Phase Monitor is a CivOS runtime system that prevents civilisation-scale coordination failure.

It separates:

  • PS_fast = early heat (may include proxies, capped)
  • PS_confirmed = confirmed actuation (ORDER/ACT/KIN with T1/T2 evidence)

It integrates:

  • SSECU (Shadow Sensor ECU) — tunes TTC windows, gate strictness, proxy caps (parameters only)
