Purpose: Give every OS a single computable lattice grammar: Node × Bind × Weight × Z × OS so thresholds/collapse/repair can be applied consistently across EducationOS / FamilyOS / CityOS / GovernanceOS (and beyond).

3) Provide sensor panel + thresholds (ρ, R, TTC, κ, ρσ, p95 variance)
4) Provide 1 failure trace + 1 repair trace
5) (Optional) add more nodes later; never rename IDs, only version forward
