0) Definition Lock Box

0.1 Corruption (CivOS definition) — LOCK

Corruption is pipeline misrouting via covert incentive channels.
It occurs when resources, permissions, enforcement, or contracts are allocated by unofficial exchange (bribes, favoritism, coercion, patronage) rather than by the overt rules that claim to steer the system.

0.2 Capture (CivOS definition) — LOCK

Capture is sustained corruption that becomes structural.
A subsystem (agency, court, regulator, police, procurement, media) no longer serves its stated purpose; it serves a hidden actor network. Capture converts overt governance into a façade.

0.3 Corruption is not (LOCK)

Not only “a few bad officials.”
Corruption expands when:

  • discretion chokepoints exist
  • transparency/verification is weak
  • consequences are unreliable
  • wages/status are misaligned with role load
  • shadow networks provide faster coordination than formal systems

  • opaque criteria
    VW enables covert misrouting.

Sensor C: Consequence Reliability (CR)

Not severity—reliability:

  • are violations consistently punished?
    Low CR → capture expands.

Sensor D: Impunity Gap (IG)

Difference in consequences for:

  • powerful vs ordinary
  • insiders vs outsiders
    High IG is an early legitimacy collapse signal.

Sensor E: Chokepoint Rent (CHR)

Measure rent extraction at chokepoints:

  • “fees” for speed
  • bribes for access
  • informal tax
    CHR rising = misrouting.

Sensor F: Honest Exit Rate (HER)

  • skilled staff leaving agencies, courts, hospitals, schools
    This is HRL node loss + institutional memory deletion.

  • aggressive PR while service metrics worsen
    NM is overt–covert misalignment amplification.

Captured organs divert resources away from:

  • training
  • buffers
