How Government Does Not Work: Metric Capture (Good Numbers, Bad Reality)

A government fails mechanically when metrics replace reality as the object of optimisation.
When numbers become the goal instead of the signal, behaviour warps, truth decouples, and real-world outcomes degrade.

This is not “bad KPIs.”
It is a control inversion:

When measures become targets, they cease to measure.

1) Failure Mechanism

Metrics exist to sense reality and guide correction.
Metric capture occurs when:

targets are optimised independently of outcomes
rewards and penalties attach to the metric, not the mission
people learn how to “win the number”
reality adapts around the metric faster than the metric adapts to reality

At that point, the system is steering by instrument illusion.

2) The Threshold Trigger

Metric capture becomes fatal when:

verification is weak (numbers aren’t audited meaningfully)
complexity is high (few understand what the metric really measures)
incentives are strong (careers, budgets, elections tied to metrics)
buffers are thin (pressure to look good replaces time to be good)

Trigger condition:
Optimising the metric no longer improves the underlying outcome.

3) Common Causes (Mechanical)

Metric capture arises from:

single-metric dominance: one number stands in for a complex reality
short horizons: metrics tied to quarterly or electoral cycles
downstream blindness: no tracking of second-order effects
reporting asymmetry: bad reality can be hidden behind good numbers
compliance theatre: paperwork satisfies the metric without real change
target escalation: goals tighten without recalibration

Metric capture is Goodhart’s Law under load.

4) Inversion Pattern (What You See)

You can detect metric capture when:

performance improves on paper while lived experience worsens
frontline workers say “we hit the target, but…”
services game eligibility, categorisation, or timing
numbers look smooth while failures spike elsewhere
audits focus on documentation, not outcomes
new metrics are added to fix old ones — and also get gamed
leadership celebrates dashboards while systems degrade

The signature is:

the map looks healthy while the territory is failing.

Z0 (skills): operators optimise for score, not judgement
Z1 (roles): managers manage metrics, not systems
Z2 (institutions): resources flow to what is measured, not what matters
Z3 (state stability): trust collapses when numbers and reality diverge

Metric capture hollows systems quietly — until shock reveals the gap.

As metric capture deepens:

coordination breaks (different units optimise different numbers)
real problems go unaddressed
institutions flip into binary: compliant/non-compliant
reality correction requires external shock

7) Admissibility Tests (for Any “Performance” Claim)

A governance system is inadmissible unless it can show:

Outcome linkage: how metrics correlate with real-world results
Auditability: metrics are independently verified
Second-order tracking: detection of gaming and spillovers
Rotation: metrics change slowly and deliberately
Plural sensing: no single metric dominates
Frontline veto: operators can flag metric distortion
Shock tests: metrics predict failure before it happens

If these are missing, metrics are cosmetic.
