A civilisation can change its buildings, tools, language, borders and rulers. It can move from canals to pipes, manuscripts to networks, and local workshops to global production. What must still be there for people to make a shared life work—and carry it into another generation?
This is the next question after Civilisation | The Time Traveller. The first journey took one person backwards into another world. The second followed civilisation itself forwards through time. Now both travellers must answer the same question: what do we need to keep renewing, whatever form civilisation takes?
The answer proposed here is that civilisation needs more than an inventory of impressive things. It needs people who can sustain life together, coordinate work, pass on usable knowledge, correct mistakes, maintain their surroundings and prepare successors. Those functions can take very different forms. Whether they are fulfilled fairly is a further question we must keep visible.
Read this as a long thought experiment with historical reference points. Its “invariants” are a practical framework for examining continuity, not a universally agreed scientific definition or a ranking of cultures.

The traveller’s second question
Imagine that the traveller has stopped trying to impress everyone.
They have arrived a thousand years before the world they know. Their first instinct was to list modern achievements: electricity, antibiotics, computers, satellites, engines, the internet. They expected this knowledge to make them extraordinarily powerful. Then someone asked how to produce a reliable length of wire, where the necessary materials would come from, who would make the tools, and what everyone would eat while doing it.
The conversation changed. Knowing that a thing exists became very different from helping a community make it work. The traveller discovered that their apparently individual competence had been supported by strangers, institutions, instruments, conventions and long supply chains. In the past, those supports did not accompany them.
But neither had they landed in an empty world. Around them were growers, carers, builders, traders, interpreters, experienced observers and people who knew how to settle local disputes. Some arrangements were admirable; others were coercive or exclusionary. Either way, the receiving society already possessed knowledge the traveller needed. There was no sensible starting point called “nothing”.
So the traveller asks a better question. “What do you need?” A household might answer with immediate concerns: a dependable meal, help with illness, a roof that lasts through the rains. A craftsperson might ask for materials and an apprentice. A community might need an agreement about water. A ruler might ask for more revenue. These answers overlap, but they are not interchangeable. What strengthens authority does not automatically improve ordinary life.
Then the question grows larger: “What do all of us need for this way of living together to remain possible?” It is no longer a shopping list for a visitor from the future. It is an investigation into the conditions beneath the visible achievements.
Reverse the journey. We stand in our own time and ask what must reach people a century from now. Sending them our objects will not be enough if they cannot understand, maintain or replace those objects. Sending our instructions will not be enough if the materials are unavailable. Sending our rules will not be enough if those rules prevent them from responding to a changed world.
The person travelling backwards and the civilisation travelling forwards now meet at a common problem. Both must distinguish the particular way a need has been met from the need itself. A successful handover preserves useful capability while allowing its expression to change.
What we mean by an invariant
In mathematics, an invariant is something preserved under a specified transformation. The qualification matters. We must say what changes and what remains unchanged. Otherwise “invariant” becomes an impressive word for anything we happen to value.
Here the transformations are changes of period, technology, scale, organisation and location. The proposed invariants are recurring functions in human collective life: obtaining nourishment, communicating meaning, coordinating action, developing competent successors and dealing with deterioration. The forms can change radically while the underlying problems recur.
This is an analogy and an analytical method. It does not establish an exact law that every historical society satisfied in the same way. A society may perform a function badly, rely on outsiders to perform it, or neglect it for a considerable time while consuming earlier achievements. Some needs concern immediate human survival; others concern the continuity of complex arrangements. Still others are ethical conditions for a civilisation we would choose to defend.
To test a proposed invariant, ask three questions. What exactly is the function? Can another arrangement perform it? What happens if the function itself disappears, rather than just one familiar institution? Remove a school building and teaching may continue elsewhere. Remove every means of learning from more experienced people and the problem becomes far more serious.
A useful test must also name its boundary and timescale. A city can import food and remain viable; this does not show that food production is unnecessary. It shows that part of its food system lies beyond the city. A workshop can operate for weeks after training stops; this does not show that new skill is unnecessary. Its existing workers are temporarily carrying the missing renewal.
We should therefore resist a seductive mistake: treating whatever is visible today as proof of what is needed forever. A country may have a stock exchange, a civil service and universities. These are particular institutions. The deeper questions concern exchange, public coordination, inquiry and the transmission of expertise. Different societies can distribute those functions differently.
Nor should we replace one narrow checklist with another. The chapters below overlap deliberately. Caring for a child sustains a person, transmits language, builds trust and makes future learning possible. A water agreement coordinates labour, settles competing claims and protects material life. Civilisation does not divide itself into the clean departments of an essay.
The point of the invariant is to make a dependency visible, then leave us free to examine more than one way of meeting it. If the framework forces every society to resemble our own, it has failed its purpose.
What does it mean to have a civilisation?
“Civilisation” has been used to describe extensive historical traditions, urban and political formations, interconnected societies and ideals of cultivated life. It has also been used to rank peoples and justify domination. We should not quietly carry that ranking into this exercise.
Here we use the term for a durable, interconnected arrangement through which people organise shared life and transmit capabilities across generations. This working definition directs attention to relationships and continuity. It does not settle every archaeological or historical debate about where civilisation begins, and it does not imply that communities without states, cities or writing possess less human worth or less valuable knowledge.
We need four separate judgements. Existence asks what arrangement is present. Viability asks whether it can keep performing essential functions under specified conditions. Resilience asks how it responds to disruption. Ethical legitimacy asks whether its treatment of people and its use of power can be justified.
An empire can exist for centuries while denying basic freedoms to many people. Calling that empire a civilisation does not approve of its coercion. Equally, insisting that dignity matters does not entitle us to erase the historical existence of societies that violated it. Description and moral judgement must speak to each other without becoming the same claim.
This distinction will become important when we discuss “better” civilisation. More military reach is one kind of capability. Reliable care is another. Wider access to learning is another. There is no honest comparison until we say which outcome we mean, whose experience counts, which costs are included and how long the improvement lasts.
The needs explored here consequently have two levels. First: what supports continued human collective life and the renewal of its capabilities? Second: what additional commitments make that continuity humane, inclusive and worth sustaining? The second question cannot be postponed indefinitely merely because the first sounds more practical.
The needs map: functions can persist while forms change
This map is a starting point for investigation. It is not a formula that certifies a society as a civilisation, and the rows should not be added into a single score.

The final row states an ethical standard for the civilisation we want. Some earlier rows contain both practical and ethical dimensions. Food provision, for example, can be analysed as a material flow and as a question of whether people are unjustly excluded. Keeping those dimensions visible helps us avoid mistaking aggregate capacity for human success.
1. We need people—and the work that sustains people
The first requirement sounds too obvious to be useful: human civilisation requires living people. Yet we repeatedly describe civilisation as though its real contents were buildings, technologies, governments and outputs, with people appearing only as workers or consumers inside it.
People need attention before they can contribute, while they contribute, and when they cannot contribute in familiar ways. Infancy, illness, disability and ageing are not external interruptions to the civilisational project. They are part of human life. Any account that leaves care outside its core description has hidden some of the work on which every other achievement depends.
Imagine that the traveller persuades a settlement to begin a promising workshop. Several adults join it. Production improves, and the visitor announces success. But the same adults had been caring for children, preparing food or helping older relatives. If that work is now unattended, the new output has been obtained partly by transferring costs to people who were absent from the workshop’s account.
The right question is not simply whether the invention works. It is whether the surrounding allocation of time and responsibility can support it. Someone must still meet the needs that existed before the invention. Civilisational improvement cannot be measured only at the point where the most visible product appears.
Continuity also involves people joining and leaving roles. Birth, death, migration, changing abilities and changing interests alter the community. There is no requirement that one population remain biologically closed or that everyone follow one family form. Newcomers can carry knowledge, renew institutions and become participants in a shared future. Their belonging should not be reduced to their economic usefulness.
For the forward traveller, the practical test is whether the next generation has the support to become capable without being treated merely as replacement labour. For the backward traveller, it is whether a proposed contribution recognises the existing work of sustaining people. The person who brings a clever design may discover that the most urgent need is time for the people already holding daily life together.
2. We need nourishment that reaches people
Food is a straightforward example of why an object list is inadequate. A storehouse can be full while a household goes hungry. A harvest can be large while transport fails. A meal can be available in a market yet inaccessible to someone without money, mobility, permission or time.
The established food-security framework distinguishes availability, access, utilisation and stability. For our thought experiment, this changes the traveller’s task. “Increase production” might be useful, but it is not a complete diagnosis. The limiting problem might concern storage, distribution, exclusion, unreliable supply or the time required to prepare food. It might also involve an unfair rule that the traveller has mistaken for an unavoidable material shortage.
The invariant is therefore not a particular crop, agricultural technique or retail system. It is the continuing ability to obtain and use nourishment. Water belongs in this immediate picture too: people require it, and the means of obtaining dependable water must fit local conditions. A river, a well and a municipal network create different practical responsibilities.
A civilisation can fulfil these needs through extensive exchange. It need not grow everything within a political border. But importing a necessity relocates part of the dependency; it does not remove the dependency. Someone elsewhere must still produce it, and the relationship that brings it must remain workable.
For civilisation travelling forwards, the useful inheritance is more than a successful year’s output. It includes the capacity to provide again, notice exclusion, adjust to changing conditions and preserve the resources on which future provision depends. A generation can receive abundance and still inherit a fragile system. The important evidence lies in how that abundance is renewed and shared.
3. We need a habitable place to conduct daily life
A settlement may have impressive public buildings while ordinary homes remain difficult or dangerous to inhabit. This reminds us to distinguish a civilisation’s representative image from the conditions in which its people actually live.
Shelter, water arrangements, waste handling, ventilation, movement and the surrounding landscape interact. No single architectural form is universally required. What works in one climate or social setting may work poorly in another. A visitor who copies the appearance of a familiar building without understanding its setting may preserve the style while losing the function.
Consider a fictional community choosing between a new ceremonial structure and repairs to a repeatedly damaged drainage route. The ceremony may matter deeply. It can express belonging, honour the dead or create a shared meeting place. The drainage work may prevent recurrent disruption to homes and livelihoods. Understanding material needs does not make meaning worthless; it makes the trade-off explicit.
The question is whether the community has enough knowledge, resources and fair decision-making to see both needs and judge their consequences. If only the most prestigious project is visible, necessary work can lose repeatedly even when everyone depends on it.
Habitation also brings the boundary problem back into view. Waste can be moved beyond the area a powerful group sees. That may improve the group’s surroundings while worsening someone else’s. We have not established a net improvement merely by drawing the assessment boundary around the beneficiaries.
For the traveller, local observation matters before design. Where does water go? Who uses a space at different times? Which repairs recur? Who does the cleaning? Who cannot safely reach essential places? These questions uncover a functioning environment rather than an attractive plan. For the future, the inheritance must include the ability to adapt that environment as conditions and needs change.
4. We need energy, materials and the means to use them
Ideas can reorganise work, but work still occurs in a physical world. Moving materials, making shelter, preparing food and maintaining tools require usable energy and appropriate materials. A brilliant description does not remove those requirements.
The changing forms are easy to see. Human effort, animal power and different technologies for using wind, water, fuels or electricity can perform different tasks. Materials and tools also change. No particular modern fuel or machine is an invariant of all human civilisation. The deeper dependency concerns making necessary physical work possible within the conditions people actually face.
The traveller’s mistake would be to name a machine and assume the remaining problem is persuasion. A machine belongs to a chain of capabilities: obtaining materials, shaping components, checking their suitability, operating the equipment and replacing what wears out. Some components may depend on other tools that are themselves unavailable.
This is why the Civilisation Dependency Tree is useful. It asks what stands underneath a capability. The present article adds another question: which parts of that chain must be renewed continuously for the capability to remain available?
A society might temporarily inherit usable machinery without inheriting the ability to reproduce it. That is still a real benefit, but it is a different kind of possession. Existing equipment can buy time for learning, exchange or substitution. It can also conceal dependence until the first irreplaceable part fails.
There are human and environmental costs within this physical account. An increase in output achieved by exhausting workers or damaging the conditions of future production needs a fuller assessment. Saying that energy is necessary does not make every way of obtaining it equally defensible.
For a future civilisation, the durable achievement is the ability to choose and renew suitable means of doing work. A successor may replace our preferred equipment entirely. If the essential function continues with lower harm and greater reliability, the disappearance of our particular machine need not be a civilisational loss.
5. We need time beyond the immediate emergency
Some tasks keep people alive today. Others make tomorrow’s life possible. Teaching, experimentation, maintenance, preparation and reflection often require attention before they produce a visible result.
If every available hour is consumed by immediate necessity, people may have very little room to develop or renew specialised capabilities. This does not mean that people facing scarcity lack intelligence, culture or invention. It means that time and security affect what anyone can sustain. The traveller must not mistake constrained opportunity for limited ability.
Think of an experienced craftsperson who could teach two learners. Demonstrating a task, supervising practice and correcting errors may initially slow production. Someone must absorb that cost. If the community demands maximum output every day, it may unintentionally make the next generation’s competence impossible.
The same problem appears when a household cannot spare time to read, when an institution never releases workers for training, or when a maintenance team is permanently occupied by emergencies. Short-term necessity can consume the activities that would reduce future necessity.
“Surplus” therefore needs careful use. A society can produce a large surplus while concentrating its benefits so narrowly that most people still lack time and security. The useful question is not only whether more is produced than immediately consumed. It is who can devote resources and attention to care, learning, repair and preparation.
Nor must cultural life wait until every material problem has been solved. People make music, tell stories, worship and form relationships amid hardship. The point is that recurring pressures can restrict people’s freedom to sustain activities they value, including activities on which later practical capability depends.
The time traveller’s contribution might consequently be modest: helping reduce an avoidable burden enough that a local expert can teach. Civilisation travelling forwards needs a similar margin. It requires enough room to prepare successors before the current generation becomes unavailable.
6. We need shared meaning and usable memory
Imagine that every tool survives, every building remains standing and every storehouse retains its contents, but nobody can explain what anything means. Labels are unreadable. Promises have lost their context. Instructions refer to practices no one understands. The material inheritance is large; the usable inheritance is much smaller.
Shared meaning allows people to coordinate beyond immediate imitation. They can discuss an absent place, recall an earlier decision, warn about a recurring problem and teach someone who did not witness the original discovery. Memory extends that possibility across time.
Writing is one powerful carrier, but it is not identical with memory. Spoken traditions, repeated practices, demonstration, performance and relationships can carry knowledge too. UNESCO identifies oral traditions as vehicles for knowledge, values and collective memory. That is a reason to examine how transmission works, rather than assuming that what is unwritten is absent. For our purposes, usable memory has several questions inside it. Has something been retained? Can it be found? Can its intended audience interpret it? Can people distinguish a reliable account from a mistake or invention? Do they have enough context to apply it appropriately?
A beautiful archive can answer the first question while failing the others. A living expert can answer many of them but still be vulnerable if no successor is learning. Different carriers have different strengths, and a community may benefit from several working together.
The traveller should therefore ask what people already remember, how they check it and where transmission is becoming difficult. They might help organise a record, translate a term or connect two groups whose knowledge has remained separate. A new alphabet or printing device would not automatically solve every problem of meaning.
For civilisation travelling forwards, preserving the object is only one part of preserving access. A record should carry enough explanation that a later reader can recover its purpose and limits. The difference between “we kept it” and “someone can still use it responsibly” becomes one of the most revealing tests of the inheritance.
7. We need learners who become competent successors
Memory retains something. Education helps another person become able to do something with it. The two support each other, but they are not interchangeable.
A learner can memorise an explanation of carpentry without being able to make a sound joint. Someone can repeat a rule without recognising when it applies. A person can quote a principle of fair judgement while failing to hear the people affected by their decision.
Competence requires suitable practice, correction and progressively better judgement. The exact arrangement can vary: apprenticeship, family teaching, peer learning, schools, professional training and other forms may carry different parts. A particular examination system is not an invariant. The renewal of usable capability is the deeper concern.
Return to the traveller’s workshop. The first demonstration succeeds. Everyone celebrates. Then the traveller leaves, and the work becomes unreliable. Perhaps the instructions omitted a judgement that seemed obvious to the visitor. Perhaps the materials vary. Perhaps nobody was allowed to practise enough to recognise a problem early.
The contribution has not yet become an independent community capability. A more demanding test would ask learners to explain the purpose, perform the task under ordinary conditions, recognise common limits and teach another person with appropriate supervision. The necessary level of independence depends on the task and its consequences.
This also changes how we understand an expert’s value. An expert can improve an outcome directly. They can also make other people more capable, create better methods of checking work and preserve knowledge that would otherwise disappear. The latter contributions often last beyond their personal presence.
But successors need room to question their inheritance. If education only reproduces established answers, it may preserve mistakes as efficiently as skills. The civilisation travelling forwards needs people who understand enough to continue, enough to repair and enough to revise. That is the connection between this thought experiment and How Education Works.
8. We need ways for reality to correct our account of it
A community can agree strongly and still be mistaken. It can preserve a record faithfully and still preserve an error. It can make a plan in good faith and discover that the world does not behave as expected.
Some consequential errors must eventually be noticed and addressed if an arrangement is to remain workable under changing conditions. That does not mean every civilisation must possess modern scientific institutions. Practical inspection, accumulated experience and many other forms of disciplined observation can contribute. The question is how claims encounter evidence and how evidence reaches decisions.
Suppose a storekeeper believes the reserve will last until the next delivery. A second person notices a discrepancy between the record and the remaining stock. The community needs a way to examine the discrepancy without making the storekeeper’s status the central issue. Otherwise a correctable accounting problem may become a material crisis.
This is a small example with large implications. A civilisation can possess capable observers while preventing their observations from mattering. Bad news might threaten a powerful person, contradict an official promise or expose a neglected responsibility. The information exists, yet the route from observation to action is blocked.
The traveller should not imagine that announcing a modern theory solves that problem. Evidence needs understandable demonstrations, appropriate records, people who can assess it and decisions that can be changed. It also needs care about uncertainty. A confident claim from the future is still a claim in the receiving world.
Correctability is not the same as endless hesitation. People often must act before every uncertainty is resolved. The useful arrangement states what is known, what remains uncertain, why a decision is being made and what new evidence would justify changing it.
For the future, this means handing over more than conclusions. We should pass on the reasons, observations, methods and limitations that allow others to reassess them. A civilisation that can inherit knowledge but cannot examine it has received authority without the full means of understanding.
9. We need enough agreement for separate efforts to fit together
Two skilled people can each do excellent work and still produce an unusable result together. One measures from a different reference point. One assumes that a named quantity means something else. One arrives on a date calculated by another convention.
Shared measures, terms, schedules and procedures make coordination possible across distance and specialisation. The needed degree of agreement varies. A small group doing a familiar task may coordinate through direct conversation. A larger network may require more explicit conventions.
The invariant is enough compatibility for the relevant cooperation, not uniformity in every aspect of life. A common measurement reference does not require everyone to speak one language, hold one belief or adopt one culture. Good translation can connect different practices without erasing them.
Imagine that the traveller helps several workshops exchange components. Introducing a shared reference may be less spectacular than inventing a new machine, yet it could make many people’s existing skills more useful together. The benefit comes from reducing misunderstandings at the points where separate work meets.
However, standardisation has costs. A convention can reflect the needs of the most powerful participants while imposing burdens on others. An unsuitable standard can spread an error widely. The community needs a way to revise conventions while preserving enough continuity for ongoing work.
For civilisation travelling forwards, even a change in standards needs a bridge: explanations, conversion methods, retained context and time for people to adjust. Abruptly replacing the reference without explaining the relationship can make an intact record difficult to use. 10. We need cooperation that survives incomplete agreement
People do not need to agree about everything to maintain a shared water source, exchange goods or teach children. They do need arrangements that make the relevant cooperation possible despite differences in interests, knowledge and power.
Some cooperation rests on affection or kinship. Some rests on repeated exchange, reputation, custom, explicit rules or enforceable agreements. Different arrangements may operate together. We should not assume that one institutional form must do all the work.
Consider a fictional shared canal. People benefit at different points along it. Maintenance takes time, and the effects of neglect may fall unevenly. Simply telling everyone to cooperate leaves the difficult questions unanswered: who contributes, who decides, how is the condition checked, what happens when a commitment is missed, and how can an unfair arrangement be challenged?
These are design questions for collective life. They are also questions of power. An apparent agreement may hide coercion; an apparent free choice may be constrained by the absence of alternatives. Durable cooperation should not be confused with universal consent.
The traveller can contribute by helping make responsibilities and consequences clearer, but needs to learn how existing arrangements work. Local participants may know which commitments are credible, which disputes are unresolved and why an apparently simple improvement has not been adopted.
Trust is valuable here, but indiscriminate trust is not a complete solution. People also need ways to check claims, limit the damage of failure and resolve disputes. A system that only works when nobody makes a mistake is a demanding system for human beings to inhabit.
For the civilisation travelling forwards, cooperation must become learnable by newcomers. If every agreement depends on personal relationships among a few founders, their departure may remove the coordination. A useful inheritance makes participation understandable and leaves a fair route for later participants to amend the terms.
11. We need decisions, limits on conflict and accountable power
Shared life repeatedly produces decisions that cannot be solved by everyone acting independently. A route crosses several people’s land. A resource has competing uses. One person’s activity imposes costs on others. People disagree about evidence, priorities and acceptable risk.
A civilisation therefore needs ways of making decisions and handling consequential conflict. This does not establish that a particular state form, legal code or scale of centralisation is universally necessary. It identifies a recurring problem whose possible answers need examination.
The existence of authority is not proof that its decisions are wise or legitimate. Authority can coordinate necessary work and also extract resources for itself. It can preserve an arrangement while silencing the people harmed by that arrangement. Longevity alone cannot tell us which of those things is happening.
In the traveller’s story, a ruler may welcome an invention because it increases control. Households may experience its introduction differently. The visitor must ask who gains capability, who carries the burden and whether people have a meaningful route to object. Otherwise “helping civilisation” can become an unexamined synonym for helping whoever controls the audience.
For a humane civilisation, power requires limits, reasons and remedies. People should be able to understand consequential rules, contest their application and seek correction when harmed. These are ethical commitments in this framework; they should not be disguised as claims that every enduring historical empire already possessed them.
Accountability also has a practical consequence worth investigating: it may allow important information about harm or failure to reach decision-makers. But we should assess actual institutions and outcomes rather than assume that a reassuring label guarantees this.
For the future traveller, a durable handover includes rules for changing rules and replacing officeholders. An arrangement that cannot survive the departure of a particular leader has placed a continuing public function inside a temporary human life.
12. We need maintenance and the capacity to repair
Things wear out. Materials deteriorate, records become outdated, skills become rusty and agreements cease to fit circumstances. The precise causes vary, but a continuing civilisation cannot assume that yesterday’s successful arrangement will remain successful without attention.
Maintenance protects a function before a major failure. Repair restores or changes it after a problem. Replacement may be necessary when restoring the old form is no longer sensible. These activities require observation, time, materials, expertise and authority to act.
Imagine that the traveller helps build a better bridge. It opens successfully. The community gains a useful route, and the achievement is real. Yet the project’s civilisational meaning depends partly on what follows: who examines its condition, who can recognise a problem, how work is funded or supplied, and what happens when the original builders are gone.
An object that arrives with no workable maintenance arrangement can create a future burden alongside its present benefit. This is particularly easy to miss when the people celebrated for building it are different from those expected to care for it.
Maintenance also creates a problem of visibility. Successful prevention often looks like nothing happening. A repaired leak does not become a dramatic flood; a corrected record does not become a lost entitlement; a trained replacement prevents an interruption that observers never see. Public attention can therefore favour new objects over the recurring work that makes old ones dependable.
The argument is not that every inherited object deserves permanent preservation. Repairing the wrong arrangement can prolong harm or consume resources needed for something better. The question is which function should continue, whether the existing form still serves it, and which option has the most defensible overall consequences.
Our traveller should measure success after ordinary use has exposed the awkward details. The civilisation travelling forwards should make maintenance a recognised responsibility, with enough resources and knowledge to perform it. This develops the earlier article’s account of time travel into a practical requirement: an inheritance must come with a way to keep it useful.
13. We need renewal, reserves and ways to adapt
A reserve can help a society through an interruption. Renewal makes continuing provision possible beyond the reserve. Adaptation changes the arrangement when the old way no longer fits. These functions answer different questions.
A stock of supplies asks, “How long can we continue without replenishment?” A replenishment process asks, “Can we provide again?” An adaptation capacity asks, “What can we do if the earlier method stops working?” Having one does not guarantee the others.
The distinction matters whenever a civilisation appears prosperous. It might be renewing its foundations. It might be drawing down inherited stocks, exhausting people or shifting costs beyond its visible boundary. Present output alone cannot distinguish those conditions.
Ecological renewal belongs here. Soil, water, living systems and the conditions for habitation are not a separate scenic setting around civilisation. They are among the conditions within which human life and production occur. A society can damage those conditions and continue for a time; that delay is precisely why the future must be included in the assessment.
There is no universal quantity of reserve or redundancy suitable for every need. Extra capacity has costs. Several apparently separate suppliers may depend on the same source. An alternative may exist on paper but be too slow or inaccessible when required. These are concrete questions that need evidence about the arrangement being examined.
Adaptation also involves preserving options. If everyone is trained in only one method and every institution discourages alternatives, a change in conditions may become unusually difficult to meet. Diversity of skill, experience and interpretation can provide possibilities that a single dominant approach overlooked.
But variation alone is not enough. People need ways to compare alternatives, learn from results and coordinate a transition. The traveller should look for small changes that can be understood and assessed locally. The future traveller needs successors with both the authority and the competence to revise what they receive.
14. We need a civilisation whose people are more than its inputs
A technically workable arrangement can still be cruel. It can feed an elite, maintain monuments and train specialised workers while treating many human beings as disposable. A discussion of viability that stops there would be incomplete for the question “What do we need?”
We need to ask who the civilisation is for. This article adopts a humane standard: people deserve dignity, meaningful access to essential conditions of life, opportunities to develop their capabilities and ways to challenge serious wrongs. Those commitments are values we defend. They are not claims that history automatically rewards justice or that unjust societies immediately disappear.
Consider two versions of the traveller’s invention. In one, its benefits are broadly available and its burdens are openly considered. In another, powerful people capture the benefit while others lose time, security or control over their lives. The machine might operate identically in both versions. The civilisational contribution would be different.
Distribution consequently belongs inside the account of improvement. We should ask how outcomes vary across people, rather than allowing an average to speak for everyone. A gain enjoyed by many can coexist with a serious loss imposed on a smaller group. That loss needs its own explanation and response.
Access also means more than formal permission. A person may technically be allowed to learn, participate or seek help while facing barriers that make the opportunity unusable. Time, language, distance, disability, cost and social treatment can affect whether an institution reaches the people it claims to serve.
Care deserves special attention because it makes this ethical commitment concrete. It recognises that people remain members of the shared world when they are dependent, unproductive by a narrow measure, or unable to argue effectively for themselves. A civilisation that values only visible output misunderstands both human worth and some of the work that sustains its outputs.
The traveller’s question therefore has to include the quieter question: “Better for whom?” Civilisation V2.0 or V3.0 cannot be judged solely by the power of its equipment. It must be judged by the lives its arrangements make possible.
15. We need room for meaning, belonging and difference
People do more than remain biologically alive and complete useful tasks. They grieve, celebrate, remember, play, imagine, worship, argue and create. They ask what matters and how they belong. An account of civilisation that reduces every activity to production or survival misses much of what people are trying to sustain.
Language, stories, art, shared places, rituals and everyday habits can carry those meanings. No particular belief or artistic form is required everywhere. Nor does a civilisation need complete cultural agreement. People can share institutions and practical responsibilities while disagreeing deeply about ultimate questions.
The receiving society in the traveller’s story has its own meanings before the visitor arrives. An apparently inefficient practice may carry obligations or memories the visitor does not understand. That does not make every practice immune to criticism, especially where people are harmed. It does mean that replacing it without listening can destroy something the visitor never included in their account.
Suppose a communal gathering takes time away from production but also allows people to renew relationships, exchange information and recognise significant events. A narrow calculation might call it wasted time. A fuller account would investigate what it does, who values it, whether participation is free and what would be lost if it disappeared.
Meaning can support domination as well as belonging. A shared story can unite people while excluding others or protecting an unjust hierarchy. We therefore need room for criticism and reinterpretation within cultural continuity. Preserving the freedom to participate differently can itself become part of what a civilisation carries forwards.
The practical implication is restraint in the traveller’s ambition. Enrichment does not require making another society resemble the visitor’s home. A contribution can increase people’s choices while leaving them able to decide which aspects of their world they wish to preserve or change.
The needs belong to networks, not sealed boxes
By now a tempting image may have formed: civilisation as a complete box containing all fifteen requirements. Real dependencies do not respect that picture. A city, a state, a language community and a trading region can overlap without having the same boundary.
One place may produce food for another. Knowledge may travel through migration and exchange. A local institution may depend on materials obtained far away. Calling something “our civilisation” does not mean its capabilities were produced entirely inside a self-contained unit.
This matters when someone claims that an isolated individual represents the superiority of one civilisation over another. The individual arrives with a partial inheritance from a network. The receiving person also belongs to networks. Moving either person changes their access to those relationships.
It also matters when we propose resilience. Total self-sufficiency is not the only imaginable answer, and dependence is not automatically a defect. Exchange can enlarge capability, spread knowledge and provide alternatives. The important questions concern the reliability, fairness and visibility of the relationships.
When evaluating a function, draw the boundary widely enough to include its essential supports and its serious costs. Then state where you stopped. This will not produce perfect knowledge, but it prevents a common illusion: declaring one place independent because the work on which it depends happens somewhere else.
The removal experiment: leave the objects, interrupt the functions
Let us make the argument testable as a thought exercise. Imagine a fictional riverside settlement with homes, workshops, shared stores, a meeting place and exchange with neighbours. It has carers, growers, craft workers, record keepers and people responsible for common tasks. This is a simplified model for reasoning, not a reconstruction of any historical society.
We will not remove a disliked institution and assume that disaster follows. Instead, we will remove a function and ask whether another arrangement can take it over. If it can, we have learned that the original form was replaceable. If it cannot, we examine what happens and when.

Notice the delayed effects. The settlement does not instantly disappear when teaching stops. Existing competence continues doing its work. The interval before a visible problem depends on the role, the people and the possibility of learning elsewhere. We should not invent a universal countdown.
Delay can make deterioration politically difficult to recognise. A leader who cancels maintenance may initially appear to have freed resources without a cost. A household that takes on extra unpaid work may conceal the loss of a public service. A reserve may conceal the interruption of replenishment. The system continues because something or someone is absorbing the missing function.
Now introduce a second change. Suppose the record keeper leaves while a dispute about distribution is unresolved. The settlement loses both context and a route for establishing what was agreed. These failures may reinforce each other. Their combined effect cannot be understood simply by adding two independent scores.
Finally, let the residents respond. They might recover context through witnesses, establish a temporary arrangement and train another record keeper. The exercise becomes much more useful when people have agency. A civilisation is not a passive structure waiting for a missing piece to bring it down; people can improvise, cooperate, migrate, reorganise and learn.
What counts as a successful response? We should examine whether essential life continues, who bears the burden, which functions are restored and whether the new arrangement can last. Saving the original building or institution is only one possible outcome. Preserving human capability may require a different form.

This supports examining relationships among infrastructure, environmental variability and adaptation; it does not support a single-cause explanation of an entire historical transformation. Our thought experiment starts from those limited historical points and asks a hypothetical question. If a modern visitor arrived, what could they actually contribute? A general awareness of climatic variability would not provide detailed local knowledge, trusted authority, materials or a workable agreement about change. The visitor would need to learn from people already maintaining the landscape.
Potentially useful questions might concern observations, responsibilities, competing demands and options when conditions differ from expectations. Whether any intervention would help would depend on the period, the local evidence, political relationships and practical feasibility. We cannot honestly conclude that one informed visitor would have “saved Angkor”.
There is a second error to avoid: treating a changed political or urban arrangement as the disappearance of Khmer people or culture. The continuity of living heritage makes that picture inadequate. Some functions and identities can continue through transformation while other structures decline.
The invariant lens therefore changes what we look for. Alongside the monument, we ask about the continuing provision of water, the labour of care and maintenance, the transmission of knowledge and the capacity to respond. Their history cannot be read from stone alone.
Rome: power, continuity and the question “better for whom?”
Rome makes another simplification difficult. “The Roman Empire fell” can be a useful shorthand in a particular context, but it becomes misleading if it implies that all Roman political and cultural continuities ended together. For the thought experiment, we must specify the place and period before placing our traveller there. A person does not arrive in “Rome” as a timeless abstraction. They enter particular relationships, languages, material conditions and distributions of power.
Then we can ask a narrower counterfactual. Suppose the visitor carries a useful method for organising observations or teaching a practical skill. Can local people assess it? Can it be repeated with available means? Who controls its use? Can its benefits continue when the visitor is absent?
None of these questions is answered by the traveller’s possession of a modern object. Nor would one failed attempt to use modern knowledge prove that present civilisation has no advantages. It would reveal the limits of the individual and the conditions of that attempted transfer.
Comparing civilisations requires the same discipline. Administrative reach, technical capacity, ordinary welfare, freedom, participation and continuity are different dimensions. A historical formation may be formidable in some respects and unjust or fragile in others. Our own arrangements deserve that same differentiated assessment.
The important lesson is not that power is irrelevant. Power changes what people can do to one another and which decisions can be enforced. The lesson is that power alone cannot answer whether shared life is humane, whether capabilities reach ordinary people or whether the necessary functions can be renewed.
Rome also reminds us that the carrier can change. A practice may persist under a different authority, in another location or through altered language and belief. The survival of a function, the survival of an identity and the survival of an empire need separate accounts.
Voynich: having the artefact is not having its whole world
The Voynich manuscript gives us a sharply different case. Yale’s Beinecke Library describes a manuscript by an unknown author in an unidentified script whose text remains undeciphered. Its survival is real, but the meaning of its text remains unresolved. We should not fill that uncertainty with claims about a lost advanced civilisation. For this essay, the inference is about transmission. An object can reach us without the full interpretive community that made it meaningful. Preservation has succeeded in one respect while access remains incomplete in another.
Does the manuscript change our civilisation? It changes what we can study and the questions we can pursue. It supports conservation, comparison and investigation. That does not establish that possessing it makes us a categorically new civilisation, or that deciphering it would necessarily transform our practical capabilities.
The answer depends on what “change” means. An artefact can enrich collective memory, alter an interpretation or inspire new work without replacing the wider arrangements through which people live. A whole civilisation cannot sensibly be identified with the presence or absence of one mysterious book.
Now turn the example towards ourselves. What records are we sending forwards without enough explanation of their terms, assumptions or use? A preserved file may still require a format, a language, a context and relevant expertise. The manuscript becomes a prompt for better handovers, not evidence for an invented history.

What comes first when everything seems necessary?
A list of interdependent needs can create paralysis. If food depends on tools, tools depend on skills, skills depend on teaching and teaching depends on time, where does a person begin?
The answer is to begin with the actual situation and its existing capabilities. Our traveller is joining people who already solve many problems. The task is to identify a consequential gap that can be addressed with available means, while avoiding damage to the functions already working.
Immediate threats to life require immediate attention. Beyond that, priorities depend on context: which problem is most urgent, which improvement is feasible, what consequences it has elsewhere, and whether it creates capacity for the next step. There is no universal sequence in which every society must build the same institutions.
In a fictional settlement where an experienced teacher has no time to train successors, reducing a recurring burden may enable learning. In another, people may possess knowledge but lack a dependable agreement for sharing a resource. In a third, a damaged route may prevent existing production from reaching those who need it.
The useful first move is the one that meets the actual constraint. Its success should be judged through local evidence and the experience of affected people. A prestigious invention can be a poor first move if it demands unavailable materials or consumes attention needed for urgent work.
After a small improvement, ask what now becomes possible. Can someone teach? Can a responsibility be shared? Can a recurring problem be detected earlier? Can the arrangement be repeated without the traveller? This creates a sequence of growing capability rather than a ceremonial checklist of modernity.
The First 100 Days in 1026 explores the visitor’s early choices. The invariant lens supplies a continuing discipline: each intervention should strengthen a necessary function in a way the receiving community can understand, assess and sustain.
Necessary does not mean sufficient
Food is necessary for human life. A room full of food is not, by itself, a civilisation. Shared memory is important for continuity, but a complete archive cannot by itself resolve a conflict about distribution. Recognising a need does not prove that satisfying it alone will produce the whole arrangement.
Some functions complement one another. An instruction becomes more useful when someone can interpret it, obtain suitable materials and practise with feedback. A reserve becomes more useful when people know its condition and have a fair way to make it available. Capability often emerges from the relationship among these parts.
However, a dramatic statement such as “the whole civilisation is only as strong as its weakest link” is too simple if used literally. Some failures can be contained. Some functions have substitutes. People can change priorities or accept a temporary reduction in service. We need to examine the actual dependency rather than assume every weakness has identical consequences.
A better assessment names the function, the people affected, the expected conditions, the time horizon and the available alternatives. It then identifies the evidence and uncertainty. Where a function is weak, we ask whether the weakness is local, growing, shared across several systems or likely to be absorbed by another arrangement.
This is also why an unexplained total score can mislead. Giving culture eight points and water provision four points does not show that the average is acceptable. Some shortcomings require direct attention regardless of success elsewhere. The Civilisation Restart Scorecard is most useful when its questions lead to evidence and judgement rather than a decorative number.
What would make Civilisation V2.0 or V3.0 workable?
“V2.0” and “V3.0” are proposals in this discussion, not recognised historical stages through which all societies must pass. They let us ask what would count as a meaningful improvement in our arrangements.
A new version cannot be defined solely by the addition of a more powerful technology. It should specify which human function improves, how the improvement is sustained, who benefits, what burdens change and what happens under disruption. Otherwise the version number announces novelty without establishing progress.
Imagine a proposed V2.0 that makes essential services easier to inspect and repair, expands meaningful access to learning and gives affected people better ways to report problems. Its claim is concrete enough to examine. We can investigate whether repair times improve, whether access barriers decline and whether reports actually lead to correction.
Imagine a proposed V3.0 with much more automation and coordination across distance. It still needs material support, reliable knowledge and accountable decisions. We would ask who understands the dependencies, how people challenge consequential errors, how work continues during disruption and whether successors can adapt the arrangement.
More automation can change who performs a task and which skills are most useful. It does not by itself settle the responsibilities surrounding the task. If a community becomes dependent on equipment that nobody available can inspect, replace or obtain help with, it has acquired a specific dependency alongside the benefit.

The strongest future version may look unfamiliar while meeting enduring needs more reliably and humanely. Some inherited forms may remain valuable. Others may deserve replacement. The invariant gives us a reason for continuity without making continuity an excuse for rigidity.
This connects to Rules of Advancing a Civilisation. That article asks how to judge advancement. This continuation asks what such advancement must keep serving. A future that increases capacity while abandoning the conditions of shared life has left a central part of its claim unproven.
Move a person sideways, and the same needs become visible
We do not need a time machine for every part of this experiment. Imagine a person moving between present-day societies, or simply entering a community whose language, routines and institutions are unfamiliar.
The person retains abilities but may lose immediate access to the relationships that made those abilities effective. They may not know how to obtain help, establish the relevance of a qualification, interpret an agreement or participate in local decisions. Familiar competence and unfamiliar surroundings now interact.
The receiving community may gain knowledge and experience from the newcomer. It may also need to provide explanation, recognition, language support or opportunities for participation before that contribution becomes possible. The process is mutual. The newcomer learns, the receiving community learns, and both may adjust.
This reveals another aspect of the invariants: the connections themselves require work. Having capable people nearby does not guarantee that their capabilities become available to one another. Translation, welcome, fair recognition and understandable institutions can help turn proximity into cooperation.
Again, this is not a test of whether one people is intrinsically superior. It is a way to investigate the fit between a person’s capabilities and the arrangements around them. The same person may appear highly capable in one setting and unusually dependent in another.
That insight should make the backward traveller more observant and the present-day host more thoughtful. A civilisation’s capacity includes how it enables people to join, contribute, learn and belong—not merely how it supports those who already understand its routines.
A classroom laboratory: make the requirements visible
The article becomes more useful when learners work through a specific case. The aim is to practise distinctions, evidence and reasoning. There is no need to simulate dangerous disruptions or withdraw real services; these are paper exercises using fictional situations or observation of ordinary objects.
Exercise 1: follow an ordinary object into its dependencies
Choose a schoolbook, a meal or a repaired chair. List what must happen for it to become useful, then distinguish the object from its supporting functions. For a schoolbook, a possible answer includes reliable content, a readable language, access to the book, time to learn and someone or some method that helps a learner address misunderstanding.
Now replace the form. Could some of the learning occur through discussion, demonstration or another medium? Explain which function continues and what might be gained or lost. A strong answer recognises that several forms may serve a purpose without claiming that they are equally suitable in every circumstance.
Exercise 2: challenge a reassuring total
In a fictional town, the shared store contains enough supplies in total for the stated period, but several households cannot collect their allocation. What additional information is needed before declaring provision successful?
A reasoned answer asks about access, mobility, timing, rules, preparation needs and whether help can reach the households. The total is relevant evidence, but it does not establish the actual outcome for everyone. Learners should propose a way of checking the outcome rather than simply choosing a reassuring average.
Exercise 3: remove the founder from the explanation
A fictional workshop succeeds whenever its founder is present. When the founder is absent, quality becomes inconsistent. Identify at least three possible causes and explain how the community could distinguish them.
Possible causes include an unrecorded judgement, insufficient practice, uncertain material quality or unclear responsibility. A useful response proposes observation and supervised learning appropriate to the task. “Write a manual” is only a partial answer if the missing capability includes practical judgement.
Exercise 4: defend a future version with evidence
Design one change for a fictional Civilisation V2.0. State the need it serves, the people affected, the resources required, the person or group responsible for upkeep and the evidence that would show improvement. Include a possible burden and a condition under which the proposal should be revised.
For example, a shared learning space might improve access if people can reach it, use its materials and obtain relevant support. Counting the building alone is insufficient. The evaluation should investigate participation, barriers, learning and the continuing arrangement for care of the space.
These exercises connect historical imagination with explanatory writing. Learners must move from “this thing is important” to “this function matters because, under these conditions, its absence produces this consequence”. That is a substantial improvement in reasoning, and it is transferable across the questions explored in How Intelligence Works.
Questions that remain open
Is there a minimum number of people or technologies?
This framework does not establish one. The answer depends on the definition, scale, environment, task and outside relationships. A small group may sustain substantial knowledge through wider networks; a large population can still lack a crucial capability. State the question precisely before looking for a threshold.
Must every need be met perfectly before civilisation exists?
No. Historical and present societies contain deprivation, failure and disagreement. The framework helps identify dependencies and judge proposed improvements; it does not erase imperfect societies from history. Ethical obligations also remain important even when their fulfilment is incomplete.
Does a failed function mean the civilisation disappears?
Not automatically. The extent, duration, alternatives and responses matter. Political authority, population, language, practical knowledge and cultural identity can change on different timelines. Claims about disappearance should specify what has ended and what continues.
Does the traveller prove the framework?
No. A thought experiment clarifies assumptions and generates questions. Historical evidence, observation and careful comparison are needed to assess actual claims. Its power lies in exposing hidden dependencies, not in turning an imagined outcome into a historical fact.
What do we need?
We need people who can live, learn and act together. We need the material conditions of life and the arrangements that make them accessible. We need shared meaning, usable memory, competent successors and ways of correcting consequential mistakes. We need coordination, repair, renewal and room to adapt.
For a civilisation worth sustaining, we also need to treat people as ends in themselves: to care, to hear those affected by decisions, to contest injustice and to make room for different meaningful lives. Keeping an arrangement running is not the whole measure of what it should be.
The traveller began by asking which achievements could be brought into another age. They finish by asking which conditions would let people make, understand and renew useful achievements for themselves. Their greatest contribution may be to strengthen a relationship among capabilities that were already there.
Civilisation itself faces the same task as it travels forwards. Each generation receives some working arrangements, some damaged ones, some unresolved injustices and some possibilities. It cannot preserve everything unchanged. It must decide what deserves continuation, what needs repair and what should be made possible for people it will never meet.
The enduring requirement is the ability to renew the conditions of shared human life while allowing people to improve the life being shared. That is why the invariants matter. They help us see beneath civilisation’s changing appearance to the work its people must keep making possible.
Follow each need into its working system
The needs become clearer when each has a detailed reading route. Use these companions to move from the overarching argument into mechanisms, examples and questions you can investigate. Some examine a single function; others show how several requirements interact.
