In 2025, Singapore’s scam and cybercrime situation improved compared with the previous year, but the police still treated it as a serious threat. This is not normal disagreement.
Normal disagreement is healthy.

Singapore has legal tools for this information-security layer. The Foreign Interference Countermeasures Act was passed to prevent, detect and disrupt foreign interference in domestic politics through hostile information campaigns and politically significant persons who could act as local proxies. SG101 also describes POFMA and FICA as measures to counter online falsehoods, hostile information campaigns and foreign interference.

It can version itself, debug itself, defend itself, patch itself, secure itself, digitise itself, plug into AI, route capital, move containers, fly passengers, train students, regulate finance, protect water, build flats, run trains, manage law, and update the national runtime.
But if it forgets why it exists, it fails.
SingaporeOS was not created so that Singapore can become an impressive machine.
It was created because Singapore is a city with people in it.
That is the user.
The user is not the ministry dashboard.
The user is not the GDP chart.
The user is not the port throughput number.
The user is not the airport ranking.
The user is not the app download count.
The user is not the international index.
The user is the child at the table.

The MRT announcement.
The teacher’s explanation.
The police officer’s tone.
The town council response.
The hospital waiting area.
The parent-teacher meeting.
The public officer’s email.
The website button that either works or makes someone give up.
The UI is every point where a human being touches the system.
A city can have a powerful backend and a painful interface.
That is failure.
A parent does not care that three agencies coordinated behind the scenes if the family still has to repeat the story five times.
A senior does not care that the digital stack is secure if the screen is impossible to understand.
A student does not care that the curriculum is theoretically well-designed if the pathway feels like fog.
A worker does not care that the economy is restructuring if the next step is invisible.
A citizen does not care that the system is efficient if it feels cold.

ServiceSG says it drives a citizen-centric approach by integrating public services across agencies, organising them around key life moments, and delivering them through physical centres, a call centre and the LifeSG digital platform. It also works to raise service standards across the whole of government.
LifeSG is the clearest digital UI example. GovTech says LifeSG gives access to over 100 government services in one place, has over 1.5 million users, and offers personalised recommendations and eligibility checks for government schemes. LifeSG’s own description says the aim is to make government services simpler so people can spend less time browsing multiple websites or apps and save time, worry and frustration.
That sentence matters.
Save time.
Save worry.
Save frustration.
That is UI language.
Not just efficiency.
Human relief.
GovTech’s Digital Service Standards also set requirements and recommended practices for government digital services, grounded in user-centricity and accessibility, so digital interactions with government can be simple, seamless and inclusive. The Singapore Government Design System was developed to help teams create fast, accessible and mobile-friendly digital services.
This is SingaporeOS realising something important:
A powerful operating system still needs a usable interface.
4. Life Moments Are Better Than Agency Boxes
The old interface of government is agency-based.
You go here for this.
There for that.
Another counter for another thing.
Another login.
Another form.
Another letter.
Another department.
That is not how human life works.
Human life does not arrive in ministry folders.
Human life arrives as moments.
Birth.
School.
Exams.
Work.
Marriage.
Housing.
Children.
Illness.
Caregiving.
Ageing.
Retirement.
Death.
Legacy.

Digital for those who can use it.
Phone support for those who need voice.
Physical centres for those who need presence.
Human guidance for those who cannot decode the system alone.
This is not inefficiency.
This is accessibility.
PSD describes ServiceSG as delivering services through physical centres, a central call centre and LifeSG. GovTech’s accessibility factsheet says Digital Service Standards help agencies implement inclusive digital services that are easy, seamless and convenient for all, regardless of age or ability, and that the standards take reference from Web Content Accessibility Guidelines.
This is the right direction because a country is not a tech demo.
A country has children, seniors, people with disabilities, tired parents, stressed workers, lower-literacy users, non-native speakers, people in crisis, people without confidence, people without time.
A UI that only works for the best-prepared user is not a national UI.
It is an elite interface.
SingaporeOS cannot be an elite interface.

But if the person living inside the city feels unseen, the OS has failed its reason.
