Purpose: Provide pre-approved public wording blocks for InterstellarCore at each release state, so public language stays aligned with corridor truth.

This module does not introduce a new primitive.
It is the approved public-language layer for the existing InterstellarCore CFCS audit stack.
Its job is to convert the Release Gate into ready-to-publish wording.
