Some vocabulary failure is not actually a vocabulary-only problem. The simplest audit is to ask: What does this tool make the learner notice, retrieve, compare, explain, produce or transfer that would otherwise be weaker? If the answer is unclear, the technology may be decorative rather than instructional.

Vocabulary instruction has a large research literature, but a responsible synthesis should resist turning broad findings into universal recipes.
Direct and indirect approaches both matter

Lists are useful inventories. They tell the teacher and learner which words are currently in view. They can organise themes, curriculum stages, revision and retrieval. But a list does not by itself specify meaning depth, pronunciation, morphology, phrase behaviour, retrieval schedule, productive use or transfer.
The distinction is similar to a warehouse manifest. A manifest can tell us which items should be present. It cannot prove that they were stored correctly, are easy to find, are undamaged or can be dispatched when needed.
Therefore the question is not whether vocabulary lists work. The question is what instructional system operates around the list. A carefully selected list combined with rich explanation, retrieval, context and use can be highly valuable. A larger list copied once and forgotten may create little durable capability.

Vocabulary belongs inside English because words participate in reading, writing, listening, speaking, grammar, style and comprehension.
