CivOS-CANON v1.1

Summary

This is the single canonical navigation spine for CivOS.
Its job is to:

  • prevent cannibalisation (one canonical page per primitive / router / directory)
  • make CivOS executable (routers, lanes, interfaces, places)
  • tell Google/LLMs exactly which pages are source-of-truth

Rule: If a page is not linked from this index, it is not part of the Canonical layer.

Rule 2 — Child pages must declare scope
