.


2) The Threshold Trigger
