How Government Does Not Work: Cascading Compliance Failure (Silent Defection)

A government fails mechanically when large numbers of people comply only superficially while quietly defecting in practice.
When compliance becomes performative, coordination collapses without open rebellion — until the system suddenly fails.

This is not protest.
It is a coordination phase shift:

When defection is quiet, detection is late; when detection is late, collapse is sudden.

1) Failure Mechanism

Governance depends on real compliance, not symbolic compliance.

Cascading compliance failure occurs when:

rules are followed on paper but bypassed in practice
enforcement is predictable enough to evade
legitimacy is low but fear is still present
people optimise for “not getting caught,” not for alignment
