Summary

This is the single canonical CivOS reference for London. It instantiates the same executable spine you used for NYC and Singapore, so London becomes a comparable, diagnosable system (not an essay set).

Rule: There is exactly ONE Z5 hub page for London. All London pages must declare PLACE_ID × LANE × Z × ORGAN and link back here.

Z1 — Service Catchments

Z1 answers: “Who depends on what?”

Z1 drift shows up as unequal overload and “mysterious” local failures.


Z0 — Ground Nodes (Reality)

Z0 answers: “What actually broke?”

  • pipe burst / pressure drop
  • ED overload episode
  • cyber disruption impacting service routing

Rule: Z0 symptoms ≠ root cause. Root cause typically sits at Z2/Z3.
